What is SNILS?
SNILS - unique personal account number, placed on a green plastic card laminated on both sides. This is a kind of certificate that confirms the insurance of Russian citizens in the system of compulsory pension insurance. The card contains information about the insured person, in particular his gender, personal data (full name), date of receipt of the card, as well as information about birth (date and place).
This is one of the few documents that remain with a person for life and do not need to be replaced. Although in some cases the Pension Fund may replace the card, the unique personal account number will still remain unchanged. As a rule, a new card is issued only in case of loss, as well as when a citizen changes his personal data. In fact, this means a change of surname, name or patronymic, gender change. But at the same time, an urgent question arises: why should a child make SNILS?
What is a child account number for?
The significance of the adult pension certificate is clear. But why does the child need such a document and how to draw up the child's SNILs - many do not know about this. The introduction of compulsory pension insurance for all Russians, starting from the moment of birth, is associated with the active distribution of public services through plastic cards, through which the majority of municipal and state services are available to citizens of the Russian Federation.
SNILS allows the child to participate in a variety of social, economic and medical programs for the population, which are implemented by the Russian government. In the future, it is generally planned that this document will replace financial, travel, identity cards and many other documents. Is it possible to get a number at another institution?
There is a definitive answer to this question: no. In other state and non-state institutions it is impossible to issue SNILS. At least for the time being. All issues related to obtaining this document are the responsibility of the PF. Many of our fellow citizens are confident that SNILS can be issued through the portal of public services. But here they are mistaken. It is currently impossible to issue SNILS for a child via the Internet. Although it is worth noting that recently the question of partial transfer of rights to paperwork from the Pension Fund to other institutions has been increasingly raised.In the meantime, it is impossible for a child to issue SNILS through public services, this issue is completely in the competence of the Pension Fund.
By the way, some human rights activists are sure that the registration procedure should be supported by the FMS. But so far, it is the PF that deals with questions about how to issue SNILS to a child. Government services have not yet overseen this issue.
Procedure for issuing SNILS for a newborn child
It is expected that documents are required for the registration procedure. By the way, SNILS can be issued to all children, even if the child is not a citizen of the Russian Federation. So, how to issue SNILS for a child?
To do this, one of the parents (or legal representative) needs to contact the Pension Fund branch at the place of residence. It is not required to take a child with you.
Currently, the following documents are required for registration of a personal account number for a newborn baby:
- Birth certificate. PF employees must provide the original document and its notarized copy. You can get SNILS for a child in Moscow at the PF department at the place of registration.
- Application for registration. This document must be signed by one of the parents of the child.
- Identity documents of the applicant. The parent must also provide his passport to the PF.
You will receive SNILS within three weeks after submitting the documents.
List of documentation required for obtaining SNILS for children over 14 years of age
The procedure for obtaining SNILS by children who are already 14 years old is somewhat different. As you know, at this time the child acquires partial legal capacity and can solve some issues without the mandatory participation of parents. By law, such children must independently submit an application to the PF. In this case, the following documents are required:
- A statement that is written by a child and has his personal signature.
- Passport of a citizen of the Russian Federation of an internal sample.
Obtaining an individual personal account number without the participation of parents and a child
The Pension Fund recognizes the possibility of issuing SNILS by proxy. That is, if parents do not have free time, then they can use the services of representatives of lawyers and law firms. But such a procedure is not free. Therefore, you can use the services of the next of kin, namely to issue them a power of attorney to conduct business.
In addition, kindergartens, schools and other institutions are also entitled to issue SNILS for a child. In this case, nothing is required from the parents. Educational institutions have the right to independently help their pupil in obtaining the necessary documentation. The only thing required in this case is the consent of the parents and the child if he is 14 years old.
Also, the child can receive SNILS at the request of the employer. If your child has found an official part-time job for the summer holidays, then he must have SNILS. But in this case, the employer himself will help with obtaining a certificate, who will be required to make monthly pension contributions. The child will need to fill out a questionnaire, which the employer will transfer to the Pension Fund.
Some subtleties of the procedure for obtaining SNILS for children
Many people are afraid to draw up SNILs for their child if they themselves do not have it, believing that in this case the PF may refuse to issue a document. In fact, this is not so.
