Not everyone knows what a diplomatic passport is. This document is considered one of the main documents used to cross state borders. Next, we consider in more detail what constitutes a diplomatic passport of a citizen of the Russian Federation.
General information
Outside the Russian Federation, a diplomatic passport certifies the identity of its resident. This document acts as state property. After three days from the end of the trip, the diplomatic passport must be returned to the organization that sent the person outside the country.
Data entered in the document
The diplomatic passport contains information about the owner. In particular, full name, date of birth, gender, personal code are indicated. The document contains information on citizenship, the date of issue and the period of validity of the document, as well as the name of the issuing authority. On a letterhead in Russian and English letters, the request of the authorized ministry is printed in a typographic manner for the owner to freely pass through all the authorities of the Russian Federation and friendly countries and render him all kinds of assistance. The diplomatic passport of a foreign citizen is marked on the border crossing, as well as issued visas.
Design Features
Not everyone can have a diplomatic passport. How to get a document? The legislation established a specific procedure for this procedure. A diplomatic passport is issued for the period of the business trip. If it is not defined, then for a period of five years. If the duration of the trip is more than five years, then the period is extended for all its time, but not more than 10 years. The document for the President of the Russian Federation, members of the Federation Council, deputies of the State Duma of the Federal Assembly lasts throughout the entire period of their authority. A diplomatic passport is obtained at the Ministry of Foreign Policy. When preparing the document, the organization that sends the person on a business trip abroad of the Russian Federation submits an application and the following papers to the Consulate Department:
- Application form with data entered into it. The form of this document is approved by the Ministry of Foreign Affairs of the Russian Federation. The questionnaire contains information about the person to whom the diplomatic passport is issued. An exception is when the document is intended for a child under seven years of age.
- An account card (completed) with a photo of the owner. The paper is provided in one copy, certified by the seal of the sending organization.
- Four photosthat allow you to visually identify the owner.
- Documents confirming the payment of consular services and the cost of a passport form. This is carried out by the sending organization.
Document return
A citizen must hand in a diplomatic passport, as mentioned above, within three days from the completion of his business trip. The document is returned to the organization that sent him abroad. She, in turn, must pass the diplomatic passport received from the citizen to the Ministry of Foreign Affairs if:
- The document has expired.
- Owner information has changed.
- There were circumstances due to which the person’s travel outside the state is limited.
- The appearance of the owner has changed significantly.
- The validity of the employment contract concluded by the seconded organization and sending it.
- The owner of the document has died.
If during the validity period of the passport reliable information has been revealed that can act as a basis for a temporary restriction on issuance, then the prosecutor’s office, court, and internal customs affairs border services, as well as consular posts and diplomatic missions seize him. After that, the document is sent to the Ministry of Foreign Affairs of the Russian Federation. Withdrawal is also carried out upon detection of fake, transfer to another person, illegal registration, as well as in the event of termination of citizenship.
Who can have such a document?
Diplomatic passport may issued to citizens of the Russian Federation, which, according to the Vienna Convention of 1961, have diplomatic immunity when crossing the Russian border. These persons include:
- President of the state.
- Members of the Federation Council.
- State Duma deputies of the FS.
- Members of the government.
- Judges YOU, COP, Armed Forces.
- Prosecutor General of the Russian Federation.
- Chairman of the Central Bank.
- Diplomatic staff and couriers.

A diplomatic passport is also issued for family members, minor and adult disabled children of a citizen holding such a document and seconded abroad, living or traveling with him.
Visa requirements
In comparison with the all-Russian and official, a diplomatic passport allows you to get a facilitated and visa-free travel to some states. In particular, they include parties to the Schengen agreement, as well as India. Along with this, and for holders of a diplomatic passport, there are requirements for obtaining visas to a number of countries. In particular, a visa is needed to visit the UK, USA, Canada, some Arab states and so on. Due to the fact that the diplomatic passport and official passport do not provide for tourist trips, a number of agreements on visa-free entry do not apply to holders of these documents. Prior permission is required when visiting the Dominican Republic, Israel, Montenegro, Bangladesh and other states.
Diplomatic passport: benefits, privileges
According to the provisions of the Vienna Convention, these persons cannot be detained or arrested on the territory of other states. In this case, special attention is drawn to the fact that the receiving party must show the necessary respect for these persons and prevent any encroachment on their dignity and freedom. These provisions of the Convention are implemented in practice quite clearly. Persons who have diplomatic immunity have a huge number of benefits. In particular, they are exempted from the need to pay debts, loans, and may carry weapons. Baggage contents are not available to customs. In case of violation of traffic rules, traffic police are not entitled to stop the diplomat’s car. The ambassador’s car has a special sample number. In any country in the world, police, as a rule, do not even try to stop such cars. They do not pay attention to them, even if the cars are left in the center of the street. In principle, a diplomat may not even comply with traffic rules. His behavior on the road is limited only by his own sense of self-preservation.
Luggage
Diplomats can transport anything across the border. In the "baggage" may be personal items, money, weapons and so on. Diplomats are exempted from import duties. In addition, their baggage is not subject to inspection at customs. In Art. 27 of the Vienna Convention specifically stipulated the procedure for its delay or opening. Of course, the customs officer may suspect the presence in the baggage of unacceptable things or smuggling. Due to the fact that fluoroscopy is not practiced (although the Vienna Convention does not prohibit this clause), there are two ways to check what is in the diplomat’s bag: a metal detector and a dog.If serious suspicions appear during the inspection, the customs officer may invite the luggage owner to open it. Inspection can only be carried out with the consent of the owner and in his presence. If the diplomat refuses to perform an inspection, his baggage may be returned to the state from which he follows. Personal items packed separately are not provided with special stickers and may be inspected. However, like "diplomatic baggage", they are checked without delay and in the presence of the owner. Usually, ambassadors pack personal items and work equipment in one bag, on which the corresponding marking is placed.
