This official, who is appointed by the head of state, and within the geographical boundaries entrusted to him by the federal district, represents the president and performs all his functions as head of state within the framework of the constitutional powers of the country's leader. History of creation
The creation of the Institute of Authorized Representatives was dated May 13, 2000. Within the framework of the signed document, it is regulated by the Regulation on the Plenipotentiary of the President of Russia.
The first plenipotentiary representative was the curator of the Central Federal District, Georgy Poltavchenko, who until 2000 represented the head of state in the Leningrad Region.

About work

By presidential decree, plenipotentiaries are appointed in seven federal districts - in the Central and Southern, North-Western and Volga regions. And also in the Ural, Siberian and, finally, in the Far East.
The most difficult territories to manage were the South and the Far East. It was in these two districts that the authorities often changed, firstly, due to the inability to overpower the problems of the North Caucasus in the Southern District, and secondly, due to the far distance of the Far East from the center. Since 2002, five and four authorized representatives respectively have been replaced in these Russian territories.
