Since 2017, you can get information about real estate in the Rosreestr, the system combines all the information about the rights to land, buildings and structures. The structure is a single federal resource that contains information about all real estate objects. The main purpose of creating the registry is the registration of property rights. Access to information has every citizen of the country, with the exception of one to which access is closed or limited at the state level.

The registry records all information regarding land plots and buildings, structures. In fact, this is systematic information about real estate objects, rights to them, information about copyright holders and the grounds for the emergence of such rights, information about encumbrances, arrests and other restrictions.

The registry consists of several blocks:

  • real estate cadastre;
  • list of restrictions on the use of real estate;
  • register of borders, special zones and other protected areas;
  • registry files;
  • cadastral maps;
  • book of accounting documents.

The main section is the cadastral section, which contains the following information:

  • Land. This section contains information regarding the address, cadastral number, area and rights to land. Information on property rights to them, encumbrances. The category and purpose of using the site is described.
  • Buildings and constructions. This section contains basic information about the property, whether it is completed or not. Cadastral number and location address. The number of storeys, the area of ​​the object, and who has the rights to this room, building or structure, type of encumbrance are indicated.

The procedure for issuing information

By order of the Ministry of Economic Development of the Russian Federation, Order No. 968 was issued, which entered into force on January 1 of the current year and fully regulates the procedure for issuing information from the Federal Register. A request for information about a property that does not meet the requirements of this order is regarded as not accepted for consideration, respectively, a response to it will not be formed.

Ways to submit a request

You can request the necessary information in person by contacting the territorial office of Rosreestr or through the multifunctional center, having documents proving your identity. An authorized person may also apply, but he must have a power of attorney in his hands, which will confirm the legitimacy of his appeal. Together with the request and documents, it is necessary to pay the state fee and present a receipt confirming the payment.

Information about the object can be obtained electronically. To do this, you need to go to the website of Rosreestr and go to the tab "Electronic Services". The same opportunity exists on the website of the multifunctional center for the provision of public services, although it is not yet presented in all regions, so this issue should be clarified in each locality.

You can get the service through the post office. That is, download the request form, fill out, enclose a receipt for the payment of the service and copies of identity documents, which must be notarized. It is better to issue a letter as registered and send with a notification.

Information about real estate should be issued within 5 days from the receipt of the request. Depending on the application method, the deadline is also deducted.If this is a personal appeal directly to the territorial office of Rosreestr, then the date of filing the documents will be the number indicated in the receipt on their receipt. If the package of documents is submitted through the MFC, the term is extended by 2 days, which are given for their transfer to the Federal Registration Service and back.

If the request is sent by mail, the 5-day countdown will begin from the moment the representative of Rosreestr receives the mail.

Service cost

Depending on the type of document and the way it is provided, the cost of the service is also determined. For example, for information about an object from the USRN on the main characteristics and registered rights for one object, you will have to pay 250 rubles if the document is in digital format. If a printed document is required, the cost of the service will be 400 rubles. For legal entities, state duty rates are higher.

For the same cost, you can get information about who requested information about the property that is owned by the applicant. Also for 400 rubles you can find out information about the object, namely the transfer of property rights.

If information about the requested object is not in the registry, then the money will not be returned.

Why might you need an extract?

First of all, an extract with information about the property will be required to carry out any legally relevant transaction: purchase and sale, registration of a gift.

If necessary, the legalization of redevelopment, which was carried out in housing or in an administrative building.

A document may be required if it is necessary to divide or combine land plots. In some situations, it is enough to simply confirm your rights to a particular property, or with the forced eviction of tenants.

Despite the fact that the procedure for providing information about the property is regulated, the document itself is not normative, and there are no indications about its duration. An extract is valid until any changes are made to the register in relation to a particular property.

In light of this, each organization that requires a document from the customer determines its term. For example, to apply to a notary public, you will need an extract received no later than 1 month from the moment you contacted the notary public. The same applies to a banking institution, for example, if an extract is required to provide real estate as collateral. And at the conclusion of the contract of sale, the buyer will need a fresh statement received no later than 2 weeks before the transaction. Therefore, before ordering information, it is better to check with the organization where it is required, what is the maximum validity period for this type of document.
