The death of a close relative is always a real tragedy. But if he was also the breadwinner of the family, then in addition to moral suffering, the family suffers significant material damage. In this difficult situation, the state takes care and supports such citizens by paying certain amounts of money. Their amount depends on various factors. In addition, the amount of pension may vary from year to year. The changes also affected 2018. You can find out what surcharge to the survivor's pension is currently paid, as well as the conditions and terms of provision can be found in this article.
general information
This payment has different sizes. Much depends on the region of residence of the recipient, since the value is set not lower than the subsistence level (in short, PM) applicable there. If the amount turned out to be less, then an additional payment is made to the pension for the loss of the breadwinner. This year the increase is from 4 to 4.5%. However, experts are sure that if the country's economic situation were better, then the growth of the pension would increase by 6% at least.
The widows as well as the children of the military and employees of the Ministry of the Interior can count on the largest amounts. If the breadwinner died due to illness, then the amount of payment will be about 7500 rubles. And if he died as a result of an injury in the service, then the pension will increase and will be equal to about 11,000 rubles.
Relatives applying for payment should collect all the required documents and contact the territorial branch of the FIU. It’s better not to hesitate, as the accrual will begin only from the moment of filing the documents. There are different types of pensions, namely:
- Insurance (until 2015, a retirement pension was in place).
- State.
- Social.
Depending on the status of the breadwinner, one or another type of pension will be accrued to relatives (or spouses). If the breadwinner worked for at least one day for which contributions were made to the FIU, an insurance pension is paid. If he was a military man, an astronaut, or suffered from a man-made or radiation disaster, a state payment is due. A social pension is granted if the breadwinner has never worked or died as a result of unlawful actions by family members. To apply for a pension, an official paper confirming the death of the breadwinner or a corresponding document issued by a court (stating that a person is recognized as missing) must be included in the number of required documents.
To what age are listed
There are restrictions on the age up to which this payment is charged. These include the following:
- The attainment of majority by children, grandchildren, sisters and brothers (or 23 years old when studying at a university or full-time secondary school).
- Lifetime disabled childhood.
- The attainment by the children, grandchildren, sisters and brothers of a breadwinner of 14 years in relation to pensioners who care for them.
- For life, money will be transferred to wives or husbands, parents, grandparents of retirement age with separate exceptions, when payment is accrued only during the first five years.
The amount of survivor benefit
The extent to which the supplement to the survivor's pension has changed its size is most conveniently displayed in the following table.

If its size is 150%, then from the beginning of the year the pension is equal to 7439.78 rubles, and from April, when the supplement was paid to the pension for loss of the breadwinner in the form of indexation, - 7633.21 rubles | From April 1, the amount is 10440.53 rubles. and 7830.78 rubles. respectively |
Insurance pension
This payment is assigned to relatives in case of disability and being dependent on a breadwinner for the following reasons:
- Disabilities.
- Minority (full-time in a university or college up to 23 years).
- Caring for a minor before the age of fourteen.
- Achievements of age for a deserved rest.
It is not necessary to have dependent children under 14 years old to receive the appropriate pension. In the presence of minors, it is not required to confirm the fact of dependency. The remaining relatives are required to provide a certificate stating that they were really financially dependent on the breadwinner (or must prove this fact in court).
The sooner you apply to the Pension Fund, the better. If you meet the deadline of less than 12 months after the death of the breadwinner, then the payment is made not only from the current period. Due to the fact that social protection is actively working, the supplement to the pension for the loss of the breadwinner is transferred for all the previous time. And if the period is more time, then the benefit will be paid only for the previous 12 months.
The pension will end as soon as the recipient becomes able to work. With regard to retirees by age, as well as disabled people for a lifetime, payments will be unlimited.
A relative who has committed a crime due to which the breadwinner subsequently passed away is not paid an insurance pension. Instead, social payout is allocated.
Making payments can be made directly to the FIU, as well as to the MFC or on the website of the FIU after registering with the State Services resource. In addition to the application, the following documents will be required:
- Proof of identity.
- SNILS.
- Confirming the death of a breadwinner.
- About the relationship with the breadwinner.
- About his experience.
- Confirming other circumstances in connection with which a pension should be accrued.
The additional payment to the pension for the loss of the breadwinner will be the greater, the more his seniority. The calculation formula looks like this: SP (SEC) = IPC * SEC, in which
- SPK - the cost of the coefficient (or pension point) when assigning the payment;
- SP (SPK) - insurance pension.
If, during the establishment of a pension, the minor has no parents left, then the IPC of the father and mother add up. And if a single mother raised her children, then her IPC increases by 2 times.
If the breadwinner has already been paid a pension, then relatives can use a different formula: SP (SPK) = IPK / KN * SPK, where
- KN - the number of family members who are disabled on the date the pension is awarded;
- SPK - the cost of the coefficient (pension point).
Regardless of how many points were earned and how long work was, a fixed amount of payment is added to the amount that was received. As a result of indexation, an additional payment is made to the survivor's insurance pension annually. Its value directly depends on inflation last year.
Social payment
Such a pension is granted to children who live in Russia on an ongoing basis in the following cases:
- The breadwinner did not work a single day.
- The breadwinner died as a result of an unlawful act committed by a child.
Payout is transferred:
- Minor disabled children.
- Up to twenty-three years of full-time study at a university or university;
- After the death of a mother, one raising a child.
Social pension is transferred from the 1st day of the month in which the corresponding application is submitted, but not earlier than the day of the death of the breadwinner. The payment can be made both by personal appeal to the territorial department of the PFR at the place of registration, and by sending the necessary documents by mail, as well as by submitting an application on the PFR website (for this you will first need to register on the Gosuslugi virtual resource) or by contacting the IFC. Together with the statement, the following papers should be prepared:
- Identity card of the child in whose name the pension will be transferred.
- A document confirming the death of a breadwinner.
- Papers informing other circumstances of the right to retirement.
Military survivor payout
This is a state pension. It is assigned to families:
- Conscription servicemen (soldiers, sailors, foremen and sergeants).
- Whose breadwinner suffered due to a catastrophe of a man-made or radiation nature.
- Cosmonauts.
Payouts are different. They are listed as dependents of the breadwinner who died under the following conditions:
- If death has occurred while serving.
- After the dismissal, no more than three months passed.
- In any period, if a wound, injury, contusion, or other illness occurred in the service.
The state payment is assigned to disabled citizens who are relatives of the breadwinner.
A child, grandson, sister or brother are considered to be such until they reach adulthood or 23 years old (if they are studying in a university or college full-time) or throughout their lives if they are given the status of a disabled child.
This payment is assigned to the parents of the military if they have reached the age of retirement or are disabled, and the breadwinner’s death has occurred in the service or after it, but because of the injury received in the service or after the service within 3 months, even if the death is not associated with military injury.
Spouses are considered disabled if they have reached retirement age or are disabled. However, if widows who have reached retirement age are remarried, then for them the pension is terminated.
Grandparents are granted a pension if they have reached the age of retirement or are disabled. But if they still have other able-bodied children, obliged to support them, then payment is not charged.
Also, a pension is assigned to these categories of citizens - adults, caring for children left without a breadwinner, until they reach fourteen years of age.
If death occurred due to a crime, then only a social pension can be assigned and only to the offspring of a military serviceman.
The social supplement to the pension for the loss of the breadwinner who died due to a military injury is 100%. Thus, a total of 200% of the social pension is obtained.
If death occurred due to illness during the period of military service, then the social supplement to the pension for the loss of the breadwinner will be 50%, which means that the full amount will be equal to 150%.
If the family lives in the Far North or the nearest equivalent territories, then the payment increases by the district coefficient.
Supplement to the survivor's pension is paid annually as a result of indexation on April 1. The size of indexation is increased on the basis of inflation over the past year and is set relative to the cost of living.
Pension to employees of the Ministry of Internal Affairs
There is a separate Resolution of the Ministry of Internal Affairs. Loss of breadwinner pension: supplement, amount, terms of appointment and payment deadlines are carried out (in addition to federal law) on the basis of this regulatory act. Payment is accrued if the deceased breadwinner served:
- In ATS.
- By call.
- In fire service.
- In government agencies that control the turnover of narcotic and psychotropic drugs.
- In the organs of the penal correction system.
- In the national guard.
This takes into account circumstances such as death from service during the period of service, not later than three months from the date of dismissal, at any time if death has occurred due to injury, contusion or other illness received in the service, upon receipt of a pension or not later than 5 years from the date of termination of payments.
Pension is granted to children, grandchildren, sisters and brothers of the deceased breadwinner until adulthood, 23 years old (when studying full-time at the university), if there is a disability that was received in childhood. In addition to the breadwinner’s children, a prerequisite for the appointment of a pension payment is the absence of parents with disabilities.
Grandparents who have reached retirement age or who are disabled, this payment, in turn, will be assigned if they do not have able-bodied children who are required to provide them. In addition, adult relatives who are not working and caring for a child, grandson, sister or brother of a breadwinner are also entitled to a pension if the minor is under 14 years old.
If the child is not 8 years old after the death of the breadwinner, then the spouse will be assigned a pension regardless of the ability to work, availability of work and age. In addition, the adoption of a child is not a reason for stopping the payment of a pension and a supplement to a survivor's pension.
Feedback from recipients suggests that you can easily calculate the amount of benefits yourself. Its size directly depends on the monetary allowance of the breadwinner. For the calculation, the following formula is used: DD = (DO + NEO + NVL) * DD in%, where:
- DD - monetary allowance;
- DO - salary;
- OSZ - salary for special ranks;
- DD in% - the amount of monetary allowance in percent, established at the legislative level.
Student payout
If a student under the age of 23 is a child, grandson, sister, or brother of the deceased and is studying full-time at a university or collegiate institution, he is also entitled to the appropriate survivor pension. Federal co-payment also requires a lack of formal employment. As soon as he gets a job, the pension will end.
Payment if the recipient gets married
Children, grandchildren, sisters or brothers who are entitled to a social pension are free to enter into marriage. For them, the pension will continue to be paid. Spouses of a deceased breadwinner can also marry or get married without fear of being left without a pension. However, if they are the widows of the military, serving on draft and who died from military trauma, then along with the new marriage, the pension will end.
Divorced Parent Payout
Regardless of whether the parents were in an officially registered relationship or not, the children of the deceased breadwinners are entitled to a pension. The legislator in this case proceeds from the fact that parents should take care of their children. It does not matter if they are married or not.
The amount of pension in the regions
It is wrong to assume that the payment always has a size greater than the subsistence level established at the level of the subject of the Federation. Basically, pensions are really more than regional PM. But some categories of citizens are assigned a pension, the size of which is almost 2 times lower than the PM in the region.
The law establishes that if the payment is less than the PM, then the local authorities should appoint a regional supplement to the survivor's pension.
The cost of living in the regions is set by local authorities on their own. This is also the case with surcharges. Therefore, the authorities should make a regional supplement to the survivor's pension to the level of the PM. But local law may establish a larger payout.
Payout in the capital
Moscow is one of the most prosperous regions in Russia in terms of the care of local authorities about the needs of the population living in the city. So, Moscow surcharges to the survivor's pension (as well as other types of pensions) from 2013 are carried out to the amount of 17,500 rubles. True, for this, a pensioner needs to have a permanent registration in the city, the duration of which should be at least ten years. If it is registered in the capital for a shorter period, then the city surcharge for the survivor's pension will be only the amount up to the size of the PM established in the region, which in 2018 is 8703 rubles. Payments are indexed in the same period as at the federal level. Therefore, the surcharge of Moscow to the survivor's pension is allocated at the same time.
Conclusion
Thus, in relation to persons dependent on a single breadwinner, the state provides support in the form of a transfer of individual cash payments. Each year, the amount is subject to indexation, and in some cases also paid extra by regional authorities. You can find out what kind of surcharge for a survivor's pension in a specific period can be found in the territorial department of the FIU at the recipient's official place of residence.
