The legislation defines preferential groups of citizens who are entitled to a free parking permit of a resident. In particular, they include:

- Disabled.
- Low-income and large families.
- Participants of the Second World War, prisoners of the ghetto, concentration camps, other places of forced detention, defenders of Leningrad and so on.
Where to apply for a resident parking permit?
The issuance of the document is carried out in multifunctional centers serving citizens. Regional authorities are also developing special Internet portals. You can register for them and submit an application online, on the basis of which the parking permit of the resident will be issued. 
The nuances of the procedure
A paid parking resident can obtain a permit for 2 parking spaces for one residential building. The paper is valid for a year. A resident parking permit allows you to park your car daily from 8 p.m. to 8 a.m. For 2 months before the end of his action, a citizen has the right to apply for a new one. The permit will enter into force after the expiration of the previous one.
Document Termination
A permit may be revoked if its owner loses the grounds for its acquisition. For example, the termination of its validity may be associated with the transfer of the apartment in the ownership of another person. Permission may also be suspended. This takes place in cases where the car owner has three or more unpaid debts for administrative fines imputed to him. It should be said that in such situations, the resident is preliminary notified that his permission may cease to be valid. After receiving such a notification, the car owner should send data to the authorized authority within ten days to confirm the repayment of debts.If this is not done, the permit will be suspended. You can resume it after paying all debts. When restoring the validity of a document, its term is extended for the period of suspension. 
Resident parking permit: documents
The multifunctional regional center should provide:
- Statement.
- Identification.
- Registration documentation for the car.
- Consent of tenants and homeowners.
- Social or employment contract.
- Extract from the house book.
- Power of attorney and passport (for representative).
All papers are provided in the form of originals and copies. The resident is entitled to submit the above documents both personally and through his representative. Accordingly, in the power of attorney of the latter, powers should be established. The decision to issue a permit is made six days from the date of receipt of the application and attached papers from the resident or his representative.
The nuances of filling out an application
As mentioned above, parking permits can be obtained by submitting an application. Regional authorities that are responsible for the allocation of parking spaces accept applications through multifunctional centers. After receiving the form, the car owner enters the following information into it:
- Date of request.
- The essence of the statement: the resident seeks to include his data in the register of parking permits or to change information in an existing record.
- Name of citizen who is applying.
- Passport data.
- Date of birth.

The completed form is checked by an authorized representative of the MFC. Residents located in Moscow also apply to the local multifunctional body, provide an application and the necessary package of documents. The period during which the paper will be issued is also 6 days. In accordance with the obtained parking permit, they will use the parking lot by paying the appropriate fee. For residents of Moscow, the annual payment will be 3 thousand rubles. 
How to pay for a parking place?
A resident fee can be paid in several ways. In particular, this can be done on the corresponding pgu.mos resources. or parking.mos., in your account (you must register). You can pay using a bank card, electronic wallet, mobile payment or through the online banking service. Payment data will be recorded in your account. You can also pay at the banking institution on receipt. After the payment has been made, the licensed car owner should send a copy of the document certifying the transfer of funds to the email address of the authorized service for verification. The receipt should contain the following information:
- Beneficiary details.
- Name of payer.
- The required amount to pay.
- Date of operation.

In general, registration of parking permits for residents is a fairly simple procedure.For ordinary categories of citizens, an important condition must be met. Applicants should not have unpaid administrative fines. And, of course, you should not allow arrears during the period when permission has already been received.
