What are the benefits for a disabled pregnant woman?

The most important goal in the domestic policy of the Russian Federation is the development and maintenance of large families, the provision of decent childhood, motherhood and fatherhood. That is why many concepts and programs have been developed that create favorable conditions for pregnant women and young mothers. Let us analyze one of the directions of the state’s work - material support for expectant mothers, namely, payments to unemployed pregnant women. Every year, some points change, so the changes for 2018 will be taken into account.

Maternity benefits for unemployed women

To begin with, we will analyze what a non-working woman means and in what cases she is considered as follows:

  1. This is a woman who received official unemployed status by reduction during the liquidation of the enterprise where she worked. In this case, it is necessary to register with the employment service after dismissal.
  2. Working under a contract in the military, customs or other form of public service, which provide for a contractual basis.
  3. A student studying full-time in any educational program, including graduate school.

These categories of non-working pregnant women are guaranteed by the state, maternity leave is paid in full.

Duration of maternity leave

Earlier we specified the categories of women who are unemployed, now we indicate the period of maternity leave:

  • As a general rule, without various deviations and special circumstances, the duration of the decree is 140 days: it is 70 days before delivery and the same after.
  • If the birth process was complicated, the postpartum paid period increases to 86 days, and the prenatal period remains the same.
  • Cases of multiple pregnancy also do not go unnoticed, if a woman gave birth to two or more children at the same time, then she is supposed to pay 84 days before delivery, and 110 after the birth.

The beginning of maternity leave is determined by the date of signing the sick leave, which is the basis for payment to a pregnant unemployed woman. If the child is one, then the sheet is issued at the 30th week of the term, and if two or more, then at the 28th week.

Premature and, on the contrary, later than the established delivery date are not grounds for changing the duration of maternity leave. If there are any complications, then the extension of the decree is formalized by signing a new disability certificate.

Who can't get benefits?

The law establishes several cases in which non-working pregnant women are not entitled to payments. Consider each of them:

  • Housewives are women who have not worked throughout their lives, have not served, or have done so informally, without contributions to the insurance fund.
  • Students studying in any educational program in absentia and not having an official place of work.
  • They are also those women who quit on their own.

Documents required to receive benefits

The state takes care of the expectant mother, regardless of whether she works or not, but payments to unemployed pregnant women have some design features.

Maternity leave is paid for the entire period - it is 140, 156 or 194 days, depending on the characteristics of the course of pregnancy and childbirth.

In the law "On state benefits to citizens with children," article 8 establishes that the amount of benefits to unemployed women is 300 rubles per month. This amount was relevant for 2009, since then payments have been indexed annually. For example, in 2017, the amount of the benefit was 613 rubles.In Government Decision No. 74, which was published on January 26, 2018, an indexation coefficient is set, it is 1.025. We multiply it with the amount of benefits in 2017 and get the amount of payments to non-working pregnant women in 2018 - 628.47 rubles per month.

To receive a maternity allowance, a pregnant woman needs the following documents:

  • First of all, it is necessary to present a sick leave, which in the prescribed manner is issued in the antenatal clinic with all signatures and seals.
  • A copy of the work book or an extract from it, which reflects the record of the last place of work of the woman, as well as the fact of dismissal in connection with the liquidation of the enterprise.
  • Expectant mother must be registered in the employment center. Therefore, a certificate from this structure is also a mandatory document when making maternity leave.
  • If a woman worked as a notary or lawyer, then from the tax one needs to take documents on the registration of the fact of termination of her activities.

These documents are required to receive payment for pregnant non-working women in 2018 in connection with maternity leave.

Having defined the package of documents, we will proceed to the procedure for processing the allowance.

In the event that a woman was dismissed from the enterprise, she needs to contact the social welfare department with the documents described above. Within 10 days from the date of registration of the application, a payment will be assigned. Funds are transferred to the bank account indicated by the woman in the application until the 26th day of the month following the one in which the pregnant woman applied. Postal transfer of funds is also possible.

Recognition of a woman unemployed should occur in the manner described in the law, in a period not exceeding 12 months from the date of dismissal. Only in this case, the expectant mother will receive the right to benefits.

The procedure for registration by military personnel

Women military personnel receive monthly payments. In accounting, you must provide all the documents listed above. Additionally, a certificate of residence is required, which confirms that the woman does not receive social security benefits.

In this case, money is accrued within 10 days from the moment of official leave on vacation. A woman, if desired, can remain at the place of work and continue to serve. In this case, she receives a salary without maternity, they are not cumulative.

Also, at the level of individual departments, regulations may provide for additional types and sizes of stimulation and support for motherhood. It is only necessary to familiarize yourself with internal documents in which this is expressly and clearly indicated.

Students are also entitled to payments as pregnant unemployed. It does not matter what the basis of training is - a contract or budget, and the status of the institution (higher, secondary vocational) does not matter. It is necessary to contact the accounting department with documents. Funds will be transferred as a scholarship within 10 days from the date of registration of the application.

In this case, the source of payments will be budget funds, which are transferred to the accounts of the educational institution. In addition to monthly scholarships, some educational institutions pay one-time financial assistance to pregnant students. You need to contact the scholarship department to clarify the information.

Early registration allowance

What other payments are laid out for a disabled pregnant? The law establishes a lump-sum allowance for a woman who is registered in the antenatal clinic at an early stage of pregnancy. Such a payment is guaranteed by federal law, its size is also equal to 628.47 rubles, as maternity payments. The difference is that such a payment is made once, together with the first maternity payment.

This type of benefit is guaranteed to the same categories of women as the previous one; there is nothing fundamentally new or special here. Among the documents required for assigning benefits, there are only two - a statement that can be written on the spot, and a certificate from the antenatal clinic.

When registering a doctor, the doctor fixes the approximate gestational age, if it is less than 12 obstetric weeks, then the woman is entitled to an additional payment. When applying for a sick leave certificate, a certificate of early registration is issued, which must be attached to the application. To make it convenient, it is better to submit documents to accounting or social security together.

The main feature - the allowance is paid simultaneously with maternity money. It is appointed up to 10 days from the date of registration of the application. In the same way as the previous type of allowance, this must be paid before the 26th.

The allowance is always paid in a fixed amount - there are no additional circumstances affecting the resizing. Every year, the amount increases slightly as a result of indexation. The size indicated above is for 2018, it is valid from February 1. This type of payment is not subject to taxation, when calculating personal income tax is not included in the tax base. Other payments

The law provides for other types of material support for a pregnant woman, depending on the category of the population. Recall that we are telling you about the payments due to a pregnant woman in connection with maternity leave and receipt of sick leave, and there are also benefits in connection with the birth of a child and caring for him. This is another category. So, what benefits will the non-working pregnant receive, in addition to the above?

  • For a woman whose husband is a conscript soldier, the law gives the right to receive benefits in the amount of 25,892.46 rubles. In this case, the gestation period should not be less than 180 days. Payment is made once, it is not monthly.
  • Prior to maternity leave, a woman may receive unemployment benefits from the moment she registers with the employment center.
  • In the event that the enterprise where the woman worked went bankrupt and was not liquidated, the woman is entitled to 100% of the average salary, which is considered over the past two years. If this is not possible, the minimum wage is taken into account. Payment for 2018 is 34 521, 20 rubles for ordinary birth and maternity leave of 140 days.

Each region, republic or other subject of our state can establish its additional measures, thanks to which material support will be provided to pregnant women. For example, in Moscow, if the expectant mother is registered for up to 20 weeks and has a residence permit in the city, she receives one-time assistance. She relies whether the woman works or not.
