On August 4, a new Order of the Ministry of Health of the Russian Federation No. 240n entered into force, in connection with which a new certification of medical workers for the category was introduced. However, few people know what changes were made to the certification procedure, and also what is the main difference between the previous and current orders.
General information
The new procedure, in accordance with which certification of medical workers for a category is carried out, establishes new rules for passing this procedure. It fully applies to specialists with secondary medical or pharmaceutical education, as well as specialists with higher professional education and engaged in related activities.
In the same way as before, certification of medical workers for a category is carried out according to the positions that are provided for by the current nomenclature in three main categories - the second, first and highest. This procedure is carried out once every five years. It is worth noting that the certification of medical workers in a category assigns a person a certain qualification, which also remains valid for five years from the day the relevant administrative act was issued.
After carrying out this procedure, a specialist can claim to be assigned a higher category before the expiration of the specified period, but at the same time, this procedure can be repeated again no earlier than three years after the assignment.
Experience
Any nurse or other employee must follow a certain procedure, in accordance with which the basic requirements for the experience of a certain specialist were adjusted, allowing him to get one or another qualification category:
- To get the second category, you must have at least three years of work experience in your specialty.
- The first category is five years.
- The highest category is seven years.
As a comparison, we can say that earlier, to obtain the highest category, it was necessary to have at least 10 years of experience for those specialists who have higher professional education.
Requirements
In addition to the length of service, the current procedure also establishes certain requirements for the practical skills and theoretical knowledge of applying specialists. In particular, based on paragraph 8, a nurse or other specialist who claims to receive a second qualification category must meet the following criteria:
- The presence of theoretical training, as well as practical skills in the field of his professional activities.
- The use of the most modern methods of treatment, diagnosis, prevention and rehabilitation, as well as the possession of all the necessary medical and diagnostic equipment in the field of their professional activity.
- Orientation in modern scientific and technical data, mastery of the basic skills of analysis of qualitative and quantitative indicators of activity, as well as the preparation of a working report.
Further training of health workers to the first category requires the following:
- The presence of theoretical training, as well as all the necessary practical skills in their field of activity and other related disciplines.
- The use of modern methods of treatment, diagnosis, prevention and rehabilitation, as well as the possession of all the necessary medical and diagnostic equipment in their field.
- The skill of qualified analysis of indicators of the quality of professional activity, as well as orientation in modern scientific and technical data.
- Taking part in solving various tactical issues related to the organization of professional activities.
What do you need to pay attention to?
After the certification work of the nurse or other employees has been carried out, the resulting category assigned before the entry into force of this Procedure is retained for a specified period.
To obtain the highest qualification category, based on paragraph 10, the specialist must:
- Have a sufficiently high practical skills and theoretical training in their professional activities, as well as to understand related disciplines.
- Use only modern methods of prevention, diagnosis, treatment and rehabilitation, as well as have the necessary medical and diagnostic equipment to conduct their activities.
- To be able to conduct a qualified analysis of data from specialized research methods to establish a diagnosis.
- Fully navigate in all modern scientific and technical information and apply it in the process of solving any strategic and tactical issues in their activities.
Commission formation
In order for the certification work of the nurse or any other employees of medical institutions to be carried out, as before, it is customary to create specialized commissions, which, depending on which particular bodies formed them, may be departmental, central or territorial. Moreover, the current procedure regulates in detail the rules for the formation of such commissions and their exact composition.
If a person is not satisfied with the existing salary of a doctor, he submits an application for further training, as a result of which a certification committee is formed, which includes a coordination committee. This set of employees assumes the functions of organizing the activities of the commission, as well as various expert groups involved in reviewing documents and conducting the exam itself.
Composition
The composition of the certification commission includes:
- Leading specialists of organizations involved in pharmaceutical and medical activities.
- Representatives of professional non-profit medical organizations and employers.
- Representatives of a public authority or company engaged in the formation of a certification commission.
The personal composition of the commission is approved after the issuance of the administrative act of the public authority or a specific organization engaged in the establishment of the certification commission. A person who will undergo certification has the opportunity to pre-prepare using Konkovo tests or other methodological materials.
Guide
General management of all the activities of this commission lies with the chairman, who at the same time holds the post of head of the committee. The deputy, respectively, is also immediately appointed to both posts, while he performs the duties of the chairman while he is absent.
Ultimately, a responsible secretary is appointed, who is responsible for registering and reviewing all documents by specialists who have expressed a desire to go through this procedure in order to receive a new qualification category, so that they will be assigned a new position, a doctor’s salary will be increased, or some other privileges will be granted. In particular, the documents are carefully checked to ensure that they comply with the established list and design requirements.After this, materials are formed for further referral to special expert groups and preparation of material and draft decisions of the committee for meetings.
Credentials
It is worth noting that in the new Order, the functions of not only the committee, but also the expert groups, are defined in sufficient detail. For example, the committee coordinates the work of expert groups and determines the methods, technologies and methods for assessing the qualifications of specialists, and also carries out further preparation and submission for approval to the body that was involved in the creation of the certification commission of a draft administrative act on the assignment of a new qualification to a specialist categories.
Next, the question of whether it is possible to improve the qualifications of paramedical staff and other categories of specialists is entrusted to expert groups that are involved in reviewing documents, and also prepare conclusions on the reports drawn up. Ultimately, they carry out test control of knowledge and conduct interviews, as well as make decisions regarding the issues of assigning a specialist with some kind of qualification category.
Based on paragraph 18 of the current Procedure, a meeting of the committee is carried out, if necessary, after the relevant decision of its chairman is made, while expert groups can meet at such events at least once a month. The holding of such an event can be considered competent only if more than half of the inspectors are present in the process.
All decisions of the expert group and committee are made in the process of open voting by receiving a majority of votes from the members present at the meeting. If the number of votes is equal, then in this case the chairman’s vote shall be considered decisive. It is worth noting that in the previous procedure, the certification of health workers provided for the presence of at least 2/3 of the total number of members of the commission, and if the votes were divided equally, then the decision was considered adopted in favor of the person undergoing this procedure.
The decisions made are drawn up in the form of protocols, which are signed by all members of the expert group and committee that were present at the meeting.
How is this event held?
First, a specialist who needs qualification certification presents the necessary package of documents. It should be noted that the general list of securities included in this list has not undergone any changes, but there is one exception: certification certificates must be submitted instead of qualification sheets. After the approval of the documents and the appointment of the date of the meeting of the commission, the specialist can be prepared using Konkovo tests or other necessary materials.
In the order that acted earlier, the head of the organization had to create absolutely all conditions for the specialist to receive the qualification category, in interaction with the commission, notifying the specialist himself and presenting all the documentation. Now there are no such duties to promote.
What are the main changes?
If we talk about innovations in the field of document submission, then first of all it is worth noting the need to translate into Russian all the papers that were issued in the territory of a foreign state and, accordingly, were issued in a foreign language, all of which should be certified in the prescribed manner.
Another innovation can be called a ban on the fact that an official of the organization who has the authority to engage with the certification committee of the company in which this specialist conducts his professional activity took part in the procedure for sending documents.The current Procedure indicates that only the specialist himself can submit the documents personally or send them by mail, and there is no longer a requirement for binding papers.
All documentation for compliance with the position should be sent by mail directly to the state body or company that created the certification committee, no later than four months before the last validity period of the existing category. In case of violation of this period, the exam may be held later than the end of this period.
It is worth noting the fact that, in accordance with the norms of the current order, certification can be carried out using special telecommunication technologies, as well as in the form of a field event.
The current procedure also indicates the rules and timing of the certification procedure. In particular, all documentation that goes to the commission must be registered by the executive secretary immediately on the day it is received. Within seven calendar days, starting from the day of registration of securities, they should be referred to the chairman (earlier, registration was carried out only after a seven-day check of all documents for compliance with the requirements was carried out).
If any documents stipulated by the Procedure are missing or incorrectly executed, the executive secretary must send a response to the specialist with a refusal to accept this package of documents and at the same time explain the exact reason within seven days. In such a situation, the specialist has the opportunity to re-send the documents, while if earlier there was only one month to correct the shortcomings, now this period is not regulated.
After registering all the documents, the chairman, who may be a doctor of the highest category or another specialist, must, no later than 14 calendar days, determine the exact composition of the expert group for the certification procedure, and then send her the papers of a specialist. At the same time, the expert group then has a period of 30 calendar days to approve the opinion on the report, as well as determine the exact date and place of the interview and test control of knowledge.
