Under the new rules, owners of small vessels can now register anywhere, not just where it is physically located. Next, we will tell about the registration of this type of transport.

The concept

A small vessel is an object, the length of which cannot exceed twenty meters, and the total number of people on it should not be more than twelve. We learn about which varieties of floating equipment should not be registered.

What types of floating objects are not subject to registration?

The following types of small vessels should not go through this procedure:

Registration and list of documents required for this procedure

For objects that are subject to registration, the following extended list of securities must be collected:

  • The presence of a certificate of ownership of the small vessel in question, a contract of sale if the vessel has not yet been registered with the new owner.
  • Permission to sail a vessel flying the state Russian flag.
  • The presence of confirmation of the suitability of the facility for launching with information about its class.
  • Classification certificate.
  • A furnished list of crew members (we are talking about the ship's role). It is worth noting that this paper is drawn up by the captain of the vessel.
  • The presence of the magazine (watch document).
  • The presence of a machine magazine for ships with a mechanical engine, which is operated by the crew without actually combining posts.
  • The presence of a ship's sanitary certificate.
  • A properly designed single ship inspection book.
  • Documentary evidence on the prevention of pollution from the vessel with oil, garbage and sewage.
  • Permission to have a radio station.
  • The presence of a certificate or certificate of minimum crew.

Registration cost

According to the law, the state registration fee is:

  • For sea vessels - six thousand rubles.
  • Inland swimming facilities - two thousand rubles.
  • For mixed navigation vessels (river and sea) - three thousand rubles.
  • For sailing sports, pleasure and small-sized objects - one thousand rubles.

For the fact of issuing a certificate of ownership, as well as for state registration of restrictions on the rights to sailing sports equipment, pleasure and small boats in Russia, the fee is five hundred rubles.

Floating Management Certificate

To control floating equipment weighing up to two hundred kilograms inclusive and having an engine power (if installed) of up to eight kilowatts, as well as sports sailing units with a length not exceeding nine meters, certification according to the rules is not required.

The State Inspectorate has the right to issue a certificate exclusively to non-commercial vessels. Those who decide to earn money through water transport need to get rights, and this is currently being done not at the Ministry of Emergencies, but directly at the Ministry of Transport of the Russian Federation.

Those citizens who already have a certificate for the right to operate small vessels do not need to pass certification. Rights of the old type are considered valid for ten years from the date of receipt. And as part of replacing the crust for any reason, you will not need to take exams again. The procedure for obtaining a certificate for managing a small vessel

The current legislation of the Russian Federation provides for a certain principle in the framework of registration of rights to such vehicles. Requirements for candidates are usually as follows:

  • Applicant must be at least eighteen years old to receive the appropriate crust.

The examination test of applicants in the framework of obtaining the right to manage is carried out by certification committees located in the department of the regional inspection for small vessels. The composition of such a group should include at least three people who have secondary specialized or higher education, and also have the status of certified employees.

Do I need to undergo a technical examination of non-registration craft?

This was clearly stated in the current explanations of the State Inspectorate for Small Vessels (GIMS). No, this is not required. It should only be borne in mind that if a person on a boat with a mass of less than two hundred kilograms has an engine more powerful than eight kilowatts, then such a floating vessel must pass registration of small vessels in the GIMS and, accordingly, a technical inspection of the object must be carried out .

In addition, under the new rules, another category of registered vessels is exempted from surveys. We are talking about rowing objects belonging to individuals that are used directly in inland waters. In other words, if a person has, for example, a rowing wooden boat weighing more than two hundred kilograms, then it will be necessary to register it, but it is not necessary to carry one for an annual inspection.

Indeed, the new legislation requires that this category be included in the documentation on board a small registered ship. True, in the explanations of the GIMS there is a special paragraph on this subject, which states that in the framework of the supervision of small objects, the ship's role in the documentation may not be required until further notice. The State Inspectorate, which controls small vessels, is the body performing the state function related to supervision of water bodies. This structure has its own tasks.

Registration denial

According to the new rules, the implementation of this procedure may be refused in the following cases:

  • The presence on the ship of any signs of change along with the destruction of the markings that were applied by the builder of the floating facility.
  • The person does not appear directly to the registration authorities on dates exceeding thirty calendar days from the appointed date.

State duty for registration and for passing the procedure of technical examination

Payment to the state for the registration of a small floating craft is one thousand rubles. As for the technical survey, the GIMS clarification states that during this procedure, the transfer of the fee for issuing a certificate confirming the suitability of the facility for swimming is not carried out.
