Public Funds: List, Features

Creating various public organizations due to the fact that the state cannot provide all those in need of support. Non-governmental organizations and foundations are called upon to help the state convey social problems to people, collect voluntary contributions and distribute it among those in need. Public funds pursue various goals, from helping the sick to supporting education and various projects. Some associations set as their goal the usual communication within social groups, the property funds of such organizations are usually supported by the founders and sponsors or internal contributions and go to the organization of events.

Public foundations belong to non-profit organizations regulated by the Civil Code and the federal law dated 12.01.1996 No. 7-ФЗ “On non-profit organizations”. The law does not prohibit trade or the provision of services, but clearly delineates activities aimed at maximizing profits and increasing capital for charitable purposes. Funds can open specialized stores, workshops, as well as make deposits with banks for deposits and otherwise manage the household to make profits used for charity. Many private and public foundations abroad have been practicing this practice for quite some time. In England there are foundations with more than a century of history, and the laws governing such associations were written more than 4 centuries ago. State-public funds - this is the result of the interaction of state bodies and public associations in the field or in a certain field of activity. A feature of such funds is the use of not only allocated budget funds but also other sources of funding from the initiator.The federal public-state fund for the protection of the rights of depositors and shareholders is one of the vivid examples of such interaction. Created as a result of a great public outcry after the closure of several banks during the crisis by a special presidential decree in 1995, the fund serves as a guarantor of preserving deposits, in whole or in part, in the event of the closure of banking structures operating contrary to the laws of the Russian Federation.

Religious organizations

Various organizations based on religious communities help to arrange the social side of the life of believers:

  • The Fund for the Support of Islamic Culture, Science and Education operates centrally on the basis of a large number of mosques and houses of prayers, it accumulates funds for the implementation of a wide variety of programs to assist Muslim organizations of Russia related to traditional Islam.
  • Orthodox institutions have also long been engaged in charity work, often acting independently within a limited territorial framework. One of the most effective in Russia is the Orthodox Relief Service “Mercy”, which has united under its wing many projects to help children, the homeless and the sick, including psychologically. Their joint action “Folk Lunch”, together with the Rus food fund, is widely known when volunteers from Mercy pack up the products collected by Rus and distribute them to those in need in churches and church parishes. Among the interests of charitable organizations are not only the life and health of low-income people, but also support for cultural communities and scientific projects:

  • The Valery Gergiev Foundation, director of the Mariinsky Theater, aims to help talented young artists and groups, and also implements projects and tours of one of the most famous Moscow theaters.

  • The Russian Foundation for Basic Research is ready to help young scientists with relevant projects. This organization was created by Decree of the President of the Russian Federation back in 1992 and now exists as a federal institution. Interestingly, being a fully state body financed from the federal budget of the country, the RFBR accepts donations from individuals and organizations in order to use them in accordance with the charter of the fund. The second distinguishing feature of the Russian Federal Property Fund is the formation of a council and expert commissions from among current scientists with proven degrees and recognized specialists in their field.

Charitable Public Fund "Rusfond"

For several years now, Rusfond has been on the first positions in the list of the most significant charitable public organizations in Russia. A transparent system of money circulation, advertising on TV and other media platforms, attracting famous people and large organizations does not leave impartial millions of Russians. The fund was established more than 20 years ago by the staff of the Komersant magazine and started with a couple of tens of thousands of dollars a year. Over time, the amount of funds raised has grown steadily, and over the past four years more than six billion rubles have been raised. The scope of the fund mainly includes assistance to sick children and equipping medical facilities, as well as some social projects development of society.
