Protest moods in the Russian Federation are gradually growing. Citizens want to convey their demands to the authorities. But how to do it efficiently and legally? The only way to form a direct contact between the people and the state apparatus is to organize a rally. This is a meeting of citizens on a legal basis. What is a rally?
A rally is a public event coordinated with state authority. The number of persons present at the meeting should not be less than 15 people. The purpose of the rally is to express their attitude to any event, person or group of persons. Most often, rallies are held in protest, a little less - in support of something.
Attracting attention to specific problems or topics is a key task for the assembled people. However, the rally is a legitimate event, and therefore it must be agreed with the authorities. This is necessary to protect the protesters, as well as to ensure order and security.
Organization of the rally
What is a public event? This is a form of assembly in which a large number of citizens are present. It is not so easy to assemble a rally, picket or procession. The event organizer must be capable, that is, an adult. However, a meeting of the rally is allowed to a legal entity.
An application is submitted to the local administration (executive authority). It must contain the names and surnames of at least three people who take responsibility for organizing the event. The initiative group should take care of the availability of sound equipment and an ambulance.
The application also contains data on the meeting itself. You must specify the start and end time of the event. The valid interval is from 7 to 23 hours. In addition, the document spells out the maximum number of rally participants. If the number of people who come exceeds the indicated number, the organizers will be punished with an administrative fine.
A lot of difficulties can arise with the choice of the place where the rally will be held. If the event is a protest, then the authorities will try to "push" the protesters away from the city center. The place is chosen by the organizer, however, the administration has the right to reject the application and offer an alternative site. Often, the government forgets about the alternative. Such a move is considered by lawmakers as automatic consent to an event in a place chosen by the organizer.
Responsibility for organizing illegal activities
What is a rally? It is always a fuss, lots of documentation and endless disputes with local authorities. A rally can become illegal in two cases: either the organizer does not agree to hold a meeting at an alternative venue, and organizes the event at another place, or an error is found in the documents drawn up. Often, the authorities themselves give the rally illegal character. For example, an action may be held without the consent of the authorities, but only if the state has not provided the protesters with an alternative venue.
A rally - how many people are there by law? All organizers ask this question. The law sets a minimum border of 15 people. The maximum number of participants is indicated by the members of the initiative group. For exceeding the specified number, as well as for the illegal organization of the rally, quite serious sanctions are imposed.Individuals included in the initiative group can be fined up to 300 thousand rubles, and legal entities up to 1 million rubles.
The behavior of the protesters
A number of requirements are presented to the protesters themselves. All those present at the event should be aware of what a rally is and how to behave at it. It is forbidden to cover your face, come to the event in a state of alcohol or drug intoxication. You can not use obscene language in your speech, be rude to law enforcement officials or incite conflicts.
All peaceful protesters are encouraged to familiarize themselves with what a rally is. The definitions from FZ-152 "On meetings and rallies" are desirable to study and remember. It is also worth staying away from provocateurs, not arguing with the police and generally behaving decently.
