This is the Unified Tariff and Qualification Guide, which describes the characteristics of all posts, explanations of duties, requirements for the level of knowledge. It is approved by Government Decision of October 21, 2002 No. 787.

In the section "Qualification Characteristics of Positions" (QCD) there is a list of responsibilities for educational staff, it takes into account the levels of competence, the specifics of the organization of labor.
When using this section for special instructions, it is possible to clarify the list of work for a particular educational institution, taking into account the features and properties of the position, as well as the development of additional requirements for the training of employees.
Unified qualification requirements allow increasing labor efficiency taking into account a specific organization. Such an extension adds responsibilities to an employee in a related position. Their implementation does not imply an increase in the qualification level, as well as the passage of special training.
According to paragraph 9 of QCD, persons who perform official duties with a certain quality and in the required volume, but do not have a sufficient level of training and work experience, can be appointed as an exception to the positions they actually occupy (according to the recommendations of the certification committee).
Qualification Components
The unified qualification requirements include a characteristic for each individual position. The following elements are distinguished in it:
- job responsibilities (DO);
- must know (DZ);
- qualification requirements (TC).
Section DO contains a list of the main labor functions partially or fully entrusted to an employee in the position held by him. In the case of combining duties, the principle of interdependence and uniformity of work should be used.
DZ - a section that contains the basic requirements for an employee in terms of knowledge of the legislation, methods that allow him to effectively cope with official duties.
TC - determine the requirements for experience and levels of training.

The head manages the educational institution in accordance with the legislation in force in the Russian Federation. He must know the priority and current trends in the development of the educational system, the legal framework, use the regulatory documents in the institution. A candidate for a managerial position should have a higher education in the areas of “Personnel Management”, “Municipal and State Administration”, “Management”. The required length of service in a managerial position should be at least five years.
The deputy head of the educational organization organizes ongoing work, develops long-term planning, and coordinates the activities of teaching staff. For the effective performance of their duties, the deputy head must know the legislative framework of the Russian Federation, have a higher education in the direction of Management and at least five years of experience in senior positions.
Head master
He leads production and training related to vocational training. He takes an active part in the career guidance of students. The master must know the priority and current directions of the functioning of Russian education, have a legislative base related to educational activities in the institution. This post requires higher education in the field of study and work experience of two years.
Among the duties: education and training of students, taking into account the psychological and pedagogical features and the specifics of the taught subject. The master must form a culture of personality, create conditions for their socialization. As a prerequisite for the appointment to the post of master is advanced secondary or higher specialized education in the direction of "Pedagogy" or in the profile of the subject. These are all requirements for teachers. The unified qualification guide for this position does not include the issue of length of service. It also indicates a list of necessary knowledge, skills and abilities for other specialties related to educational institutions.
The single qualification requirements for working professions are highlighted in the directory. For example, the driver of the car and electric carts must manage them, as well as cranes and platforms, monitor the quality of fastening, loading and unloading, ensure the safety of the cargo during transportation. He is also involved in paperwork for the delivery and reception of goods, carries out ongoing repairs of electric and car trucks.
He must know the device, the permissible carrying capacity, equipment performance, timing and options for charging batteries, especially loading, stacking, securing cargo, draw up documentation, follow safety rules.
