Many people who are in privileged categories can count on different measures of support from the state. This includes getting discounts when paying for housing and communal services, free transportation in the transport, or even benefits for employment. People who have suffered from the Chernobyl accident can rely on different types of social assistance. If they are officially employed, then they can arrange additional leave. Extra days of rest are provided to Chernobyl victims only if there is evidence that they belong to the preferential category.
Legislative regulation
The basic information about what types of state support people who have suffered from the Chernobyl accident can count on is contained in Federal Law No. 1244-1. On the basis of this normative act, anyone with this status can count on extraordinary leave at any convenient time.
Extra vacation to Chernobyl victims is fully paid. At the same time, it is not required to provide any evidence to the employer that the citizen really needs a rest.
The rules regarding how additional days of vacation are issued to Chernobyl residents are contained in PP No. 136. Additionally, the procedure for calculating and transferring vacation payments is given.
Although there is no information in the TC about how the additional leave is correctly issued by people affected by the Chernobyl accident, the employer cannot refuse to arrange these days of rest.
Who pays for it?
Payment of additional leave to Chernobyl residents is made at the expense of the Social Insurance Fund, but funds are paid by the direct employer. According to the law, the payments and benefits assigned to Chernobyl victims are provided exclusively by the state, therefore they do not have any relation to the salaries of citizens. Therefore, the employer should not independently accrue vacation pay.
Payments are transferred through social security authorities on the basis of the beneficiary's place of residence. Who pays for the extra vacation to Chernobyl victims? Funds are allocated by the federal budget.
Who is provided?
The provision of additional leave to Chernobyl victims is carried out exclusively by citizens who have relevant evidence that they really belong to the preferential category. In fact, there are many citizens who suffered from the accident at the Chernobyl nuclear power plant, so different people are assigned to Chernobyl victims.
Before making an additional vacation to Chernobyl victims, the employer has the right to demand proof that a particular employee is indeed a beneficiary. The benefit in the form of additional vacation days is assigned to the following citizens:
- people who are the liquidators of the consequences of the accident;
- persons who did not participate in the elimination, but at the same time they were within the radius of exposure, therefore they received radiation sickness;
- people who have issued any disability group as a result of infection;
- citizens who have moved to another region from an infected territory;
- children of people who have been under training, who at the time of being in infected places were in the bud;
- people who were in contaminated territories by virtue of a profession, and these include firefighters, doctors or drivers;
- donors for sick people who received diseases as a result of radiation;
- citizens who have suffered various diseases caused by radiation exposure.
Additional leave to Chernobyl residents does not depend on the length of service of a citizen, on his average earnings or the use of basic leave at work. It does not matter what position the person is working in. He must confirm his status with an official certificate issued by the state.
What documents are required?
Chernobyl residents are offered additional leave only if the employee has documents confirming this status. They must be received in advance, and they confirm that the citizen really belongs to those affected by the Chernobyl nuclear power plant.
To receive benefits, the following documentation is prepared:
- Passport of a citizen. If a person lived in infected areas, then his passport must have a corresponding mark. If the document was lost, then in the passport office you can take a certificate stating that he lived in the exclusion zone or even in the infected areas.
- Certificate of the liquidator, which can be replaced by the certificate of the victim of the Chernobyl accident.
- Certificate from a medical institution. It should contain information that various diseases or health problems of a citizen are associated with radiation received after the Chernobyl accident.
- A certificate of a person with a disability, moreover, a specific disability group must be assigned based on exposure to radiation.

Vacation Rules
The calculation of vacation pay is made by employees of the FSS, for which information on the salary of a citizen is taken into account. It contains data on all official transfers to the employee. With its help, the average salary is calculated.
Funds are paid only before immediate leave, for which a citizen must submit to the Social Insurance Fund a certificate of employment that he was issued additional days of leave.
Such days of rest can be issued with a regular vacation or separately. It will not work to divide them into several parts.
Duration
The duration of the additional and fully paid leave for people who are Chernobyl victims is 14 days. It is provided annually.
If the days of rest coincide with illness or temporary disability, then on the basis of the requirements of the Labor Code, vacation days are extended or postponed, and the choice is made by a direct citizen.
Rules for registration
In order to take advantage of the benefits provided by the additional leave, certain actions are taken. Although funds are paid to the FSS, the procedure still begins directly at the citizen’s place of work. To do this, the following actions are carried out:
- initially, the employee compiles a statement addressed to the head of the company, which indicates the need to receive annual paid leave on the basis of belonging to a privileged category;
- other documents are attached to the application, which confirm that the citizen really has the right to additional rest;
- an order is issued by the head;
- HR and accounting officers enter the necessary information about the additional leave of Chernobyl in the report card;
- the necessary mark is placed on the applicant’s personal card;
- a calculation certificate is drawn up, which is then transferred to the FSS for transferring vacation pay to the applicant;
- Further, the citizen must apply to the social security department at the place of residence with a statement on receipt of payment on the basis of the issued vacation;
- you must have a passport with you, an application for receiving money, as well as a certificate of calculation received from the employer.

Proper drafting of a statement
If a person plans to exercise his right, then he must correctly compose a statement. When forming it, the nuances are taken into account:
- It is written in the name of the head of the organization;
- it sets out a request to issue additional days of rest;
- reference is made to Federal Law No. 1244-1;
- information is provided that the applicant has official Chernobyl status;
- the exact date when the citizen wants to relax is indicated;
- at the end is the date of the application and the signature of the citizen.
The employer cannot refuse to grant such leave even if there are good reasons. Documents confirming the legality of the requirements of the employee are attached to the application.
Rules for issuing an order
An order is necessarily issued by the head of the company to issue Chernobyl an extra vacation. When compiling it, the requirements are taken into account:
- it is indicated that an order is issued and leave is provided in the framework of social assistance to beneficiaries;
- provides information about the direct employee, submitted by his F. I. O., the position and specialty;
- a reference is made to Law No. 1244-1, on the basis of which additional leave is granted to citizens with official Chernobyl status;
- type of issued vacation and its duration are prescribed;
- The start date of the rest period is given.

How is the reference calculation calculated?
For vacation payments to be transferred to a citizen, he will have to contact the social protection authorities with a specific package of documents. The reference calculation compiled by employees of the personnel department of the company also applies to them.
This document spells out how much should be paid to a citizen based on his average earnings in the company. For this, the employees of the accounting department are guided by the provisions of Art. 139 TC. In addition, it indicates for which period a vacation is issued. The certificate is signed by the head of the company and the chief accountant.
What other support measures are offered?
People with official Chernobyl status can also count on other support measures from the state. They are as follows:
- if a citizen lives in poor sanitary conditions or in a too small room, then he may receive new housing from the state out of turn;
- compensation for utility services is proposed, and its size is set by regional authorities;
- upon reduction, citizens have certain guarantees;
- Chernobyl is given a land plot for the construction of a private house;
- service in state polyclinics or pharmacies is carried out out of turn;
- if it is necessary to relocate to work, then the citizen is paid a salary, and the work experience is not interrupted even if the relocation takes more than one month;
- citizens' children can be enrolled in schools or kindergartens out of turn;
- Chernobyl residents and their children are offered free trips to sanatoriums and children's camps.
