Banking activity

In 1991, Lebedev became president of the MENATEP Bank, through which payments were made by several government agencies, including the Ministry of Finance. The company carried out a lot of ingenious operations with offshore companies, with the issue of shares and with treasury tax exemption. This allowed for several years to create a huge capital, which the bank with Lebedev’s participation invested in shares of commodity companies. Participation in mortgage auctions allowed the bank to concentrate in its hands a controlling stake in the oil company Yukos. By the end of 1996, the bank already owned 90% of the shares of this enterprise. By 1998, after a default, MENATEP Bank had frozen huge amounts of legal entities and individuals.
