Funds of budgets of various levels allocated for ensuring the country's security, financing of social and cultural events, economic development, public debt management, strengthening the state’s defense capability, law enforcement agencies, and the maintenance of local governments and state authorities are called appropriations. And since it is allocated from the budget, it is most often called a budget allocation.
Goals and Functions
So, the budget allocation is the financial base of the state. It makes it possible to perform both internal and external functions.
Banknotes are allocated to organizations, institutions, enterprises, departments, ministries, governing bodies and authorities. Such financing involves the preparation of estimates and a cost plan.
Managers are given the right to use the amounts issued. Persons responsible for bank notes are called stewards. They are divided into main and subordinate - it all depends on the volume of legal duties assigned to managers of local, regional and federal budgets.
The allocated amount of appropriations is distributed in the approved budget quarterly in accordance with the budget list drawn up in advance. The transfer mechanism is regulated by the legislative norms of the Ministry of Finance of the Russian Federation.

Budget appropriation is a component of the democratic system. For example, in the UK, appropriation spending is controlled by the government. By law, members of the chamber have the right to reduce the budget or withdraw the amount of the proposed appropriations. But they cannot initiate expenses without the consent of the executive body.
There are no such restrictions in the US Congress. The legislature exercises full control over the distribution and expenditure of appropriations. The budget allocation is the unlimited power and influence of the American Congress, with rare exceptions in the form of a presidential veto.
