This official, who is appointed by the head of state, and within the geographical boundaries entrusted to him by the federal district, represents the president and performs all his functions as head of state within the framework of the constitutional powers of the country's leader. The position is included in the structure of the Presidential Administration of the Russian Federation. A representative is appointed for each county.

History of creation

The creation of the Institute of Authorized Representatives was dated May 13, 2000. Within the framework of the signed document, it is regulated by the Regulation on the Plenipotentiary of the President of Russia.

The first plenipotentiary representative was the curator of the Central Federal District, Georgy Poltavchenko, who until 2000 represented the head of state in the Leningrad Region.
