There are many beneficiaries in the Russian Federation. In general, benefits are federal and regional. To a greater extent, we will talk about the first. Indeed, it is difficult to determine regional benefits. They can be counted on by completely different citizens, and state support in the cities of the Russian Federation is manifested in different ways. Regional benefits - additional support measures that are established within a specific city. Categories of citizens entitled to such bonuses, as a rule, are also dictated by municipalities. This is quite normal.
An application for granting privileges is often filed both when applying for federal support and when requesting regional bonuses. It all depends on what the citizen asks for.
Federal beneficiaries
Who are the benefits? First, let’s try to understand who belongs to the privileged sections of the population.
Let's start with federal beneficiaries. It is customary to relate to them:
- the poor;
- veterans (not only war, but also labor);
- retirees;
- military pensioners;
- disabled people.
These are the main beneficiaries. It is not difficult to guess that the bulk of state support is laid after retirement. But this does not mean at all that a citizen cannot work. Usually, federal benefits are not dependent on employment.
Regional beneficiaries
And who are the regional beneficiaries? One cannot answer unequivocally. After all, as we have already said, regional bonuses are different everywhere. And the conditions for their receipt will also differ everywhere.
The most common among regional beneficiaries are:
- federal beneficiaries;
- low-income families;
- large families;
- participants in resettlement programs;
- migrants (extremely rare).

About writing a statement
Now a few words about how to properly compose a benefit application. This is far from the most difficult task.
Typically, a citizen needs to use the rules of conducting business correspondence. In addition, the request is written in the same way as any other statement - with the header, name and main part of the paper.
The request is submitted in writing, you can file it electronically. There are no exact application forms, because it all depends on the type of privilege provided.
Requests for additional state support are written in the main part of the document with details. For example, if a person wants to receive property tax exemptions, then you would need to write "Please provide me with a property tax exemption on (description of the object of taxation with address)." In fact, everything is extremely simple.
If you want to receive state support in the form of discounts on housing and communal services, then the application will take the form of a request: "I ask you to provide a concession for paying utility bills to (the address of the apartment / house)."
List of Federal Benefits
How to fill out an application for benefits? Samples of these requests will be presented below. First we’ll figure out what a federal beneficiary can count on.
The main state bonuses are distinguished by the following:
- exemption from property tax;
- provision of personal income tax deductions;
- deduction for land tax (or full exemption from it);
- additional allowances and payments (not always);
- discounts when paying utility bills;
- free medical care;
- the possibility of getting help in medical institutions without a queue;
- free use of public transport;
- the ability to purchase tickets for trains and ships with discounts;
- free treatment in sanatoriums;
- gratuitous prosthetics services (with the exception of teeth);
- the possibility of obtaining unpaid leave up to 30-35 days (for working citizens);
- free tuition at universities and technical schools;
- installation of the phone without queuing;
- assistance with gasification and water supply;
- discounts (flesh to a gratuitous basis) when buying fuel for heating homes with stoves;
- provision of public housing (if necessary);
- the right to receive paid leave at any convenient time without justification of the decision.
This is usually all. The listed privileges to pensioners and other beneficiaries of the Federal level are provided without special work. But if desired, a citizen can refuse them. Or do not ask at all.
List of regional benefits
Some problems may arise with regional benefits. It is difficult to name them. But there are some bonuses that are offered most often. These include:
- exemption from transport taxes (or receiving a discount on such payments);
- additional payments from the regional budget;
- free travel on all public transport (except taxi);
- free installation and repair of dentures.
More detailed information is best specified in the municipality. Almost all of the listed bonuses are declarative in nature. So, you have to apply for benefits. A sample of this document was presented to our attention.
Where to send the document?
And what instances will work with these or those requests? There is no definite answer. It all depends on what kind of privilege you want to use.
According to the established rules, you can focus on the following government bodies:
- tax incentives - FTS registration;
- pension payments and allowances - PFR;
- housing and communal bonuses - management and service companies;
- medical benefits - without registration (you must present any evidence of the status of the beneficiary);
- Compensation for waiver of benefits - municipalities (city administrations).

Disabled Features
It is also worth paying attention to the fact that people with disabilities have more prospects of receiving benefits. In addition to the already well-known support measures at the federal level, one can count on special forms of care.
So, for example, a disabled person has the right to a nurse (even with a medical education), receiving appropriate home care, registration in boarding houses and nursing homes of his own free will.
Citizens caring for people with disabilities and the elderly can count on some benefits. For example, when registering as a carer, you can receive 1,200 rubles a month. In addition, people with vehicles designed for the transport of persons with disabilities are exempt from paying the tax on the car.
