What is a social package? These are guarantees of the state and the employer. The preferential category of citizens may receive monthly payments instead of benefits. It is also possible to change the decision on how to ensure social guarantees, which allows you to choose the most suitable option at any time.
What is a social package?
When talking about a social package, they mean providing guarantees. The state acts as the guarantor, however, employers can also participate in the working social package, expanding privileges for their subordinates. The state guarantees the state in two directions of the social package: preferential and labor.
A social package is a guarantee, which in one case is provided by the state to privileged categories of citizens, in the other - the employer. In accordance with this social package is divided into groups:
- State.
- Private or labor.
Guarantees for beneficiaries
What is a social package? The state set of social services is a measure of social support defined by the government for federal beneficiaries: war veterans, home front workers, disabled people and other categories of citizens.
The filling of the package was approved by the Federal Law "On State Social Assistance", adopted in 1999. The articles of federal law spell out the categories to which the benefits and points of the set of social services are intended. The implementation of the law is entrusted to the Labor Code of the Russian Federation.
Social package: what is included in it
The state social package provides guarantees to beneficiaries and includes:
- medicines, equipment and medical products for the disabled;
- specialized medical nutrition for disabled children;
- medical trips to sanatoriums for recovery and prevention;
- travel to the place of treatment and back (once a year).
It is possible to monetize the obligatory state social package, that is, to receive the same set of services, but in monetary terms. In 2017, beneficiaries must make a choice before October 1, abandoning the intangible form of providing assistance with a statement to the Pension Fund Office and the IFC departments. Moreover, the beneficiary can choose which of the three components of the package he will monetize, and which will be used precisely as a public service.
Basically, payments are selected in the part that is not claimed. For example, the beneficiary will refuse from the “transport” benefit and will receive accruals, while he will use the medicinal and sanatorium benefits in kind.
Social package at work
What is a social package at work? An employer fills the labor social package. Execution is controlled by an employment contract with an employee or a collective agreement signed by the union and the management of the enterprise.
The employer must provide a full social package, at his own discretion he can introduce competitive and compensation.
The compulsory set of social guarantees for workers is controlled by laws, in particular the Labor Code, as well as the Ministry of Labor and the Social Protection Bodies of the Russian Federation. The full social package items category includes:
- provision of annual paid leave;
- sick leave payment;
- insurance contributions.
The legislation of Russia provides for the liability of the employer for infringement of the rights of the employee and failure to fulfill obligations. May face administrative, civil, material and criminal liability.

Goldman Sachs sends free treatment for orthopedic and gynecological diseases, as well as skin diseases.
Among the advantages of Microsoft are game consoles, a bank, restaurants, dry cleaning and a football field.
Google pleases its employees with the organization of outdoor activities: skiing, hockey and picnics.
A popular Russian employee search agency prepared a ranking of the best Russian companies, where social privileges were among the criteria. The list was headed by Gazprom Neft, VTB24 and the state-owned corporation Rosatom.
The higher the position, the better the social package
HR experts, analyzing the content of competitive and compensatory social packages, noticed that the boundaries of opportunities depend on the position held.
Top management can count on a car with a driver, payment of an additional pension and a ticket for a vacation with the family. Managers of a lower rank can also relax at the expense of the company and get an interest-free loan. Some companies are willing to pay for travel to work.
Sometimes Russian holdings go to expand the capabilities of the social package in order to provide the most comfortable conditions to invited foreign specialists. Foreign employers, as a rule, develop a social package depending on the skill level of employees and their position. Domestic companies, on the other hand, go by the principle of exclusion - individually.
Social package for the disabled
The monthly cash benefit depends on the disability group. The category also affects the filling of the package. What is a social package for people with disabilities, what is included in it and how much should it be in case of refusal? According to a government decree, people with disabilities of the first and second groups are entitled to free social benefits, which are prescribed by prescription. Disabled dressing sets, prostheses and products that make life easier for people with disabilities are not paid.
The medicinal part of the social package can also be reduced to a monetary equivalent, but for cancer patients and people with other serious diseases that require expensive medications, it is better to choose a natural benefit.
If a disabled person of the second group works, then medications will cost him half the cost. Disabled disabled people of the third group are also entitled to the social package.
According to the doctor’s testimony, disabled people can be sent to a sanatorium, the passage to which is also included in the social package. The conditions for relatives who will accompany the disabled person on the trip are defined.
The manufacture of medical prostheses is part of state social guarantees. Instructions have been developed for orders of products, its points govern the appointment of, for example, hearing aids and bandages. Free prostheses for lost arms and legs are made.
People with disabilities can pay only half the amount of the utility bill.
Persons with disabilities of the first and second groups can enter a higher educational institution or college without a competition.
Social package size
Today, a mandatory state social package costs a little more than 1000 rubles. Taking into account indexation, it “became heavier” by 5.5% percent compared to last year. Most of the amount, about 810 rubles, is determined for medicines; for spa treatment and disease prevention - 125 rubles; for preferential trips to the sanatorium - 116 rubles. Payments are assigned monthly.
The size of the social package of a disabled person in monetary terms is determined:
- for the first group - about 3,400 rubles;
- for the second group - 2,400 rubles;
- for the third group - almost 2,000 rubles.
Is it possible to refuse a social package?
A statement on the refusal of the social package, or rather on payment in return for in-kind services, must be written no later than September 30. The document must indicate personal and passport data.
If the beneficiary changes his mind and decides to reconsider the decision, for example, in terms of drug provision, then the previous application is terminated. To return the social package in whole or in part, you will need to write a statement again until October 1, although it will only start working from January next year.
The choice - payment or benefit - can be made via the Internet. To do this, the beneficiary needs to register on the State Services Portal and issue an electronic application through the personal account of the pension fund.
