In order to become the owner of a document through this portal, you need to register on it, confirm your work profile, and then submit an online application with all the necessary documents attached to it to receive a passport at the age of 14. Further we consider this procedure in more detail.
First of all, the applicant must visit the appropriate section located on the portal in question. Here you need to fill out an electronic questionnaire, in which you should indicate real data, in strict accordance with how they are indicated in the birth certificate. In its fields, you must indicate the name, address of the place of registration and actual residence, place of birth and number, information about parents, as well as their own citizenship. Upon reaching the age of 14, a citizen does not yet have a personal document confirming his identity, however, on the State Services website, the introduction of passport data is required for registration. It should be noted that the procedure for obtaining a passport at the age of 14 at the State Service has both advantages and some disadvantages. The legislation defines certain periods during which the application submitted by a person for a passport of a citizen of the Russian Federation is considered. The duration of this procedure directly depends on whether the applicant has permanent registration in the region in which he applies for an application for a document.
So, the deadline for obtaining a passport in 14 years can be only 10 days from the date of application. Such a rule only applies if a person has a permanent place of residence and registration in the same area to which he submitted documents. An exception to the rule may be the situation when a person is registered recently. In this situation, the deadline for submitting a document can be extended up to a month.
In the event that the applicant submits a package of documents and an application in the place of his permanent residence, and his registration is made in another region of the country or city, then the deadline for obtaining a passport (14 years) from the filing of documents will be about two months - this period is necessary to clarify employees of bodies of all necessary data. The same rules apply if a person does not have a residence permit.
How long does it take to get a passport in 14 years? In the case under consideration, it is 30 days from the moment of the fact of reaching the age of 14. If, within the prescribed period, the application for the execution of the document has not been submitted in the proper manner and form, the person is subject to administrative responsibility - penalties are imposed on him. It should be noted that the size of the fine directly depends on the place of application and documents. So, if the applicant appealed to the Ministry of Internal Affairs of such cities as Moscow or St. Petersburg, then he would have to pay an amount of 3-5 thousand rubles. It should be noted that, in accordance with the legislation of the Russian Federation, those persons who, at the time of submitting the application late, did not reach the age of 16, can not be applied administrative sanctions. State duty for obtaining a passport at age 14

All documents submitted to the attention of employees of the migration service at the Ministry of Internal Affairs should be set out exclusively in Russian. Otherwise, you must provide both the original document and its notarized translation. In case of his absence, the application will also not be considered.
And, finally, another very common reason for refusal to issue a passport is the discrepancy of the submitted photos with the requirements specified in the rules.
