A notification of a foreign citizen on arrival is submitted by the receiving party, which may be a Russian citizen, legal entity or resident of the Russian Federation. If the receiving party has good reasons that prevent it from informing the migrant’s visit on time, the foreigner himself may file a notice of himself.
The term and procedure for notification are legally regulated.
Receiving a tear-off form from the notification itself is not a registration, since the migrant does not have Russian citizenship.
The legislative framework
The procedure for filing a notice, requirements for the receiving party and the applicant, the terms of circulation, etc. are established by the Federal Law No. 109 “On Migration Registration” as amended from 10/10/2018.
Temporary stay of foreigners in the Russian Federation is also regulated by Art. 5 Federal Law No. 115 “On the Legal Status of Foreign Citizens” dated 07.25.2002.
What is migration registration?
Foreign citizens who come to Russia temporarily or permanently are first obliged to report their arrival to the authorized bodies. The transfer of information is carried out by filing a notice of the arrival of a foreign citizen at the OMVD OMV at the place of residence.
Migration registration - this is the filing of the same notice. It is necessary so that a foreigner can freely stay in the country for 90 days within six months (180 days) or in accordance with the permitted period for a visa.
What is the difference between migration registration and the card of the same name?
The card is issued to a foreigner when he crosses the state border at the checkpoint and contains the information necessary for entry and exit from the country:
- date of entry;
- the name of the checkpoint that the foreigner missed;
- purpose of visiting the Russian Federation;
- passport data;
- date of departure from the country;
- the locality to which the migrant is sent.
The migration card confirms that the foreigner has lawfully entered the country, which means that he does not have a ban on entry. When applying for a patent and SIA, it is important to visit the country indicated on the migration card. If the purpose indicated in the card does not correspond to reality, a foreign citizen may be required to pay a fine.
The notification of the arrival of a foreign citizen contains information about the receiving party, which knows the migrant, provides him with housing and can inform the whereabouts of the migrant if necessary.
In migration registration the following information is indicated:
- information about the receiving party: name, passport details, address of residence;
- similar information about the applicant;
- data of the document that allows the migrant to be in the country (patent, RVP in the absence of temporary registration);
- address of previous residence when renewing migration records;
- migration card data;
- Duration of stay in the Russian Federation.
Accordingly, the notification of the arrival of a foreign citizen contains more complete information about the migrant and his legal representative, which allows you to find a foreigner or to know his address when registering in the Russian Federation and other personal information if necessary.
Migration registration is required to apply for a patent, temporary residence permit, asylum, refugee status.
Is it possible not to register migration records?
Filing a notification of a foreign citizen on arrival is mandatory for all migrants, regardless of the region of temporary residence, citizenship of the applicant and the planned date of departure.
The lack of migration registration first of all substitutes for the citizen of the Russian Federation, whose foreigner stayed, because he actually hides information about the migrant from the authorized bodies.
Circulation period
The admissible deadline for submitting a notification of the arrival of a foreign citizen is the Federal Migration Service (since 2016 the organization is called the Main Department of Internal Affairs of the Ministry of Internal Affairs, and traditionally the regional department of internal affairs departments of the Ministry of Internal Affairs) is 7 calendar days.
The following categories of persons are an exception:
- foreigners staying at a hotel, hotel or other places of recreation;
- migrants who came for treatment in the Russian Federation;
- persons with no fixed abode who have stayed at social service organizations;
- foreigners who are in institutions performing administrative punishment.
For them, the required registration period is 1 day. The issuing party is also involved in the preparation of the relevant documents.
List of documents
Registration for migration requires from the foreign citizen and the host country the following package of papers:
- copy and original of a foreigner's passport;
- copy and original of the passport of the receiving party;
- copy and original of migration card;
- completed notice;
- copy of the visa page.
If the receiving party has the registration in the passport indicated at the address to which the migration registration is made, the resident or citizen of the Russian Federation does not need papers on ownership of the property.
Statement
The notification was made in the form of a questionnaire in two parts: the first is transmitted to the inspector of authorized bodies (GUVM MVD, MFC, Russian Post), the other remains to the applicant as confirmation of registration for migration registration. The receiving party submits to the inspector a whole completed form, after verification, the authorized person tears off one part of the document and returns it to the receiving party.
A blank form for the notification of the arrival of a foreign citizen can be taken from the employee of the Department of Internal Affairs OMVD or printed out independently. It is important that the tear-off blank, which is indicated by a dashed line, coincides on both sides.
There are no watermarks or other specific designations on the form that the OMVD issues in the OBM; therefore, independent printing of the form from the Web is permissible. In addition, the management staff themselves recommend that applicants make copies of the forms provided in case an error is made when filling out a notice of arrival of a foreign citizen so that they are not contacted again.

Since the migration registration does not oblige a foreign citizen to anything other than residence at the place of registered stay, the application shall indicate a minimum of information about him and about the receiving party:
- personal data;
- registration address;
- previous registration address;
- migration card data;
- duration of stay.

Please note that the information from the sample may not be suitable for the receiving party and the arrived foreigner according to the situation: it is possible that an individual is indicated in the sample or the migrant in the sample has arrived from the visa country.
For convenience, use the sample form for filling out a notification of the arrival of a foreign citizen with similar migration circumstances. The notice consists of two pages arranged on both sides of the sheet. Use the current form and sample 2017 or 2018.
How to fill out a notification of arrival of a foreign citizen?
The document is executed by hand in blue or black paste. Errors, strikethrough or glossy marks in the notification are not allowed. Fill the document with printed or readable capital letters.
You can prepare a document for submission at home or in the office itself in the lobby, provided you have all the necessary copies.
Order of registration
The action plan of the receiving and arriving parties is as follows:
- Print out a notification form on the arrival of a foreign citizen or take a clean OMVD OMV.
- Prepare copies of required documents.
- Fill out a notification (this can be done by a migrant or a Russian citizen himself).
- Submit a notice and documents to the inspector in the department of internal affairs of the Ministry of Internal Affairs, which is involved in registration with the migration register. About the operating mode of the desired cabinet is worth knowing in advance.
- Receive a tear-off notification form with the stamp and signature of the inspector.
- Do not violate the permissible length of stay.
You can apply for migration registration at the My Documents organization or at the Russian Post office. The procedure without visiting OMVD OMVD is available to persons who submit a notification for the first time.
It is recommended that you fill out a notification of the arrival of a foreign national according to the model. More informative for the applicant will be the sample that is made by the same receiving party as the migrant (individual or legal entity).
Allowable stay
When determining the length of stay, we recommend that you focus on the legislation of the Russian Federation and the foreigner's migration card.
If the date of entry of the migrant to the Russian Federation is 22.11, you need to register before 28.11, despite the days off and unacceptable days in the department of internal affairs of the Ministry of Internal Affairs. At the same time, the date of departure in the notification should be no later than 90 days after entering the Russian Federation, if the foreigner visits Russia over the past six months for the first time. The permissible length of stay of a foreigner without a visa in the Russian Federation is 90 days during the last 180.
If the migration card has an arrival date of November 22, the notification should also indicate the same date, despite the fact that the receiving party could violate the deadlines for submitting a notification or only 26.11 to the OMVD OMV. The allowed term for staying in the Russian Federation is counted from 11/22, even if the foreigner entered the Russian Federation only at 11:45 p.m.

Fine
Ignoring the notification procedure will cost an individual from 2,000 to 4,000 rubles, a responsible employee of the company from 40,000 to 50,000 rubles, a legal entity from 400 to 500 thousand rubles.
In this case, the migrant must live strictly at the registration address. Fake registration also threatens the owner of the property and the foreigner himself with huge fines.
