Banker Biography
The future banker was born in May 1955 in Yerevan in an intelligent family of the father of the historian and mother of a Russian teacher. He graduated from Moscow State University, becoming a nuclear physicist. He devoted the next 10 years to physics, working at the Institute for Nuclear Research, located in the city of Dubna, and at the Electrotechnical Institute in the capital. In the latter, he defended himself with a dissertation, receiving the title of candidate of physical and mathematical sciences.
Soon after receiving a degree in 1988, Tosunyan Garegin Ashotovich left science and became a civil servant - he worked in the Moscow City Executive Committee, where he not only created, but also headed the department of scientific and production cooperation. In it, extrabudgetary structures were engaged in self-financing. In parallel with the civil service, Tosunyan is receiving his second higher education in a new specialty for him “law”, this time at the All-Union Law Institute.
Beginning of a banking career
In the very beginning of the 90s, the Academy of National Economy, together with the State Insurance Committee and other organizations, took part in the organization "Technobank" ("Moscow Bank for the Development of Science and Technology"). Tosunyan is invited to join the establishment of the institution and its management. A year later, already being the head of Technobank, Tosunyan Garegin establishes the Association of Russian Banks and becomes its vice president.
In the same period, Tosunyan establishes several more structures, including the Interbank Financial House with a special center for scientific research and even an information agency under it.
The 90s were also marked in the career of Tosunyan by the acquisition of new specialties. So, in the 92nd he received his third higher education at the same Academy of National Economy and in the same period he defended his dissertation, becoming a candidate of legal sciences. Three years later, he will defend another dissertation on banking and will receive a doctorate.
Management Advisor Career
In 1997, Tosunyan left the management of "Technobank", remaining its president, and focused on the activities of the adviser in the administrative apparatus of the country. So, Yuri Luzhkov appoints the banker as his own adviser in the financial and legal field, and also acting as Deputy Prime Minister Viktor Khristenko, who makes him his adviser. Tosunyan is also involved in the development of economic reform.
The year 1999 put an end to the relationship between Technobank and its former president. Tosunyan Garegin leaves this post and becomes an adviser to Prime Minister Primakov, he advises him on credit and other financial matters.
Further, the board of the Agency for the Restructuring of Credit Organizations includes Garegin Tosunyan. The state of "Technobank" just in this period is extremely deplorable - it revokes the license for violations detected in a large number.
Recent history - 2000s career
In 2000, Tosunyan left the state apparatus and public service and soon became president of the banking association he created. He went to this election for 10 years.From the very foundation of this organization, Tosunyan Garegin Ashotovich - President of the Association of Russian Banks. He holds this position unchanged.
As president, he immediately began to be active. So, he protested against the opening of representative offices of foreign banks in Russia, advocated for lowering refinancing rates, strongly refuted the redistribution of the banking field, which the press wrote about in the light of the high-profile killings of bankers at that time. He also protested against the practice of banks providing the police with information about their customers and their operations.
In addition to its core business, Tosunyan holds a number of positions in related interbank organizations, such as the Moscow Banking Union, the Regional Association of Banks in Central Russia, and the Council of Regional Banking Associations.
Publications and scientific activities
Tosunyan Garegin Ashotovich during his long scientific, banking and state career has created many publications and monographs on a variety of topics. A large list of works is related to banking and financial law. These are journal articles, and large monographs, and training courses, and even Russia's first banking law textbook, published in 4 volumes.
In recent years, Tosunyan also heads the Department of Banking Law at the Academy of National Economy and leads the financial and legal sector at the Russian Academy of Sciences. Tosunyan also has two daughters. Anna was born in 1985 and previously served as CEO in the company of her father and older brother. At the moment, she works at SME Bank, where she heads the department of small and medium-sized enterprises.
The youngest daughter of Garegin Ashtotovich, Diana, was born in 2000 and is still studying.
Hobbies
About personal life Tosunyan Garegin Ashotovich does not like to spread. The press writes only that he enjoys billiards. However, Garegin Ashotovich managed to try himself in the cinema. In 2010, the national film "Once Upon a Time in Show Business" was released with the participation of a banker. This is a comedy directed by Alexander Barshchevsky with Marina Alexandrova, Marat Basharov and Mikhail Efremov in the lead roles.
In an interview, the banker admits that he is interested in the structure of the Universe and the theory of black holes, and also loves to travel. If he had more free time, he would spend it on sleep and interesting trips.
