Riding without license plates is a rather gross violation of traffic rules, which entails administrative responsibility. Sometimes drivers are even deprived of their rights, and a fine is imposed for driving without numbers.
For all motor vehicles, a registration number plate is required (except for trams, trolleybuses, mopeds). Clause 2 of the SDA states that bringing a driver to administrative responsibility and imposing a fine is possible with:

There is an interesting story with Steve Jobs, who managed to ride without a license plate on his car all the time. In accordance with US law, he made a deal to sell and buy his own car. Such a deal gave him the right to drive a car for a certain time without license plates. When the deadline came to an end, he again sold and immediately bought his car, which again gave the right to drive without license plates.
