Application for a residence permit - design features, sample and requirements

An application for a residence permit is submitted to the OMVD OMV (aka passport office, FMS or UFMS earlier) at least one year after obtaining a temporary residence permit or immediately after receiving a RVP. This is relevant if the migrant has one of the available grounds (marriage to a citizen of the Russian Federation, presence of a birth certificate issued in Russia or in the RSFSR and other documents).

Where to get a blank form

The new application form for a residence permit is valid from 12.15.2017. Therefore, all previous forms that are published on the network in the OMVD OBM no longer accept. Statements of the old type can be easily recognized by the heading of the document, which indicates another authorized body - the FMS.

Fill out an application for a residence permit

The form for filling and filing is taken from the inspector, who is engaged in obtaining a residence permit and RVP. For various reasons, the applicant may be refused a form (for example, if the required paper is not available). In this case, a blank form can be found on the network on the official website of the Main Department of Internal Affairs of the Ministry of Internal Affairs, the local OMV Department of the Ministry of Internal Affairs or the MMC. In the management of the OMV OMVD, forms and samples for review are placed on the stands. They can be used only for comparison with the ones that the applicant downloads from the network to verify the relevance of the form. Most likely, the copies themselves will indicate that this is only a sample.

Types of applications for residence permits

Regardless of the grounds on which a migrant relies (marriage, a compatriot resettlement program, a native speaker of the Russian language or others), as well as the applicant’s citizenship and visa availability at the entrance to the Russian Federation, there is only one type of application for a residence permit.

In all regions of Russia, these documents are submitted in only one form. Therefore, it will not be such that in Moscow migrants submit them in a form consisting of 5 pages, and, for example, in the Rostov Region they apply with a free-form application of the type: “I, Ivan Ivanovich, please provide me with a residence permit ... " If a person submits such a document, they will not accept it.

The application form for a residence permit is approved by law and is not subject to change in the regions and regions at the request of authorized bodies and inspectors.

A minor shall be issued a residence permit by parents or official guardians. The child himself does not attend OMVD OMVD and does not fill out any papers until he is 18 years old.

Moreover, he will need a different type of application for the issue of a residence permit of the Russian Federation. The form can be obtained by visiting authorized bodies.

You can fill out an application for a residence permit by hand or on a computer. In the first option, it is permissible to make minor corrections or add information before submitting the papers. For example, if the inspector, after checking, recommends making amendments. In this case, additional data is entered by the same paste that the statement was written.

If it is printed on a computer, making manual changes to the typed text is not permissible. Such a statement will not be accepted. The data will also have to be corrected on a computer and the document re-printed.

Requirements for filling out an application for a residence permit:

  • Indicate only true data.
  • Avoid information in which the applicant doubts (for example, does not remember exactly when he left the country, forgot the exact name of the company in which he worked).
  • Do not leave questions unanswered, and the statement columns are blank.
  • Do not embellish reality.
  • Do not paste the photo yourself or insert the electronic photo into the application on the computer, and then print it.
  • Do not indicate the name of the inspector of the department of internal affairs of the Ministry of Internal Affairs in the application.
  • It is correct to use the completed example of an application for a residence permit (traditionally they are placed in the OMVD OMV at the stands).
  • You can increase the number of lines in the statement. If it is executed on a computer, this is also acceptable.

Registration of residence permit through intermediary companies

Some inspectors of the OMVD OMVD refuse to accept the application for a residence permit issued by the migrant on their own, arguing that the applicant made too many mistakes in the documents, and he does not have time to disassemble each of them.

Traditionally, companies that provide assistance in filling out and preparing documents are located not far from the very institution of the Ministry of Internal Affairs. However, the organizations themselves do not give any guarantee for success in obtaining a residence permit or any other type of permit. If the company does not provide the applicant with a service agreement, there can be no formal verbal agreements between employees and customers.

Intermediary companies do not forge documents in order to facilitate the applicant obtaining a residence permit, do not issue a permit in a shortened time. Here, the migrant will only be told what documents he will need to submit, help fill out an application, make copies from the original documents, and also prepare a photo of the client in the desired format.

All these manipulations the migrant is able to perform himself. Therefore, contacting intermediary companies is optional.

If the inspector insists on a migrant’s appeal to such organizations, the applicant has the right to file a complaint with the head of the OMVD OMV, since explaining why the migrant’s application is not accepted is the work of the inspector of authorized bodies.

Intermediary companies do not apply for a residence permit on their own without the participation of the applicant. If a migrant is offered to obtain a residence permit quickly and without bureaucratic red tape, this is a hoax. Most likely, the issued residence permit will not be valid, because it simply will not be in the database of the Ministry of Internal Affairs.

Where to apply

Application for a residence permit form

An application for a residence permit and the required package of documents are submitted to the OMVD OMV (police department that deals with migration issues) or to the IMC in the capital for residents of Moscow and the region. Residents of other regions apply to offices at the place of temporary registration.

An application and a package of papers are submitted in person. Documents sent online through the portal of the State Service or by Russian Post are not considered by the inspectors of the OMVD OMVD.

Permissible period of circulation

A residence permit is issued in the presence of a valid temporary residence permit. Since the RVP is valid only 3 years from the moment of making a positive decision, and documents for residence permit are considered for at least 6 months, an application for residence permit is submitted six months before the end date of the RVP (no later).

Sample application for a residence permit

If a foreigner has missed the acceptable deadline for applying for a residence permit, after the expiration of the RVP, he will have to leave the Russian Federation and restart the paperwork process. In addition, his application for a residence permit may not be accepted by the OMVD OMV.

A temporary residence permit cannot be renewed, but it can be reissued, having previously received a quota.

Documents for obtaining a residence permit

A foreigner will need the following documents:

  • Passport.
  • Statement and two copies thereof.
  • A notarized copy of the passport.
  • Those who have this document in a foreign language need a translation into Russian and a copy certified by a notary.
  • a copy of the certificate of proficiency in Russian or a document of education issued in the RSFSR or in the Russian Federation.
  • Medical certificate of absence and applicant HIV, drug addiction and tuberculosis
  • The original receipt of payment of state duty (the applicant can leave a copy for himself).
  • A document confirming that the applicant has official income (a certificate in the form of 2-NDFL, an extract from the bank about the presence of a deposit, a paper on inheritance, documents on doing business in the form of a certificate of 3-NDFL or others are suitable).
  • 4 photos measuring 3.5 cm * 4.5 cm.

Documents on the availability of education, if it was obtained not in Russia, as well as a certificate of marriage registration and certificates of real estate in another country are not needed. They are provided at the request of the inspector. Information about these documents is announced in the statement itself. Of course, the OMVD OMV will know that the foreigner is married and owns, for example, his own apartment in the Russian Federation.

A notarized copy is issued from the passport in which the stamp on the provision of temporary residence in the Russian Federation is located.

To obtain a residence permit, a child needs a copy of a birth certificate or passport certified by a notary, a medical certificate, photographs of the required format and a receipt for payment of state duty. Children do not pass the exam in Russian.

The cost of a residence permit

If a foreigner is independently involved in processing the application, the document will cost him free of charge. The services of intermediary companies in applying for a residence permit cost from 500 to 1,500 rubles.

Prices for medical services for obtaining a certificate in each region are different. An independent test and a visit to medical facilities will cost a foreigner less than a document through the same intermediaries.

An exam in Russian costs 5300 rubles.

The cost of one notarized translation of a passport ranges from 500 to 1000 rubles. It depends on the region of residence, translation agency and notary office.
