Regime object: concept and types. Decree of the President of Russia dated 24.01.1998 No. 61 "On the list of information classified as state secret"

Surely everyone once walked past an inconspicuous building with barbed wire along the fence. The concept of a sensitive facility is disclosed in Decree No. 61 of the President of Russia, issued on January 24, 1998 and bearing the title “On the List of Information Related to State Secret”. It:

  • special military and special structures;
    State Secret Protection
  • certain military units;
  • factories, enterprises and institutions for the operation of which special conditions are established to ensure increased security.

Secret developments are being conducted at these facilities, information about which is a state secret.

The concept of a regime object

Who protects the country's most important information?

The bodies for protecting state secrets include both executive structures and organizations that are appointed in a special order:

  • The Interdepartmental Commission is a collegial body for coordinating the activities of authorities aimed at protecting information of special secrecy.
  • FSB, Ministry of Defense, FAPSI - Federal Agency for Government Communications and Information. The Foreign Intelligence Service is also included in this list, in addition, this includes the State Technical Commission under the President of the Russian Federation, as well as all local units of these state institutions.
  • The protection of classified information is provided by certain enterprises, institutions and organizations, as well as their structural divisions.

The main secret of the state

What is classified information? In the framework of Decree No. 61, mentioned above, the state defines data whose dissemination threatens to damage the security of our country. This information affects:

  • military area;
  • foreign policy sphere;
  • economic area;
  • intelligence and counterintelligence spheres;
  • operational search activities of the country.

The Decree also defines the state authorities that have access to the disposal of certain information. For example, data on strategic plans for the use of troops and everything related to bringing troops into combat readiness can be managed by the Ministry of Emergencies, the Ministry of Defense, and, of course, the Ministry of Internal Affairs, FAPSI and FPS.

Meanwhile, data on long-term plans for the development of armaments, the results of research and experimental work on the creation of weapons are coming at the disposal of more government agencies in Russia. Not only those listed above, but also the Ministry of Health, the Ministry of Education, the Ministry of Railways, the Ministry of Fuel and Energy, the Ministry of Transport and the Ministry of Economy, as well as Roshydromet.

How does the system of access to classified information work?

Not everyone is guaranteed access to state information of a secret nature, but it can be obtained by citizens or officials after a certain comprehensive check. Admission is voluntary.

There are three types of information:

  • of particular importance;
  • data is top secret;
  • secret information.

In order to ensure maximum protection of state secrets, those who are granted access to this information will have to give consent to conduct checks in relation to them. These checks are carried out by the competent authorities, depending on the degree of secrecy of the information to which the person will be admitted. The person being checked gives consent to a certain restriction in terms of the inviolability of his private life when conducting verification activities.

The decision on admission made following the results of the inspection may be appealed by a citizen or official in court.

A contract is concluded with a citizen or an official admitted to a state secret in the framework of cooperation with a sensitive facility. Those with admission take upon themselves obligations to their state on the non-proliferation of secret information entrusted to them. People agree to temporary restrictions on their rights, for example, travel abroad is limited for the period specified in the signed agreement.

If you have access to state secret information, you also have privileges. For custodians of state secrets, salary increases and certain benefits are established depending on the level of non-disclosure of information they gain access to.

Licenses

Enterprises that have been granted access to state secrets are issued a license to work with information of varying degrees of secrecy. The issuance of such licenses is the responsibility of the FSB.

If it comes to violation of the law of a person admitted to secret information, including an official, this person, depending on the severity of the violation, is liable, including criminal, within the framework of the legislative framework of our country.

The main center for special communications, now referred to as FSUE “GCCS”, is the legal successor to the previously created Special Communications Service, which began operations back in 1939. In 1964, it was transformed; since 1991, the organization became subordinate to the Ministry of the RSFSR for Communications. In 2002, the special communications institution acquired the status of the Federal State Unitary Enterprise, and today the GCCS is subordinate to the Federal Communications Agency, called Rossvyaz.

FSUE carries out transportation of various categories of goods in Russia and the world. The organization has a license for works related to classified information until 2019. She has a perpetual license to transport drugs. Since 2012, this sensitive facility has been led by Oleg Rybalkin, who is a graduate of the Higher Military-Political Combined Arms School, located in Novosibirsk. O. Rybalkin is 49 years old today.

Our state has strategic reserves in case of circumstances that pose a threat to the country and its inhabitants. These stocks are carefully guarded in storage facilities of the state reserve, they are not visible to the average people, but they are necessarily present in each region. Warehouses with vital goods in case of emergency are distributed throughout the country so as not to waste time transporting them if necessary.

In 1999, the RF State Reserves Committee was reorganized into the Russian Agency for State Reserves. In 2004, it received a new name and today is called the Federal Agency for State Reserves - Rosrezerv.
