What is a police IVS?

Everyone, at least once in their life, has heard the mysterious combination of letters of the IVS. Sounds good, doesn't it? However, what is IVS, not everyone knows. The meaning embedded in this letter combination, unfortunately, does not bode well. IVS - what is it? The police will tell! This is the answer you may well hear if, unfortunately, you come across these letters in practice. The abbreviation IVS stands for “temporary detention isolator”.

Perhaps some of you have heard about the bullpen - pre-trial detention cells. At its core, this is absolutely the same as an IVS, but the latter concept is more correct in use from a legal point of view. As already mentioned above, the transcript of temporary detention facilities is a temporary detention facility. This is the place of detention of persons suspected of committing a crime during pre-trial proceedings. Interestingly, the IVS are not under the control of the FSIN (Federal Penitentiary Service), which manages the colonies and prisons, but is subordinate to the Ministry of Internal Affairs (Ministry of Internal Affairs).

Reception of incoming suspects around the clock. It is carried out by the duty IVS (as a substitute, there may be an operational duty). His responsibilities include checking documents (they provide the basis necessary for the admission of a person), interviews the person who has arrived and compares his answers with the information of the document that became the basis for the detention (procedural document) and with a passport (or other documents authorized on the identity of the suspect). If the applicant has any wounds (or other body injuries), an act must be drawn up confirming this moment. This operation is performed in order to avoid questions to the IVS employee. The decoding of this document allows you to verify that the damage was not done in the IVS. If the detainee has an official opinion from a medical professional showing that he needs treatment, this person will not be accepted into the isolation ward.

It is even possible to take women with children no older than three years old. To do this, you only need a birth certificate (or other documents that can confirm the fact of motherhood), if there are no such documents, placement of a child with his mother in the isolation ward is possible with written confirmation of the children’s affiliation with an employee of the bodies (interrogator, prosecutor, investigator or anyone else, the main thing is that this business is in the production of these people).

Persons admitted to temporary detention facilities may:

  • receive information regarding their own rights and obligations;
  • learn about the regime of detention in the isolator;
  • establish for themselves what disciplinary requirements are established for them;
  • Get information on how to file applications, suggestions or complaints.

Actions taken with suspects entering the detention center and their personal belongings:

  • personal search;
  • fingerprinting;
  • photographing;
  • inspection of personal belongings;
  • sanitization during the initial 24 hours of stay in the isolation ward in the IVS sanitary inspection room (in its absence, in a public bath);
  • immediate sanitation for those who have signs of head lice (lice);
  • disinfection of clothing and other underwear;
  • delivery of bedding only after sanitation.

Suspects in temporary detention facilities are located either in general or in single cells (several and one person, respectively). At the same time, they should separately contain:

  • men and women;
  • adults and under 18 years of age (adults and children regarding the law);
  • accused in one criminal case;
  • suspects and persons in respect of whom a final decision has already been made and the sentence has entered into force;
  • those who may be held accountable under the Criminal Code of the Russian Federation for the first time, and those who have previously been convicted.

The content in the IVS is governed by the Internal Rules of the Insulators. This document is officially approved by order of the Ministry of Internal Affairs and agreed with the Prosecutor General of Russia. TACs are very close to a similar document regulating the content of pre-trial detention centers.

The IVS regime should correspond to some points:

  • respect for the rights of suspects;
  • isolation of the accused to the necessary extent;
  • execution by suspects of their duties;
  • resolving issues necessary from the point of view of the Code of Criminal Procedure of Russia.

Improved conditions of detention should be created for minors.

If there is the slightest suspicion that an applicant has an infectious disease, this person must certainly be placed in a quarantine chamber. The term of this quarantine is determined by the IVS health worker.

Individual essentials

The content in the IVS should be accompanied by hot meals in the amount of three times at the expense of state material resources. As personal items the suspect is provided with:

  • bedding (includes a mattress, blanket and pillow);
  • sleeping place;
  • bedding (consisting of two sheets and pillowcases);
  • towel;
  • safety razors, which are issued only with the consent of the head of the ITT at least twice a week;
  • crockery, necessary cutlery only for eating (including a bowl, spoon and mug).

All these things are issued free of charge for temporary use. Use of razors is monitored by the staff of the facility.

For general use

For use together in the camera, in accordance with the calculation of the number of people in them, the following are issued:

  • toilet paper;
  • dominoes, checkers, backgammon, chess;
  • laundry soap;
  • periodicals (purchased at the expense of and at the option of an IVS);
  • scissors, sewing needles, knives in order to cut food (issued only for a short period, used under the supervision of the staff of the insulator);
  • items and equipment for cleaning;
  • special care items are provided for women with children.

Equipment available in IVS chambers:

  • bunks or beds for everyone;
  • table and benches according to the number of seats;
  • a cabinet designed to store personal items and food;
  • sanitary facility (in compliance with the requirements of the necessary intimacy);
  • tap with tap water;
  • shelf for intimate accessories;
  • drinking water tank;
  • a hanger designed for outerwear;
  • radio speaker for broadcasting some national programs;
  • button for calling the duty officer;
  • litter bin;
  • luminaires for lighting the camera both day and night;
  • ventilation supply or exhaust;
  • children's beds in cells for women with children;
  • pots (primarily for washing clothes, but can also be used for hygiene purposes).

A bathhouse for suspects held in the isolation ward is organized at least once a week. Each accused has the opportunity to wash in the shower for at least fifteen minutes. A weekly linen change is provided after taking a shower. Boiled drinking water is provided daily, and prisoners are also provided with hot water daily at a temperature of no more than +50 degrees if there is no system for supplying tap water of the appropriate temperature in the cell.

At the request of the accused, they may be issued with writing instruments: a ballpoint pen and paper, so that prisoners have the opportunity to write their complaints in writing or write a statement.

Children (all minors) can receive additional textbooks and school stationery: pens, pencils, rulers, erasers, notebooks, and so on (in programs). That is, all the accessories necessary for the normal continuation of training under the programs of general secondary (school) education. Obtaining a certificate of secondary general education is mandatory for every citizen of the Russian Federation. And even being in an IVS (what is it - read above) cannot prevent this obligation. Teachers may even come to a minor prisoner to conduct schoolwork. However, this is possible only if there is a mutual agreement with the local authorities responsible for education, as well as with the consent of the prosecutor or investigator who is investigating the criminal case of the minor.

Even the court should fully understand what IVS is. The content in the IVS is not permanent, but temporary. How does this affect process management?

In this regard, judicial duties are determined. The IVS establishes the following obligations: the court must choose a certain measure of restraint for the suspect, which sounds like “detention”, so that the authorities have a legal opportunity to transfer him from the IVS to the pre-trial detention center (pre-trial detention center). Other preventive measures are possible: bail, recognizance not to leave, house arrest, etc. The time allotted to the court for a decision is 2 days (or 48 hours). After this time, the detainee must either be released (in the best case) or sent to a pre-trial detention center, there is also the possibility of an option in which the time limit for the detention of a suspect by a court decision is increased to 72 hours (but no more). In the latter case, the detainee continues to be in the isolation ward.

The head of the temporary holding facility (sentry) shall release him from the isolation ward, guided by the relevant documents: a judicial decision or a resolution of an inquiry officer, investigator or prosecutor. If the term of detention of the accused has expired, the release shall be carried out according to the relevant decision of the head of this detention center. Foreign citizens and those who do not have citizenship at all, can be released only with the consent of the prosecutor.

An IVS is a place intended for absolutely all those detained on suspicion of something and accused of committing a certain crime. In addition, in order to always be in the know of the status (even in such a difficult life situation as imprisonment), it is worth remembering that in Russia there is such a rule in practice as the presumption of innocence. She determines that prior to a formal and final court decision on conviction, any suspect cannot be a priori considered guilty of an unlawful act (even if he voluntarily gave a confession).

These two facts are perhaps the most important for the average citizen of the Russian Federation, because in this life no one is safe from anything, and even from being detained by the police.
