For many Russian companies, an important aspect is the participation in government electronic bidding. But only a few know that in order to become full participants in these auctions, an enterprise needs to undergo special accreditation.
Since only accredited organizations get access to the personal account of trading floors, and there are only 5 of them in Russia, one of which is a subsidiary project of Sberbank. And the owners of numerous companies are interested in the issue of accreditation at the Sberbank-AST ETP. Below is a step-by-step instruction that will help you understand the correct accreditation process.
Many domestic companies want to take part in an electronic auction for the placement of government orders. However, in order to transfer to the category of full-time regular bidders, one must pass accreditation at the State Electronic Trading Platform (GETP). Only an accredited company will have access to a personal account at each GETP and will become a full-fledged participant in the placement of government orders, which has the right to submit applications for participation in the auction.
Accreditation for legal entities
According to the regulations of the electronic trading platform for accreditation at Sberbank-AST, in order to participate in the auction, a legal entity must submit the following package of documents:
- A copy of the extract from the Unified State Register of Legal Entities for a period of limitation of not more than 6 months (to all legal forms).
- Copy of constituent documents: agreement and charter (for partnerships on faith).
- Originals and copies of documents that confirm the person’s credentials for obtaining accreditation: if the director general personally submits the application, then the appointment protocol, if the application is submitted by an authorized employee, then the director general's power of attorney, which was prepared in accordance with the requirements of Article 186 of the Civil Code of Russia.
- Copies of documentation confirming the authority of the manager: protocol approving the appointment of authority of the manager, order to appoint the manager
Budgetary institutions
In order to accredit Sberbank, the following set of documents is provided, which is standard: documents to confirm the credentials of representatives, extract from the registry, charter. In addition, in accordance with paragraph 8 of Section 41 of the Law on Placing Orders, in order to obtain the status of a participant in an accredited company, it is necessary to present a decision on the completion or approval of transactions based on the results of auctions.
For major transactions under the Community Charter, the decision-making bodies may be:
- The body that exercises the powers and functions of the founder for non-profit organizations.
- For an LLC, this is a board of directors, a supervisory board, or a general meeting of participants.
- For unitary enterprises, this is the founder / owner of the property.
- For PJSC, CJSC, JSC, OJSC it is a board of directors, a supervisory board or a general meeting of shareholders.
When making a small transaction, the decision is made by the person authorized to receive accreditation (the head of the company or by proxy).
Attention: the decision on the transaction should include approval in electronic form for its conclusion by the results of auctions and the maximum possible amount of such a transaction in rubles.
IP accreditation
Now we will consider how to pass accreditation at Sberbank to an individual entrepreneur. SP, in order to participate in the bidding, must submit the following package of documents:
- power of attorney, including the authority to participate in electronic bidding and obtaining accreditation, if any other person submits an application from an individual entrepreneur;
- copy of the USRIP statement with a limitation period of not more than 6 months;
- copies of identity documents.
In the case when an individual entrepreneur submits an application, he indicates in the section on the full name the full name and surname and type of activity.
Accreditation for an individual
With regard to this procedure for an individual, the bank makes a continuous selection of Sberbank accreditation appraisers. To submit an application and obtain the status of a bidder with accreditation, an individual must submit:
- power of attorney, including powers to participate in electronic bidding and obtaining accreditation, if any other person submits an application from an individual;
- a copy of the state certificate registered with the Federal Tax Service;
- copies of identity documents.
Important: in the section on the full name, full names must be indicated physical person.
Duration of accreditation
According to the legislation on tendering, the operator considers the application for accreditation for no more than five working days, and after that the notification on the decision that was made will be sent to the tenderer. There is also a paid service for accelerated accreditation at the electronic trading platform. The standard term for accreditation is considered to be 12 months, however, due to certain circumstances, the period may be extended to 3 years.
The maximum accreditation period of Sberbank is 3 years. 6 months before the deadline, the operator sends a notification to the bidder.
Attention: until the end of the accreditation period (three months), the filing of applications for electronic auctions will be blocked and the system will send a reminder once a week that it is necessary to send documents for updating accreditation.
To fill out the application form for re-accreditation, you must log in to the personal account of the site and select the menu item for accreditation for a new term.
In the case when the time for extension has not yet come, the system will issue a message to the user with a notification stating the end date of the accreditation and a proposal for passing again half a year before the deadline.
Participants undergoing Sberbank accreditation and direct participation on the site do not cost anything, because for them such operations are absolutely free. But the modern market for services includes many companies that offer to undergo accreditation without your direct participation. Of course, such services are paid, evaluated, starting from one and a half and ending with two thousand rubles.
Documents required for accreditation
To pass the accreditation, you must have an electronic signature, since in the bidding system, work without it is not provided. Any employee of the company who wants to become a full-fledged bidder can receive an electronic signature.
The legal entity must submit documents for accreditation at Sberbank from the approved list below:
- power of attorney for the person accrediting;
- a digital copy of the registration certificate;
- scanned copy of a document confirming the appointment to a managerial position;
- digital copy of all constituent papers.
An individual entrepreneur must submit only two documents:
- identity document;
- extract from the USRIP.
Important: for all documents, there are rules according to which they should be easy to read, correct, correctly oriented and readable. For each document, a separate file must be created and attached, which does not exceed 16 MB.
Step-by-step instruction on accrediting a company at Sberbank
First of all, in order to apply for accreditation in the status of a bidder, you need to collect a package of documents from the list approved by the site and prepare electronic versions of them in accordance with the requirements of the ETP.In addition to the documentation, an electronic digital signature must be available.
EDS (electronic digital signature)
Each potential bidder, in order to be accredited at the Sberbank site, must prepare an electronic digital signature in advance, since in its absence the system will not be able to perform any actions due to technical features built into the program. ESC can be obtained by any employee of the organization with the appropriate power of attorney.
Application for accreditation
To apply for accreditation, you need to follow the action plan below:
- open the electronic trading platform Sberbank-AST;
- select the section for participants and the subsection of registration;
- we select the form of the auction participant and press the button for submitting an application;
- fill out an application for accreditation;
- attach the necessary documents;
- we sign an agreement with the Sberbank-AST electronic trading platform, put a tick in the box about the desire to register on the universal trading platform and click the signature button in the "Framework agreement" section;
- enter captcha, confirming that the operation is performed by a person, not a robot;
- click "Sign" and "Submit".
After sending the application by mail, a message will be sent containing a request for confirmation of the specified email address by clicking on the link and entering your personal account. After the login is completed, you will need to enter the activation code indicated in the letter. The procedure when the letter has already been received is as follows: follow the link, enter the password and login specified during registration, indicate the activation code, click sign and save.
After that, the application will already be sent to the site operator for verification. Confirm the email address within ten days, otherwise the application will be considered spam and rejected.
Features of the passage
In accordance with the laws of the Russian Federation and the internal regulations of the site, the operator for electronic business will consider the application for Sberbank accreditation within 5 business days. Early consideration of the application is possible in the case of a correctly completed form and documents prepared according to all requirements. Otherwise, the application may be rejected, and the user will be forced to reassemble the documentation, correct errors and wait again until the application is considered.
After the site approves the bidder’s application, a message will be sent to your email address regarding the consideration and confirmation of accreditation.
