Most public places have been equipped with CCTV systems for a long time. First of all, this is done to ensure the safety of people. Kindergartens were no exception, since the law on education stipulates the safety of children as one of the main tasks.
In addition, parents often, in addition to safety, are interested in the quality of the upbringing and educational processes. One way to control the situation is to install video surveillance in kindergarten.
What does the law tell us about this today? Is it possible to install video surveillance in a kindergarten?
Installing cameras outside the building
Installing video surveillance in a kindergarten that protects against terrorist threats and illegal intrusion is mandatory and is the responsibility of the head.
Video cameras are installed on the ground floor of the building, as well as outside along its perimeter. All entrances to and from the preschool institution are recorded. The cameras are placed in a certain way so that all incoming people, especially their faces, are visible.
In this case, the consent of the parents and employees of the preschool institution for the video recording is not required.
What law is established?
Existing norms of the law, clearly speaking about the mandatory video surveillance on the ground floors in educational institutions and outside the building:
- Federal Law of March 6, 2006 No. 35 on countering terrorism - priority measures to prevent it.
- Approved by the president on October 5, 2009, the “Concept for Countering Terrorism in the Russian Federation” (Clause 11 “e”) - regulates the security of facilities with a massive presence of people.
- Federal Law of December 30, 2009, No. 383, which regulates issues related to the technical safety of buildings.
- SP 118.13330.2012 as amended by SNiP on 06/31/2009 (paragraph 6.48). "Set of rules. Public buildings and facilities. ” It provides for the need to place video surveillance systems, security rooms, fire and security alarms on the ground floors in educational institutions.
Who is financing?
Funding is provided from the local budget. The Federal Law on the General Principles of the Organization of Local Self-Government (Article 15, Part 1, Clause 6.1) gives local authorities the authority to participate in the prevention of terrorism.
Also, clause 42 of the “Concept for Countering Terrorism” establishes a provision for regional and local authorities according to which they incur expenses from their budgets for organizing such events.
Installation of cameras inside the building
It is not prohibited by law to conduct video surveillance in kindergartens, even in rooms for games, sleep, classes, etc. Questions may arise when it comes to viewing and using the information received.
The law does not oblige to install video cameras directly in kindergarten groups. Therefore, it is necessary to obtain the consent of staff and parents to video and use the information received in the future. Equipment costs in this case will also fall on the shoulders of the legal representatives of the pupils.
On this issue, experts did not come to a consensus. It is also not clearly stipulated in the law. Judicial practice has not yet been formed on it.
Different approaches
Specialists distinguish 3 different approaches to solving this issue:
- The need to obtain consent for video recording indoors DOU only from parents.
- There is no need to obtain consent from either parents or employees, as a pre-school institution is a public place.
- The need to obtain consent from both parents and employees.
In any of these cases, it is necessary to notify the kindergarten workers about the change in working conditions in writing (about making a video recording). You also need to reflect the information about the video surveillance in kindergarten in the rules of the internal labor schedule (PTTR).
It is recommended that parents obtain written consent for video filming in order to exclude possible conflict situations and litigation in the face of legal uncertainty on this issue.

The DOU management needs to issue an order before installing the cameras. It is advisable to indicate:
- persons responsible for the work of video surveillance;
- Responsible for familiarization with the documentation on video surveillance of parents and kindergarten employees;
- an approved local act regulating issues related to video surveillance in a preschool educational institution;
- approved changes to the PSTR.
In the premises where the cameras are located, it is imperative to post an announcement about video surveillance. Thus, the organization of video surveillance in the premises of a kindergarten, where it is not required by law, is possible with the consent of the parents.
Human factor
Complicating the installation of video cameras in a preschool educational institution may be the reluctance of employees to be under constant parental control. Even a teacher who knows his job and loves children can not withstand such an emotional load and quit.
And the point here is not at all that he has something to hide. Just knowing that you are being watched vigilantly makes you constantly look at the cameras and think about your parents, rather than devote all your attention to the children. Sometimes this factor becomes the main obstacle, and not a banal lack of funds.
On the other hand, conflicts that have arisen are much easier to resolve if there is evidence in the form of a record.
Where to begin?
The management of a preschool institution for the organization of video surveillance in indoor premises needs to do the following:
- Obtain written consent from each parent.
- Notify each employee of the installation of a video surveillance system in kindergarten.
- Develop and approve a local act on working with such a system.
- Make changes to the PSTR.
- Issue an order to install video cameras.
- In the rooms where the cameras are located, post announcements about the video shooting.
It is very important that the information obtained during video surveillance in kindergarten can be used only for the safety of children and employees. The management of the preschool institution is obliged to take all necessary measures to prevent video materials from being freely available.
Development of a local regulatory act and its approval
It is advisable to reflect all issues related to video surveillance in kindergarten in a local regulatory act. It is a set of rules and regulations governing various issues related to this topic.

- General Provisions
- Goals and objectives of video surveillance in a specific preschool institution.
- The order of the organization of the video surveillance system.
- View and store received data and transmit it to third parties.
A similar provision on video surveillance in kindergarten is approved by order and signed by the head.
How to organize a video surveillance process?
You can contact specialized companies. This method is the simplest, but also the most expensive - for the preparation of the project and installation, the amount of the premium from 30 to 70% will be added to the cost of the equipment itself. In kindergartens, there is no need to install cameras with ultra-high resolution. The main role will be played by the stable operation of the system and its simplicity. - a recorder with several recording modes (continuous, by motion detector, by schedule);
- connecting cords and accessories for installation;
- optionally a hard disk.
For outdoor installation, moisture- and dustproof chambers are suitable, which are attached to both horizontal and vertical surfaces. Standard analog cameras differ in basic equipment. If necessary, you can choose a system with digital or AHD cameras.
The kit connects to any TV or monitor (HDMI, VGA), is controlled using a computer mouse. Remote access is possible from any devices (computers, tablets and smartphones based on Android, iPad and iPhone). A free program is installed for viewing.
If parents do not have access to online video surveillance, then in accordance with the Law on Personal Data No. 152-FZ (Article 14), at the request of the parents, the administration is obliged to provide records. In accordance with the law, an appeal must be made in writing. The response period may be no more than 30 days.
What will the cost depend on?
The total cost of installing CCTV cameras in kindergarten will depend on the quality and quantity of equipment. There are several options here:
- Economical. The cameras record the entrance, capture a small part of the surrounding area. The price will please, but the image quality will not differ in high detail.
- Standard. On cameras all incoming are clearly visible. Recording will be carried out at the expense of additional sources even in the absence of main power supply.
- Ideal. High-resolution cameras are located outside the building, both at the entrances and in the indoor premises. There is also the possibility of non-volatility.
For each individual preschool institution, its own option is suitable, since the requirements for all are individual. The organization of video surveillance in kindergarten is a necessary security measure, and not a whim.
Surveillance cameras are better to record around the clock, especially in the summer. This will help to avoid damage to the property of playgrounds where various companies can gather. It is advisable to set the on-time to the internal cameras, because the groups are empty during non-working hours.
The installation of cameras is beneficial for everyone: both parents and the administration of a preschool institution.
