Registration of a small vessel in gims. New registration rules for small craft

What is a small ship registration? Do you know the subtleties of the procedure? But many people living on the territory of Russia have various kinds of vessels, especially small ones for fishing or simple boat trips. Of course, like any transport, water vehicles must have a list of certain documents. This issue is the responsibility of the State Inspectorate for Small Ships (GIMS). In this article we will try to answer the most important questions regarding mandatory registration.

Basic concepts

State Inspectorate for Small Vessels

What does the registration of a small vessel mean? Before you understand directly in the documentation process and all aspects related to it, you need to understand another. What is the object of registration directly?

According to Federal Law No. 36, small-sized floating facilities include vessels up to 200 meters in length, with a capacity of less than 12 people. Another important indicator is the power of the boat's motor, which should not exceed 8kW (or 10.88 horsepower).

Thus, rowing boats, catamarans, inflatable boats and the like are not subject to registration. The following is a list of vehicles that need it:

  • boats;
  • jet skis;
  • yachts;
  • motor boats;
  • motor catamarans.

A vessel of this type cannot be located on the water territory of the Russian Federation without a specific list of documents.

Required documents

Paperwork accompanies all types of human activities, and, undoubtedly, the registration of a small vessel without it cannot occur. It is important to note that the owner of this type of transport after the purchase (or the conclusion of the right of ownership) should not be delayed with a visit to the GIMS.

In order not to return to this issue many times, immediately prepare documents for the registration of small vessels. This is about:

  1. Application for registration of the vessel.
  2. The right to small boats and its engine (for example, a contract of sale, deed of gift, check and top like that).
  3. Passport and tax identification number (TIN).
  4. The registration certificate of the vessel.

The list is small. Therefore, all of these documents, an individual must have with him when registering a small vessel in the State Inspectorate.

Documents for legal entities

For legal entities, registration of small vehicles is as necessary as for physical ones, however, the list of documents in their case will be slightly different. What is included in this list:

  1. All details of the organization in writing. Banking including.
  2. A certificate containing information on the rights to small boats of a certain company. Here should be information about the name of the engine, its model and series.
  3. Passport funds with all the details described.
  4. The engine must also have its passport.
  5. The application must be filled in according to a certain model. This document should bear the seal of the host organization of the swimming facility.
  6. The power of attorney for the person who will be appointed as the driver of this tool, as well as the order for the appointment of this person.

Some rules for registering a small watercraft have been amended. However, the rules for commercial organizations remained the same.

What is a boat passport?

A water passport is a document containing most of the information about transport.So, in the passport you can find information about the production method and assembly material, about the type of model and year of production, about the serial number and country of manufacturer. It also contains information about the dimensions of the product, the number of passengers and the mass of the lifting load.

Why is this document needed? In many countries, registration is not possible if it is not available. The engine number is also very important. To register a small vessel, it is necessary to observe a number of rules, which is difficult in principle. In order for this process to succeed, you must be savvy in this area and ready for all the unexpected.

How to behave if you are not the first owner?

If you become the owner of a boat by donation or repurchase, for you the list of documents and the registration process itself becomes different. This is the list of documents for your case:

  1. Passport of a citizen of the country in which the registration of the craft.
  2. An agreement based on which a change of ownership of the property is made.
  3. Must be a TIN.
  4. Ticket of the previous owner of the vessel with a stamp on deregistration.
  5. All data on payment of checks, as well as on the completion of registration.

How to determine the weight of the vessel

According to the rules for registering a sailing vessel, its weight should be indicated in the passport. This indicator of a potentially registered craft in our country is regulated by GOST. This document indicates which motors and component of the boat are taken into account when calculating the total weight. For example, such cases are possible in which they take into account not the actual weight of the used motor, but the heaviest or most powerful one, which is generally acceptable for this type of water transport.

Regulation of the registration process. New

The registration rules for a small vessel are constantly being revised, often taking on a new look or even different interpretations. All the nuances are reflected in this part of the article.

The easiest way to understand and evaluate the full extent of changes in the regulations is possible only with a specific example. Imagine that some boat has a certain mass of equipment, which is 110 kg. Previously, before amending the rules, it was possible to attach an engine with a power of 9.9 horsepower to such a vessel, which made it possible not even to register and not to register the swimming means in certain authorities. In such a case, the weight of the boat together with the motor was estimated at 200 kilograms.

The new regulation forces owners of water vehicles to take into account the weight of the motor, the maximum power of which is allowed by the direct manufacturer of the boat. Suppose the boat manufacturers indicated in the product passport that the maximum power of any engine that could be used could be 50 horsepower. A similar motor in today's market has a weight of approximately one hundred kilograms.

Thus, it turns out that the total weight of the transport and engine will undoubtedly significantly exceed the norm of 200 kilograms specified in the Federal Law. Now there is no other way out, besides registering the swimming means in the bodies performing control.

movement of small vessels

But this is not all that the new rules for the registration of small vessels suggest. For the second example, we will analyze a typical situation with a boat. This representative of watercraft is known to a wide range of amateurs and professionals. In general, the weight of such a product is about 145 pounds. If we take into account the standard motor with a power of 9.9 horsepower, then the total weight will not exceed the permissible (200 kg). According to outdated rules, this boat should not be registered, but the update introduced a number of its own features.

The manufacturer of this watercraft allows you to install an engine on it with a power equal to, but not exceeding 25 horsepower.Even if we take into account the minimum weight of a motor with similar power, in combination with the weight of the craft, it will inevitably exceed 200 kilograms. Therefore, you still have to assume responsibility and complete the registration process. Many individuals who want to dodge the letter of the law, and exert exorbitant efforts here, so as not to register or leave their ship unnoticed. This is one of the main reasons for such changes to the regulations.

Small boat number

For license plates of small craft in GIMS there are also a certain kind of rules that must be followed by the owner. In this matter, adhering to the previously taken sample, of course, we will carry out a series of comparisons in this area. For example, in 2016, a registration number was a collection of seven different characters. Both numbers and letters were used here. This number was to be applied on both sides of the vessel: internal and external.

What is it for? This was necessary so that the river police could identify both the ship itself and its owner. Today the situation has changed a bit. The owner of the vehicle identifies the number identically on both sides, but does so at a certain distance from the stem. Only then can small vessels be propelled.

Duration of consideration of this document

Like receiving any other document, be it a passport, policy, and so on, the registration card for navigation of small vessels has a certain period of consideration. Previously, the car owner received a response within three business days after submitting the application. The answer comes in both cases: in both positive and negative. This, of course, depended on whether all the necessary documents were received in full. Today, this issue can be resolved faster.

Argument of failure

This year, in addition to complicating changes, the following were added regarding the actions of the owners in case of refusal of a request for registration of boats and boats:

  1. If any changes have occurred, the owner has the right to submit all documents again. However, experts do not advise abusing this. If suddenly you did not have time to fix all the shortcomings found, you should not risk it, because, most likely, the next attempt may no longer be.
  2. You can apply for restoration if a loss of documents occurs.

Updating documents in the legislation

Previously, a registration ticket was issued in A5 format (copybook). Today this document looks a little different. Now it is an A4 sheet filled out on both sides. It is strictly forbidden to use if there was no registration in the regulated manner, technical inspection of small vessels was not carried out and there are no side numbers; without a certificate of control; with a change of equipment without proper permission. Persons who violate these rules in a certain water area are liable in accordance with the law.
