All citizens of our country must change their passport at least twice in their lives. According to the law, this happens when they reach 20 and 45 years old. Where to change the passport and what documents you need to collect for this, we will tell in more detail.

As already mentioned, every citizen of the Russian Federation without fail twice changes his passport. The "Regulations on the passport of the Russian Federation" states that the replacement of the passport can be planned and unplanned. Planned passport is replaced at 20 and 45 years. It should be borne in mind that this procedure is given only 30 days following the date of birth.

If a citizen does not have time to get a passport in these terms, he runs the risk of being fined. According to the "Code of Administrative Violations", the fine in this case can be from 2 to 3 thousand rubles (in cities of federal significance such as Moscow or St. Petersburg, the amount of the fine will be 3-5 thousand). In addition, after 30 days, the old passport loses its legal force and becomes invalid. Thus, until the registration of a new document, the citizen actually remains limited in rights, because the passport number is not stored in the new document, and he will not be able to get a job, draw up documents, or perform any other actions that require a passport. An exception may be service in the Armed Forces. If the twentieth birthday is in the army or navy, where changing the passport is quite problematic, this operation can be postponed until the end of the service, and start processing a new document after being transferred to the reserve.

Unplanned replacement occurs in the following cases:

  • in case of loss, theft, wear or damage of the current document;
  • if an error was found in the specified data;
  • change of first name, patronymic, last name, date or place of birth;
  • sex change.

In Moscow and in other cities of Russia, a passport can be replaced at the FMS offices attached to the area of ​​actual residence. Even if the registration of a citizen does not comply with him, the application will have to be accepted. In this case, a certain difficulty will be the timing of the passport. For example, if a person lives and works in Moscow, but is registered in another region, the replacement of a passport can last up to two months. This is due to the fact that employees of the migration service send a request to the place of registration of the citizen. In any case, a temporary certificate will be issued for this period.

Few people know that if, for health reasons, a citizen cannot independently appear in the FMS department, after submitting a written application, where the reason will be justified, the service official is obliged to go to his place of residence to accept the application. And if the state of a citizen has not changed, and he still cannot visit the department on his own to get a passport, then a second application can serve as the basis for the official to leave for delivery. All this is stipulated by the current Regulation (p. 107).

Another institution through which you can apply for a passport replacement is a multifunctional center (MFC) or an Internet portal. Of course, this will not save you from a visit to the FMS department, but it’s quite possible to save time by making an appointment and thereby avoiding queues.

To replace a passport, you must collect and submit the following information:

  • passport;
  • Application form 1-P (it can be printed or filled out manually);
  • two photos - the face on them should be open and occupy at least 80% of the photo area, you do not need to crop them;
  • receipt confirming payment of state duty, or its details (it is worth noting that when presenting only details, the FMS employees often refuse to accept the application, but this is not entirely legal, as the Regulation (paragraph 33) says that in such cases information about payment must be verified by the staff themselves);
  • birth certificates of children under 14 years old (if any);
  • in the event that a citizen is liable for military service, a military ID must be provided;
  • document confirming registration;
  • certificate of marriage or its dissolution;
  • in case the passport is changed unscheduled, documents are needed that will serve as the basis for its replacement (certificate of loss, certificate of gender change, certificate of change of name).

If the application was submitted to the department serving the territory where the citizen is registered, then the new passport will be issued no later than ten days after the application is received, but the passport number and its series are not saved. In this case, the employee who received it is obliged to inform the exact date of issue of the new document.

If a person receiving a citizen’s passport submits an application to the FMS, where he is registered at the place of stay or does not have a registration at all, the terms are increased to 60 days.

After submitting the application, a citizen can demand the issuance of a certificate stating that the documents have been seized to replace the passport, or a temporary identity card in form 2P. For its design will need an additional photo.

When they may refuse to accept documents

In some cases, the FMS staff may not accept a passport change application or documents submitted with it. Typically, this can happen for the following reasons:

  • if the application was completed incomplete or incorrectly;
  • in the absence of a document required for replacement;
  • in the absence of documents confirming payment of state duty;
  • if there is no photo or they do not meet the requirements;
  • if the submitted documents contain a document in a foreign language without a notarized translation.

When they can refuse to issue a new passport

There are only two legitimate reasons why a person may be refused a passport. This can happen if he is not a citizen of Russia. The second reason may be information that does not correspond to reality specified in the statement.
