UEC is a universal electronic card that includes information on its holder in electronic and printed form. How it works?
UEC data exists in two forms:
- In electronic. This refers to information on a chip, which includes an electronic signature and an application for working with the bank.
- In the physical. This is directly the card itself, which shows a unique identification number, name of the holder, pension insurance card number, etc.
UEC (decoding presented above) is valid in all regions of the Russian Federation. But to use some services, for example, to pay for a trip by public transport, will succeed far from all over our country, but only in some areas.
There may also be problems when using the payment system.The fact is that UEC is attached to the PRO100 system, and this system is not yet widespread. Who is responsible?
Special organizations created in each region are responsible for the implementation of UEC. Electronic digital signature
Another indisputably useful feature of UEC is a qualified electronic signature. It serves as an identifier of the person and replaces the handwritten. EDS is an absolute analogue of a handwritten signature, it confirms the authenticity of a document in digital format. At the same time, the paper is protected from illegal editing. When making adjustments, the signature loses its validity, and the document will need to be signed again.
EDS can be obtained in two ways: to record upon receipt of the card, or to visit the UEC service center in your region yourself. To record an electronic digital signature on a universal card, you need to write a special application at the UEC service center. Each service has a special device (card reader), with which you can create a digital signature yourself. For this, a passport and PIN codes issued upon registration of UEC are mandatory.
Obtaining an EDS complete with a universal card is free of charge, while in the absence of a UEC a digital signature will have to be paid. It is best to arrange an EDS immediately upon receipt of a UEC, since it allows you to quickly and easily receive many public services.
How to issue?
To get a card, you do not need to collect a lot of documents. Turning to the service center, you only need to provide a passport and information on non-state funds (if you have the latter). During the process of drawing up a card, a photograph will be taken, which is placed directly on the UEC. Sberbank, for example, was actively engaged in the production of such products.
When all the formalities are met, you will be given a special number for your application, with which you can follow all the stages of processing and the readiness of the card. The envelope with UEC will also contain PIN codes that must be saved for future use of the product.

After receiving the card, you must decide whether you need an electronic digital signature and linking the card to a bank account. Do not forget that the contract for servicing UEC is signed only by large banks. Accordingly, binding the account to the card will not work out everywhere. To open it, you must contact your bank. Card service charges are not applicable. But if you have a bank account tied to UEC, you will have to pay a commission for the services provided on the account. The cost corresponds to the tariffs set directly by the bank.
The universal electronic card must be replaced if the data on the card loses its relevance. For example, the name of the owner or bank was changed, and new applications were connected. Exchange also takes place at UEC service centers. The product is valid for 5 years. After this period, the card must also be replaced.
Advantages and disadvantages
Among the obvious advantages of the UEC, it is worth highlighting the opportunity to avoid long queuing and direct contacts with authorities in the design of public services. The card can significantly save time and reduce the number of bureaucratic delays that everyone faces.

Unfortunately, in addition to the undeniable advantages, the card has no less undeniable disadvantages. For example, it is valid only in our country. That is, when traveling abroad, you will not be able to use the card. Not all stores support the PRO100 system. Therefore, it will not be possible to pay it everywhere, even if the card is tied to a bank account.
UEC system closure
Initially, it was planned to issue cards to all citizens of the Russian Federation, with the exception of those who refused to receive it. But it turned out to be impossible to draw up a card without the personal presence of a citizen, because you need to take a photo and record an electronic digital signature. A personal presence is inevitable during the receipt of the card and PIN codes, as they must be handed directly to the citizen, on whom the card is issued upon presentation of the passport. It is impossible to transmit UEC by proxy or send by mail.
Unfortunately, the poor awareness of citizens about the UEC system, as well as the complexity and need for a personal presence when drawing up and receiving a card, led to the rejection of the project. At the end of December 2016, a law was passed to abolish UEC. Card issuance and issuance ceased on January 1, 2017. Cards issued prior to this period continue to operate until the expiration date.

The UEC is to be replaced by electronic passports as planned by the government, with a further gradual abandonment of paper identification media.
