For over eight years, Goznak has been producing holograms for documents. Among them, there is a sticker for a work form. In the workbook, the hologram was conceived as protection against illegal edits or deletion of entries. But many employers to this day use labor without a hologram. Let us consider in more detail whether this sticker is mandatory and whether it is possible to do without it.
All about the work book
Legislative acts of the Russian Federation regulate the mandatory procedure for issuing a work form for each employee applying for a permanent job. The employer must fill in the labor if this is the main place of work for the employee.
Previously, only organizations should start labor, now individual entrepreneurs should fill out this document. Records should be monitored by both the calving of the staff and the employer himself, because the process of recognizing a record as incorrect is quite time-consuming and financially expensive.
The owner of the book must also be responsible for the information entered, but the employee is not responsible for the hologram. It is only the employer who decides whether to glue it or not.
What is a hologram?
A holographic sticker appeared long before the appearance of labor. Previously, she confirmed the authenticity of the compilation of royal acts. At the moment, the hologram is also intended to confirm the authenticity of the recordings.
Goznak began to invest in six-hologram work sheet forms. The instruction for the stickers indicates that they can be pasted into the labor box under the organization’s record (for example, in the place where the company’s seal is placed) as another confirmation that everything recorded was made by the organization and not by the employee himself.
The sticker has a round shape, with a diameter of not more than 1.5 cm. The hologram has an iridescent structure, it is decorated on glossy paper. In the middle is a double-headed eagle.
In the workbook, a hologram can be applied only once. And if it is pasted incorrectly, then it is impossible to peel it off. Therefore, you need to work with it very carefully.
What the law says
Why in the workbook a hologram can explain only an official letter from Goznak. Because even despite the fact that holograms are inserted as a separate sheet in labor, none of the legislative acts prescribes the conditions for the use of these stickers.
Consequently, the letter from Goznak is not only an instruction on the use of holograms, but also the only official document that speaks of their existence. This letter can also be found on the website of Goznak.
Is it obligatory to glue
Is a hologram mandatory in the work book? Not. Until legal acts have been established that oblige gluing holograms, the employer reserves this right.
A sticker like this is just a way to protect a document from being tampered with. And if a citizen's work book does not contain holograms, this does not mean that it is invalid. Consequently, all entries in it are as valid as in that document where there is a hologram.
Where to get the hologram
It is impossible to buy stickers on your own, they are not sold for nothing. A sheet of holograms is acquired by the head of the organization along with work books. Or rather, the new workbook is already coming along with the sticker insert. They are supplied by Goznak or authorized organizations having a license and certificate for the sale of such documents.
Of course, a citizen can independently acquire labor, but there is an option that a third-party organization will sell the document in an improper form.
Since what year is it used
For the first time, the introduction of holograms on an official employment document was discussed back in 2007, but the first labor stickers appeared only in 2008. And since then there has not been a single official document that would regulate the mandatory use of such holograms.
The holographic sticker still baffles many employers and personnel. Someone does not use them, and someone carefully glues them into the form. In this case, the remaining stickers should be handed over to the employee upon dismissal along with the book.
Bonding Features
In the workbook, a hologram is a kind of protection of personal data, which is quite relevant today. But with such protection, a reasonable question arises - where to stick it?
Unfortunately, there is not a single official document that would govern the rules for gluing. Therefore, you have to focus on a letter from Goznak. Where to glue the hologram in the work book? On the title page or on the labor insert in strictly defined places. These include:
- form number;
- the line where the signature of the authorized person is put;
- place for printing;
- the line where the signature of the owner of the work book is put.
It is necessary to glue the hologram carefully, as incorrect gluing of the protection can lead to damage to the form. If the hologram is glued unevenly, you should not fix it, since the sticker itself may deteriorate: tear or delaminate, which will lead to the need to replace the entire work book. And this is a waste of time and money of the employer.
General rules
In the workbook, a hologram can be pasted according to certain rules drawn up by Goznak. These rules include the following:
- Only the head of the organization or an authorized person has the right to stick a hologram. This procedure can be carried out only after filling in the title page of the work book or the insert to it.
- The sticker should be applied on the first page of the labor or form of the liner. The hologram protects the authenticity of the signature of the employee and the head, the number of the form or insert to it, the company's seal, as well as other personal data that are indicated in the document.
- Before fixing the sticker, you should check the place where to stick the hologram in the work book and make sure that it is correct. Such signs must be clearly marked on the protected object. And most importantly, the hologram must be glued correctly: the pattern should not lie sideways or be upside down, the sticker itself should be glued evenly, without wrinkles. If this happened, it is better not to touch the hologram, otherwise you can spoil the entire document.
- The hologram is used once. Any action with a protective film after its application makes the hologram itself invalid, and the workbook damaged and subject to destruction with the issuance of a duplicate of it. If the hologram was damaged in preparation for gluing, it is better to take the next sticker than to redo the entire labor form.
It is not known how long the hologram will be an experiment. After all, such protection certainly shows that the entries in the work book are true and made in the organization. Therefore, all the information in such a document will be correct and confirming the true work experience of a particular employee.
Despite the fact that no legislative act spells out the obligation of a staff member to stick a hologram, many personnel officers still decide to use this protective sign. And, most likely, this is the right decision.
But in any case, both the work book without a hologram and the work book of a new sample (delivered already with a protective film) will be considered as original documents confirming the work experience of the employee. And no authority has the right to divide labor into “right” (with a hologram) and “wrong” (without a sticker).
