Everyone knows that absolutely any competent citizen has the right to engage in entrepreneurial activity. To register yourself as a private entrepreneur, you do not need much time and effort. In this matter, the state approves the development of small and medium-sized businesses. But there is one “but.” The state also adheres to the policy of controlling the sphere of business and the turnover of all types of entrepreneurial activity. This article will consider such a thing as federal statistical observation. This type of observation is one of the ways the state controls small and medium-sized businesses.
What is statistical observation used for?
On the one hand, this is for the better: the state budget will be replenished with all taxable income of entrepreneurs, the market will not be monopolized, business entities will not play a “dirty game” (dumping or deliberate untimely overpricing).
On the other hand, due to federal statistical monitoring, small and medium-sized businesses will be driven into the framework that the state sets, and business development will only go in the way that was approved by the state. Any coin has two sides, and nothing can be done about it.

As mentioned earlier, federal statistical monitoring is a way of state control of the general situation in small and medium-sized businesses. This type of observation is divided into certain stages:
- Surveillance design is the development of statistical observation activities that cover programmatic methodological and organizational issues.
- The preparation of the observation consists in making the choice of observation tools (for example, printing blanks, instructing the personnel who will conduct the observations, as well as conducting a trial observation if necessary). So, before conducting federal statistical monitoring in the country, it is necessary to conduct a trial observation in order to verify the reliability of the developed documents and programs.
- Surveillance is the direct recording of facts and phenomena that are being investigated.
- The control of the information received is to verify the reliability and veracity of the data obtained as a result of the observation.
The main tasks of statistical observation
The main goal of statistical observation is to achieve:
1) the completeness of the data so that all phenomena and processes are recorded in full;
2) objectivity, reality and the reliability of their reflection;
3) the comparability of the data obtained with that obtained previously in other territorial units.
Using the data obtained, government bodies can verify and calculate those transactions that are bypassing the state economy. In addition, if necessary, normative legal acts can be issued with exemptions for small and medium-sized businesses if it is clear from the form of federal statistical monitoring that any difficulties have arisen in the relevant areas of business.
How is
As a rule, federal statistical monitoring is carried out once every 5 years. And this means that representatives of small and medium-sized businesses are required to submit these data to the statistical authorities in due time.
Forms can be obtained either at the state statistics agency itself, or on the official state website of the body that conducts federal statistical monitoring. Filling out the forms should be complete, reliable and understandable for processing.
