Award history

The Parental Glory Order is a state award established by presidential decree Dmitry Medvedev of May 13, 2008. The insignia replaced the previous Medal of Maternal Glory. The government considered it reasonable to encourage not only mothers, but also fathers.

In September 2010, a decree of the President of the Russian Federation on the issue of medals of the Order “Parental Glory” was developed and approved. In May 2011, the insignia was first issued to 3 Russian families. In December of the same year, a decree of the President of the Russian Federation was issued on the receipt by cavaliers of a miniature copy along with a large order. It is supposed to be worn daily.

Award Description

The order “Parental Glory” is issued to both mother and father of children, therefore there is a female and male version of the medal. Awarded parents receive three insignia: a full-sized order, a medal in male or female performance for special occasions, and a small copy for daily wear.

The full-sized order is made of silver, gilding is applied at the edges. Visually, the award looks like a cross with the same edges, covered with blue enamel. In the center of the cross is the image of the State Emblem of Russia, the space around it is covered with red enamel. The cross rests on a green laurel wreath, the distance between its ends is 70 mm. The award is located in a case, it is accompanied by a metal gilded plate in the form of a ribbon on which the words "Parental Glory" are engraved. On the back of the order is always the number of the insignia.

The medal for wearing in solemn occasions looks the same as the full-size version, but its space between the sides of the cross is 40 mm. The female order differs from the male one in the way of fastening and ribbon. The medal for the stronger sex has an eyelet and a ring that is attached to the pentagonal bar. For women, a wide eye is fixed to the ring on the order, through which a wide ribbon tied with a bow passes. In both cases, the tape is silk, has a width of 24 mm. The color is white with two blue stripes. This insignia is worn on the bar that comes with the kit.

A miniature copy visually looks the same as the first two options, it differs in male and female. The diameter of the award is 16 mm, the distance between the faces of the cross is 15.4 mm. Mounted on a special bar 8 mm high.

All variants of the “Parental Glory” order are awarded to the awarded families in full, along with them a certificate is provided. If the order is paired, then everything is doubled.

Conditions for obtaining

Earlier, to receive this award it was required to have at least 4 children, but since there are many such families in Russia, in 2010 the conditions changed. Who is being given the Order of Parental Glory now? These are families with 7 or more children, and it does not matter whether they are their own or foster. But even such large families, not everyone can receive the order. There are many nuances.

• The presence of 7 or more children. By decree of the President of the Russian Federation, only live offspring are taken into account.Exceptions are sons and daughters who died or went missing in the service, during hostilities or in the exercise of their civic duty. Also included are children who die due to work-related injury or occupational disease.
• The youngest of the children must be at least 3 years old.
• If the family is complete, parents are required to be officially married.
• The cell of society should set an example of a socially responsible family: lead a healthy lifestyle, support physical education, raise children morally and morally. Such a characteristic should be for a period of at least 5 years.

• An application will not be considered if at least one family member has recorded civil, administrative and criminal offenses.

A family who wants to receive the “Parental Glory” order must contact the social protection authorities at the place of registration. The staff will accept the application and issue a list of required documents.

Documents to consider

There is no clear list of documents that are required to apply for an award, since each social security office may vary in data. In any case, before you receive the Order of Parental Glory, you will need to provide standard documents.

1. Passports of all family members over the age of 14.
2. Documents on the birth of all children or on their adoption.
3. Certificate of marriage.
4. If the parent is single, then he must provide documents confirming this fact. For example, a court decision on the deprivation of the parental rights of one of the former spouses.
5. Death certificates of children, if this happened due to one of the above reasons.

Additionally, employees of the social protection department can request parents' work books, characteristics from their place of work, characteristics for children studying at school and in higher educational institutions, characteristics from the place of residence. Material incentive

In addition to the order itself, the awarded family will also receive one-time monetary support in the amount of 100 thousand rubles. This size has been fixed since the beginning of 2013. Previously, the premium was 50 thousand rubles. No more privileges for a mother with the Order of Parental Glory are granted by presidential decree.

But each region can establish additional payments to awarded parents, most often this is an increase in pension. This is at the discretion of local authorities and internal regulations. For example, the authorities of the city of St. Petersburg established a benefit in the amount of 2862 rubles for the order “Parental Glory” in 2017. An additional monthly allowance could be received only by one of the parents.

What does the reward give, besides a lump sum payment

Parents who have received the Order of Parental Glory are by default large. So they can use all their privileges. This is a 30% discount on housing and communal services, medications from the state from the list of vitally necessary - are provided to children under 6 years old, reduced fare for schoolchildren on public urban modes of transport. Children in such families are given vouchers for kindergarten in the first place.

For large families with a vehicle and the “Parental Glory” order, benefits are provided for paying taxes for it. This can be either full or partial exemption from payments. To receive a subsidy, you must apply directly to the city tax office.But this program is not available in all regions.

Very often, large families are also poor, in which case they are entitled to subsidies for housing and communal services, payment of meals at school and kindergarten, and a monthly allowance from social protection agencies.

If the mother of the children has worked out the minimum length of service and has accumulated the required number of points, then she can apply for an early retirement. If there are 7 children, she has the right to go on a well-deserved rest in 50 years instead of 60. Order of receipt

1. The family applying for the award should contact the local social protection authorities with a statement and a preliminary set of documents.

How many people have already received the award

In 2019, only 385 families became holders of the “Parental Glory” order, of which 17 families are single-parent, that is, single parents.

Since 2013, the amount of cash payment has increased, but the number of people awarded has decreased. If earlier it was 50-60 families, then since 2013 their number has decreased to 20-30.
