Almost 20% of all beneficiaries in our Federation are labor veterans. The assignment of this status is carried out to certain categories of citizens in accordance with the law.
Who can become a labor veteran?
The assignment of certain ranks is carried out in accordance with applicable law. According to Art. 7 of the law "On Veterans", these include:
- people with the corresponding certificate "Veteran of Labor";
- men who have worked for more than 40 years, and women who have worked for more than 35 years who started working during the Second World War during their minor years;
- persons awarded with medals, orders, distinctions in labor, awarded the honorary titles of the Federation or the USSR, provided that they have the necessary length of service to receive a pension for long service or old age.
You can get a certificate that will give the right to benefits of a veteran of labor, in the bodies of social protection. The management of organizations is entitled only to reward their employees with decals for achievements with the knowledge of the relevant line ministry. And they, in turn, are the grounds for conferring the status of a veteran of labor.
Status Assignment Procedure
In order to be entitled to all the benefits provided, labor veterans of federal significance must draw up the appropriate documentation. So, it is necessary to submit documents to social protection bodies that confirm:
- awarding with orders, medals, awarding of honorary insignia and ranks;
- the presence of seniority necessary for the appointment of an old-age pension or for the length of service of a certain number of years;
- the beginning of labor activity during the Second World War at a minor age, with the exception of work in temporarily occupied territories;
- experience (over 40 years for men and 35 for women).
A 3x4 photo is also needed. In addition to the application, it is necessary to provide papers that confirm the right to obtain the title of labor veteran. To do this, a copy of the work book or a document that can confirm the earned work experience is suitable.
The social protection authorities can clarify which documents are needed in each particular case. Most people who apply for the title of labor veteran expect certain benefits. These include free medical care, cheaper utility bills, travel.
Get benefits of a veteran of labor is possible only after you confirm the appropriate status. The application is considered for 15 days. During this period, an appropriate certificate is issued. If representatives of the social protection authority refuse to grant the title of labor veteran, they are obliged to explain the reason for this decision.
Treatment
Despite the fact that the title of a labor veteran can be conferred not only on pensioners, most of the benefits provided can be used only after leaving for a well-deserved rest. These standards are spelled out in Russian law.
So, labor veterans get the right to free services in municipal or state polyclinics and hospitals only after retirement. Then they can go to dentistry for the manufacture or repair of dentures at the expense of budget funds. True, only those medical institutions that have an agreement with the municipality will agree to do this. It is better to contact the usual state dental clinics or offices to which you belong at the place of residence.But do not forget that you can count on free service only after you have been awarded the title of “retired labor veteran”. Privileges, however, do not cover the cost of cermets and prostheses made of precious metals. You will have to pay for them yourself.
Vacation
One of the advantages you can take while working. So, every labor veteran has the right to choose when he wants to take planned leave. Also, this category of citizens can expect to receive an additional 30 days of rest without saving wages. But such leave is granted provided that the person subsequently continues to work.
Directions
Veterans of labor are free to move around the cities of the Russian Federation. Regardless of where the person is registered, he can use all types of city public transport in any locality for free. The exception is taxi.
But this is not all transport privileges for labor veterans. They can also travel free of charge on vehicles intended for general use, on suburban and intercity routes, regardless of the place of registration or actual residence. So, the beneficiary is free to travel on inter-republican, interregional, inter-regional flights. Also, free travel is required on all intra-republican, intraregional, intra-regional and intra-district automobile routes.
But on the rail and water transport of suburban traffic during the period when seasonal tariffs are in effect, labor veterans are entitled to a 50% discount. Other conditions may be established by local authorities separately in each region.
Housing and utilities
Legislation provided for benefits designed to reduce the costs of citizens with the title of veteran of labor. So, this category of people receives benefits in the amount of 50% for housing and utility bills. True, only if a person has no debt. Housing benefits are provided to labor veterans for services such as water supply and sanitation, gas, electricity, heat, waste collection. The norms are approved at the local level and do not depend on the type of housing stock.
Also, veterans do not fully pay for the use of a radio and television collective antenna. A discount of 50% is due when paying for premises occupied by the beneficiary and his family members, but only within the established norm.
Taxes
In some cases, labor veterans can count on other concessions. For example, they may not pay in full. land tax. Benefits to veterans of labor have not been established at the national level. But local authorities of any subject of the Federation can do this. They have the right to completely exempt labor veterans from paying this tax, and to provide a deduction from the tax base. But this will have to be compensated at the expense of exclusively local budgets.
Some categories of citizens have the right to receive a tax deduction from the cadastral value of the plot. Specified price is the basis for taxation. At the federal level, for some categories of citizens this amount is set at 10 thousand rubles. But, unfortunately, labor veterans are not included in the list of persons to whom it is provided. They can be included in the list only at the local level. They do this far in all regions, because in this case, payment of benefits to labor veterans is made from the local budget fund. But the government so far refuses to consider this issue at the federal level.
Shipping Fees
In some regions, there are other tax benefits for labor veterans. But it is worth remembering that the question of their representation is decided by the local authorities in the subject of the Federation subordinate to it.So, in some regions labor veterans are allowed to pay 50% of the transport tax. But the discount applies only to 1 car. In many regions, there is a limitation on the maximum engine power (not more than 150 hp).
You can find out what benefits are granted to labor veterans (taxes) in your region, in the appropriate inspection. They will explain whether this honorary category of citizens has the right to reduce the tax base.
It is also important to understand that individuals, including labor veterans, can refuse the benefits provided. And this means that obtaining the right to benefit is possible after writing the corresponding application. This must be done in the inspection to which you relate.
Property tax
There is a list of situations in which citizens are nevertheless exempt from paying taxes. For example, labor veterans who went on a well-deserved rest, as well as other pensioners, have the right not to pay property tax. Moreover, this does not apply to any one object, but to all property owned by a person. This may be an apartment, a house, a garage, a summer residence, other buildings or a certain share in the property.
However, do not forget that this is not only the benefits of a veteran of labor, but also of all citizens who have already become pensioners. To use them, you must submit an appropriate application. At the same time, papers must be attached to it, on the basis of which you are granted benefits. To exempt from property tax, it is enough to present a copy of the usual pension certificate.
Features
Don't be upset if you find out about tax breaks too late. Under current legislation, you can get them not only in the current period. Upon request, the inspectorate will recalculate the amount due for the previous three years. Of course, cash will not be returned to you, but the amount of taxes that you will need to pay in the future will be reduced by the collected amount.
Regional benefits in Moscow
City authorities in the capital have expanded the list of benefits for some categories of citizens. In Moscow, not only communal benefits are provided to labor veterans.
Honorary citizens in the capital can travel for free in suburban rail transport with a social card. They are also entitled to a fixed monthly compensation for regular telephone services provided by local companies.
In the presence of special medical indications, citizens through social protection bodies can arrange sanatorium-resort vouchers. There are also other benefits for labor veterans in Moscow. So, for example, they compensate for the cost of travel by rail to the place of treatment for vouchers issued by the social security authorities.
Also, labor veterans (women over 55 years old and men over 60) have the right to free collection of municipal solid waste. For this age category, a 50% discount is also set for broadcasting services in citywide television program networks. But this applies only to single pensioners.
Residents of the capital can count on city monthly payments. It is paid starting from the next month after the day of treatment.
Benefits in St. Petersburg
Residents of the Northern capital with an honorary title can rely on the prescribed benefits of a labor veteran. So, they are given the opportunity to pay 50% of the cost of housing, utilities. Veterans also have the right to purchase a preferential monthly ticket that allows you to ride all types of ground urban transport and the metro at a price that corresponds to the size of a single cash payment.
But this is not a complete list of what benefits veterans of labor in St. Petersburg have.For example, between the end of April and the end of October, they can travel by commuter rail and road transport, paying only 10% of the fare.
But the discount on river transport during the same period on the Lomonosov-Kronshtadt route is 30%, that is, veterans will need to pay 70% of the ticket price.
Federal benefits
Regardless of the region of residence, the advantages that the title gives are not too great. But taking into account the fact that for most elderly people, pensions do not allow for a decent old age, do not refuse the opportunity to get additional discounts that every federal labor veteran can count on. The privileges that are provided without taking into account the place of residence give an opportunity to save on utility bills, housing costs, and, of course, travel.
