The state provides cash and in-kind support to the most vulnerable categories of citizens. In the latter case, assistance is provided in the form of access to various forms of social support, which are called NSOs. What kind of payments and what are expressed, we learn from the article.
To whom are provided
This issue is regulated by the Law on State Social Assistance No. 178-FZ. It contains information on citizen support at the federal and regional levels. According to the law, from the federal budget NSO pension is granted to the following categories of citizens:
- Disabled war.
- Children with disabilities.
- Disabled 1,2 and 3 groups.
- Affected by a radiation disaster.
- Veterans of war and military conflicts.

The legislative framework
In accordance with Law No. 178-FZ, regional assistance is provided in the form of cash benefits or in-kind support, for example, as an opportunity to receive medicines, fuel or use public transport for free to travel to a medical institution. Documents for registration
The right to NSOs arises along with the purpose of the payment of EDV (monthly cash payment), for which you need to contact the FIU at the place of temporary or permanent residence. Getting drugs
To exercise this right, a citizen applies to an accredited medical institution. Moreover, in addition to the state or municipal level, the organization can provide private services. You must have the following package of documents with you:
- Passport.
- A document that is the basis for obtaining an NSO (it can be, for example, a veteran certificate or a document confirming the presence of disability).
- Certificate from the Pension Fund about the right to benefit.

Getting vouchers
In this case, you must contact the medical institution at the place of residence. There is issued a certificate with a recommendation on the passage of wellness procedures in a sanatorium or resort. With this certificate you need to contact the Social Insurance Fund and submit the appropriate application. It is considered within 10 days, after which the FSS notifies the applicant of the possibility of treatment. Getting free ride
The beneficiary may use this right if there is a special ticket issued by the Social Insurance Fund. The ticket is valid for one year. It must be presented along with a document that confirms the right to an appropriate benefit.
Renouncement
A disabled person has the right to refuse from an NSO in whole or in part. In this case, he submits the corresponding application to the Pension Fund. Instead of the NSO, veterans of labor and all other privileged categories of citizens are paid a sum of money that compensates for social services in whole or in part, depending on the choice of the beneficiary.
How to refuse from NSO? As in the case of accrual documents, a hand-written application should be submitted before October 1 in order to receive monetary compensation from next year. Such an application can be submitted in various ways:
- By contacting the territorial branch of the FIU at the place of registration in person.
- By contacting the Multifunctional Center.
- Through the electronic portal of public services.
- Through a representative by pre-issued power of attorney.
The citizen does not have the right to refuse to satisfy the application. Therefore, from next year, instead of recruiting social services. each month, the amount of money equivalent to the NSO will be charged to him. At the same time, it is not necessary to submit an appropriate application for the next year, since the benefits will continue to operate automatically.
Cost in 2018
Along with EDV, NSOs for disabled and veterans are subject to annual indexation, which is carried out on April 1, as well as other social benefits.
In 2018, EDV for different categories of beneficiaries was paid in the following amount:
- To participants of the Second World War - 4,005.14 rubles.
- For disabled people of the Second World War - 4,005.14 rubles.
- For disabled people of the 1st group - 2 489.55 rubles, 2 groups - 1 478.09 rubles, 3 groups - 973.97 rubles.
- Children with disabilities - 1 478.09 rubles.
