A legal entity whose prerogative is the technical operation of an object, either on the rights of the owner, or on his behalf, is the operating organization. It represents the interests of users, if this, and not anything else, is established in agreements with representatives of the investment process.
Liabilities
The operating organization shall ensure the industrial safety of the production facility. Therefore, she needs to have a license to carry out such activities. The operating organization forms the composition of the personnel servicing the facility, and therefore must comply with all the norms established by law. All employees at the facility must be appropriately certified. The operating organization monitors the completion of all necessary regulatory and legal acts and timely organizes production control, conducts diagnostics and examinations. Industrial safety is a priority, and therefore an appropriately designed declaration is needed.
An organization operating a hazardous production facility must have an insurance policy that confirms liability insurance. Occurring or threatening emergencies should be controlled, immediately localized and liquidated, all work is aimed at reducing the likelihood of such problems. If the accident did occur, the organization operating the hazardous production facility is involved in the investigation of the incident. This is not a complete list of obligations that this organization assumes.

Production or any other type of work at an object that poses a danger to the state of public health and the well-being of the environment requires the implementation of a large number of established norms and rules that the operating organization strictly observes. Rostekhnadzor controls its activities, as it is a specially authorized body at the federal level, representing the executive branch in oversight of the activities of such organizations in various fields.
These are engineering surveys, architectural and construction design, directly construction, major repairs or reconstruction of objects. Rostekhnadzor maintains a register of SROs in electronic and paper form. The operation of the operating organization is constantly monitored.
Requirements
The requirements for hazardous work are formulated in the legislation of the Russian Federation (Federal Law No. 116-ФЗ 1997), and in addition, there are a number of regulatory legal acts that clarify the provisions of this law. More than thirty types of ongoing activities should be carried out by the operating organization. How often? This is indicated in these specific amendments to the 1997 law.
Rostekhnadzor oversees the precise implementation of government policy pursued by the operating organization, which is especially important in the areas of subsoil use, industry, and nuclear energy (here Rostekhnadzor does not concern only the development, manufacture, testing, operation and disposal of military products), in the areas of electrical and heating networks and installations (except household), hydraulic structures and the like.
Legislation
The organization operating the hazardous industrial facilities (STO) strictly observes all the provisions of the legislation currently in force regarding industrial safety. This is a key condition for its activities. There are cases when the rules for observing safety at a particular object are not established, as well as cases where the need requires them to sacrifice at a certain point. Then the representative of the operating organization for this enterprise draws up a special document - safety justification, where the most effective rules for the safe operation of this production are established. And this justification should likewise serve as mandatory and be fully implemented.
To confirm the timely implementation of the measures and procedures required by the existing rules and regulations, it is necessary to provide a number of reports and documents to the relevant regulatory authorities, where all aspects of the organization’s activities are clarified. This is, first of all:
- a list of which hazardous production facilities operated by the organization are currently available, with notification of the fact of the beginning of their production activities;
- information on the implementation of all requirements by the regulatory authorities;
- information about force majeure or an accident that has already occurred at an operating facility;
- complete data on the causes of this situation.
Documentation
The organization must have a full package of necessary regulatory legal acts and permits directly on the spot, that is, where the production is located. The inspection of the operating organization is carried out systematically and especially often if production at any type of production facilities is involved. Therefore, the documentation should be in perfect order literally always. In addition to regulations and permits, the organization must have at its disposal a valid liability insurance contract from the owner of this industrial facility, if the latter has an increased degree of industrial hazard. This is spelled out in Federal Law No. 225-FZ of 2010.
Many additional documents are required, they must be available for individual cases. For example, if an organization independently manages production requiring a license, a valid document is required, which corresponds to the profile of the specified enterprise. If the production at the facility of the first and second hazard class, a declaration is mandatory, which confirms the established level of safety at this production.
Use of technology
Compliance with the regime of use of special equipment established by manufacturers is strictly necessary. This also applies to tools, equipment necessary for production. The regime should be established in such a way that the risks of accidents and accidents are minimized. This requirement is especially tough in relation to prototypes of equipment and machines when industrial safety expertise has not yet been carried out at this stage of operation, as well as during production safety monitoring as part of the OPO lifting structures (hereinafter PS). The operating organization must fully comply with the Rules of production control at the facilities of the public utilities, which were approved by the Legislative Assembly in 1999 with amendments and additions made in 2005 and 2013 in the same place.
The organization is obliged to keep the substation in working condition, while respecting safety, and this requires constant maintenance and proper supervision, timely repair and technical inspection.For these purposes, the organization establishes the order of inspections and their frequency, and also provides repair and maintenance of substations, load gripping bodies, rail tracks, all devices, containers, so that the work process is accompanied by safety. Be sure to establish and ensure the procedure for certification of specialists, each must have appropriate access to work. This also applies to staff. For self-employment, appropriate certificates are issued that accurately indicate the type of substation, list the types of work, describe the equipment on which they are allowed to work.
Follow instructions
The operating organization develops job and production instructions for specialists and for maintenance personnel. A prerequisite is keeping a journal, where you can track the implementation of scheduled and preventive maintenance programs, you need routings, work plans, sling schemes and the procedure for storing materials. Each specialist must have these Federal rules and regulations, job descriptions, as well as guidelines regarding safety during the operation of substations. Personnel must have production instructions. A prerequisite for the operation of the substation is the creation of conditions for the rigorous implementation of all the above norms and rules.
To determine the number of specialists, the operating organization uses the administrative act, which takes into account the requirements of the Federal norms and rules (clause 23), and also takes into account the number and actual conditions of production for the operation of the substation. During vacations, business trips, illnesses, or the absence of specialists for other reasons, their duties should be performed in accordance with the organization’s administrative act by those employees who replace those absent from the position, but with the appropriate qualifications, who have completed special training and received certification.
Appointments and Checks
To work with the substation and to maintain the substation, the organization appoints as a special administrative act drivers, crane operators, as well as their assistants, locksmiths, slingers, electricians, adjusters working in the cradle (except for those that are involved by specialized organizations). On towers and elevators, workers must work who meet the requirements, including those who are attracted from other organizations. The requirements are indicated in the relevant instructions (manuals) for the operation of the substation - towers (hoist). Specialists responsible for safety during the work with the use of PS, preliminarily mandatory instruct.
If the substation is controlled from the floor or using a stationary panel, only those workers who are trained in accordance with the requirements of the instruction (manual) for the operation of such a substation are allowed to work. If, however, one of the remote control systems is used to control the PS (for example, by radio), together with the requirements listed above, account must be taken of the requirements set forth in the instructions for working with the remote control system. There are separate orders of Rostekhnadzor. If it is necessary to control a car crane (manipulator), a tower (auto-hydraulic lift), the driver is appointed after his full training in the manner prescribed by the rules. For such cases, the corresponding order of Rostekhnadzor also applies.
Work safety
Management action:
- The staff is supplied with production instructions, which clearly spelled out all their duties, operating procedures and responsibilities. Receipt instructions are issued before the employee is authorized to work.
- Control over the production of work is carried out continuously.According to the requirements set forth in the Decree of the Government of the PF, the production should function smoothly, and therefore it is necessary to use special devices and measuring instruments for monitoring.
- A security review should be carried out fully and in a timely manner. This is carried out by the operating organization. How long and how often these activities should be carried out is prescribed in the instructions.
- Penetration of unauthorized persons into the POE under a complete and categorical prohibition.
- A check of knowledge of job descriptions should be carried out periodically from all employees, specialists, workers, those who are responsible for the state of the substation and maintaining the substation in working condition. The authorized commission checks.
Individual cases
If the service area of the substation is not fully visible from the cab or control place, and there is no connection between the crane operator (operator) and the slinger, a signalman is appointed, most often from slingers. For this purpose, you need a specialist who is responsible for the safety of work. If the work is carried out using the tower, and the service area is not visible by the elevator driver, the signals to the operator and personnel in the cradle are transmitted via radio or telephone.
Rail alignment, maintenance of the substation, as well as its repair, are carried out strictly according to the requirements of the instructions. The operating organization ensures that faults are resolved in a timely manner to ensure that the condition of the substation is in accordance with the process. If this is not possible, work must be stopped. The staff of the organization responsible for safety must be fully staffed with properly qualified specialists.
