Industrial safety examination: rules of conduct, terms of conclusion

State supervisory authorities require compliance with the legislation on safety during the operation, construction and construction of various facilities in the country. What is ESB?

An industrial safety examination, or EPB, is an assessment based on testing and auditing. It makes it possible to determine the quality of an object and its compliance with the prescribed norm in the legislation of the Russian Federation. Based on the examination, a conclusion is drawn up, which falls into a register specially organized by the state.

Damage assessment

Rostekhnadzor is responsible for drawing up the report. There are separate units in the form of structures and commissions. Their activity is to conduct various kinds of technical expertise on buildings and various facilities. Expertise includes not only buildings, but also complex structures of working complexes of industrial buildings and factories, as well as retail and office premises.

Why is it done?

The basis for conducting industrial safety expertise is to confirm and detect certain deviations from the established norms of operating buildings and premises of various categories. It is the examination that makes it possible to conduct an assessment and identify all the hidden nuances associated with operation and construction. Without this document, permission to commission facilities for use is not possible.

When considering the issue of which organizations have the right to conduct an industrial safety examination, it is worth noting that Rostekhnadzor issues a license giving such a right. For this, there are also a number of requirements prescribed in the internal instructions of the state institution.

Expert activity

An examination carried out on site makes it possible to identify all the necessary nuances at the operational stage to eliminate them. Industrial safety is a set of rules and requirements that all organizations involved in the construction, maintenance and design of buildings in the country must comply with.

Expert assessment makes it possible to understand how much the room complies with the established standards. If the building has certain deviations, the conclusion will contain negative information on it. Without correcting the comments indicated in the document, further operation of the industrial facility will be denied.

Legislative regulation

All actions carried out during the examination of industrial safety must fully comply with legal norms established by law. The main act that governs the examination is FZ-116 "On Industrial Safety." The act was issued and entered into force in 1997.It contains the main provisions that establish all the rules for the examination of industrial safety, as well as technical devices, buildings and structures.

In addition, project documents and declarations will be subject to peer review under the law. The established circle of persons having licenses giving the right to carry out an assessment, examination, must strictly comply with the rules prescribed by law. Rostekhnadzor monitors compliance, which issues licenses that give legal entities the right to engage in evaluation and expert activities.

Objects to be scanned

According to the current acts, various objects, structures, as well as technical devices fall under the industrial safety examination.

The main objects for conducting EPB are the following categories:

  1. Hazardous production facilities.
  2. Buildings and constructions.
  3. Technical structures used in various hazardous enterprises.

Each of the categories of buildings, devices has a certain complex and set of technical means. Before putting such facilities into operation, they are subject to a full expert assessment. This makes it possible to determine how much the building or the entire facility is ready to perform the functions established by the technical documentation.

Basic rules

An examination of the industrial safety of facilities is also subject to the rules established by law, as well as recommendations and instructions from Rostekhnadzor. The list of basic requirements is contained in Law No. 116, as well as in Order No. 538 of 2013. The procedure for conducting the procedure and the grounds for issuing an opinion on the expert assessment conducted are also noted there.

The rules for conducting industrial safety expertise are also indicated in the documents of Rostekhnadzor. For each type of objects and structures, the institution has a number of recommendations and requirements during the audit. The main rule highlights the main provisions for establishing the completeness, reliability and reality of the information provided by the owner, their compliance with established standards, as well as the norms and rules specified in the legislation.

Damage assessment

Assessment of expertise and testing are carried out according to the prescribed rules and orders of Rostekhnadzor and its methods and programs. All of them are agreed in advance with the customer of these services, and during the examination, the competent authority is necessarily represented by a representative from Rostekhnadzor in the commission.

Grounds for the audit

The main basis for conducting an industrial safety examination of buildings is the expiration of the life of the technical device or its construction. In addition to this, inspections are also carried out on the basis of accidents. A commission is formed with representatives of the expert group, which organizes the verification of all information and establishes a further decision on the operation and use of the evaluated object.

Another condition for the inspection is a violation, the absence of a design declaration or documentation that contains information on the operation of a technical tool or building.

An additional basis for the examination is an accident that could have occurred at the production facility. In the case of this action, if there are damage to the supporting beams, walls or main structures, a commission is also convened that assesses and tests all objects with damage.

Stages of EPB

When conducting an examination of the industrial safety of buildings, all actions must be divided into stages. Each action should be carried out only by specialized organizations that have an established license type issued by Rostekhnadzor.

There are 4 stages of examination in total:

  1. Preparing for.
  2. Checking out.
  3. Issuance of opinion.
  4. Entering information into the registry.

Each action is agreed in advance with the customer and the regulatory authority. When contacting a specific organization regarding the assessment, testing of various facilities and their operating conditions, it is necessary to draw up service agreements in advance. Only after this, in accordance with the written administrative regulations, it is possible to carry out the action specified in the legislation for assessing industrial safety.

Preparation for

The first stage of industrial safety expertise of project documentation is the collection and verification of papers. To do this, the contractor requests all the required documents, which need to be further verified and appropriate corrections and additions made if necessary. First of all, the customer in the person of the owner or owner of this object of the inspecting organization must transmit all the design data and technical conclusions.

Additionally, design, engineering, operational, repair documents and declarations are provided. Based on the verification of documents, the experts of the commission can also request passports, certificates with technological regulations, which indicate all the parameters and tests for each of the objects and devices. Further examination is possible only after an initial assessment of all materials received. However, this rule does not apply to those categories of structures, buildings and technical facilities that do not have documentation on the basis of their loss or destruction.

Verification

After all the documents have been received and verified by the contractor with representatives in the expert commission of Rostekhnadzor, the customer will proceed to the second stage of the examination. A full examination of the industrial safety of buildings and structures will be carried out here. The information that was provided by the customer will be examined. Further, indicators will be compared during examination and testing of the necessary parts of the structure or technical facility for compliance with the requirements established by federal norms and rules on industrial safety.

Expert opinion

All work related to the testing of objects, their visual inspection or assessment using special equipment is carried out on site experts and representatives from government agencies. To determine the operability of this facility, an assessment of its functioning is carried out, if it comes to an industrial complex or a petrochemical plant. Additionally, based on the facts revealed, other types of documentation may be requested. This may include the appointment of additional expertise, if the contractor does not have the technical equipment for a full assessment of industrial safety.

Issue of conclusion

Only after the above actions, together with the assessment and verification of all the documentation for the accuracy of the information are completed, the contractor forms the conclusion of the industrial safety review. These documents will contain information about all previous actions. Technical expertise of the facility or its part is also prescribed here. In the event that other grounds are established for finalizing the project documentation, correcting the technical condition of the room and equipment, the expert group will give additional recommendations for eliminating the resulting malfunctions.

Only after all the comments have been corrected, the document is re-executed in the form of an expert group report. A new assessment is being carried out according to the above requirements, which makes it possible to continue the procedure for obtaining an opinion and entering it into the register of Rostekhnadzor. The document is printed in duplicate.Each paper is signed by the head of the expert commission, as well as the contractor, performing work on the assessment of documentation and the technical condition of the premises. Date and stamp on each form are affixed. Both copies of the conclusion are stitched with the number of pages indicated. One copy is handed over to the customer.

Entering information into the registry

The final step in conducting electronic safety measures is to enter information into the registry. For this, the contracting organization draws up a conclusion before sending it to the territorial authority of Rostekhnadzor. In addition to a printed copy of the assessment, as well as an expert opinion, all data is recorded on a digital medium. After the transfer to the Rostekhnadzor department, the employee of the institution accepts the documents and the drive and sends the customer a letter stating that the examination with a positive decision is included in the register and registered.

Production evaluation

The customer does not transfer the design documentation to the Rostekhnadzor department on its own. This action should be performed only by the contractor, which has the right to it on the basis of a license issued earlier from the registration authority. In the event of a refund during inspection, this company must independently correct all the defects according to the specified requirements.

Validation Dates

The timing of the conclusion of the industrial safety expertise of each facility is different. Various companies conducting the assessment offer their options and conditions. Legislation does not establish the exact timing of the audit. This is due to the fact that there are a large number of buildings and structures, complexes and other various complex technical devices and structures. As a result of this, it is impossible to draw up precise rules and regulations for conducting an expert opinion. However, the deadlines for the implementation of these actions are defined by law.

The customer must receive an expert opinion from the contractor and submit a document for inclusion in the register of Rostekhnadzor no later than three months after contacting the company providing such services. However, when issuing industrial safety documents on the basis of putting the facility into operation, the deadlines do not exceed 8 business days. If technical verification or testing of certain structures is required, the examination can take from 2 to 3 weeks. An examination of industrial safety for equipment can be carried out from 1 to 2 months.

Results of

The results of the audit may be several. A positive decision and conclusion indicate that the object that was subject to examination fully complies with industrial safety and the requirements established by law. The examination of the industrial safety declaration should not contain comments and requirements for the correction of this information.

The conclusion may also contain grounds on which the studied object does not fully comply with the specified requirements. There will also be included requirements for minor corrections in the design documentation, declaration and other technical documents. Such a decision also contains a time period during which the customer must correct all of these shortcomings.

Compliance

The last conclusion, which can also be registered in the register, is a complete non-compliance with the established requirements for industrial safety. If as a result of the examination design violations were found and they cannot be eliminated, the contractor indicates that this object on this basis in the future will be impossible and dangerous.
