How will the electronic sick leave work?

In case of illness, it is customary to go to the clinic, where the patient is issued a sick leave. This paper must be provided to the employer as confirmation that the time of absence was paid. From July 1, 2017, electronic sick leave certificates began to be used. But not everyone knows how to use them.

General information

Licensed medical institutions (for example, polyclinics) provide working citizens with sick leave certificates. For the right to receive maternity leave, such papers are also issued when caring for sick family members. They are called sick leave.

According to the rules, the employee must provide the employer with this document on the date of entry to the workplace. This confirms a legal absence from work. Sick lists are considered primary records. They are stored for at least 5 years. This deadline is approved by paragraph 1 of Article 29 of the Federal Law No. 402.

The law on electronic sick leave provides for the possibility of processing these documents by medical organizations. From July 1, 2017, both formats are valid. The doctor of the medical institution may provide the document in print or electronic form, as agreed with the patient.

Information from the electronic sick leave certificate is entered in a special database of the FSS of Russia. Employers also have access to it. This system is characterized by some features of use.

To work with the organization's electronic sick leave, you need to register “My Account” on cabinets.fss.ru. In it, you can receive a notification about the receipt of the document and electronically fill out the corresponding section.

But employers may not open a “Personal Account” and not use an electronic system. In this situation, employees of such an organization should receive only paper documents. Electronic sick leave is not available for them, as FSS employers will not be able to find a policyholder in a single database.

If the clinic and the employer exchange electronic data, the employee can decide for himself which document to take - paper or electronic. In the second case, the sheet should include the TIN, SNILS, name of the employer, information on the average income for calculating benefits, and signatures of doctors. If it is issued for more than 15 days, then the signatures of the chairman of the medical commission and the head doctor are required.

Benefits

Institutions and individual entrepreneurs may not be connected to the electronic system. There are no fines for this. But sick leave in electronic form is very convenient. It is easy to fill out, and you do not need to monitor the ink color, letter size, print location. The FSS will not worry that the employee has provided the employer with a fake sheet.

Such documents are introduced as a result of a pilot project. In 2015-2016, electronic forms began to be provided in some regions of the country. Together with them, doctors also created paper reports. During this period, 150 institutions participated in the experiment, and 0.5 million people were given leaflets. As a result, the project became successful.

Minuses

Electronic sick leave also have disadvantages:

1. Doctors need to learn new computer programs. It is difficult for elderly people, which leads to design errors.
2. Malfunctions in the operation of the equipment are not excluded. Moreover, the human factor affects the action of electronics.
3. Reorganization of some structures and departments is necessary. This is expensive and time consuming.
