Driver rights are among the essential documents for each motorist, so they should always be kept with you when traveling. Obtaining a driver’s license is a difficult process requiring special exams. Restoring them and replacing them in case of loss or expiration is not an easy task, we will talk about this today.
When should I change my identity?
Replacing an old driver’s license with a new one is carried out in cases such as:
- expiration of their validity;
- loss of a document due to various reasons;
- change of personal data (especially relevant for women when changing their surname after marriage).
Please note that a driver’s license issued in the Russian Federation is ten years. It is important to ensure that they are not expired, and to remember the end date of their validity. If they are not replaced on time, then the official has the right to impose penalties for the lack of an up-to-date document.
Document Change Procedure
Naturally, the first thing that interests many is where to change rights when such a need arises. So, this procedure was carried out until a certain point exclusively in the car inspection at the place of registration of the vehicle owner. However, now these conditions are somewhat relaxed. The only exception is the residents of the capital, who can change their rights in Moscow and nowhere else.

Replacement of rights in the event that their expiration date has expired or they have been lost is subject to the availability of a package of documents from the vehicle owner. Among them should be:

- A certificate from a medical institution (the same as that required upon receipt of the certificate). Does the exam pass when you re-obtain the certificate
Many motorists, along with where to change their rights, are interested in whether it is necessary to pass all exams again when changing them. This question of people is worried, first of all, because laws are often changing, and knowledge acquired 5-10 years ago is often already outdated.
This is not so, because getting a driver’s license has long been put on stream, and there are more and more people who want to find the coveted crust. New legislative framework
In 2014, the Law on Driving License in the Russian Federation was slightly modified. According to the new rules, you can get a certificate only subject to compulsory training at a specialized educational institution and passing exams. If earlier independent preparation for passing tests was allowed, now it is impossible.
In addition, the rights will necessarily indicate which gearbox in the car a person went through practical training. For example, if a person was trained on the “machine”, then the management of the “mechanics” with the received document may be punished in the form of one or another fine.
If earlier, when changing the name, it was possible to travel with the old rights for some time, now they will be considered invalid. Do tuition and exams go up in price?
Until 2015, payment was charged only for the cost of a plastic card for rights, but now there is a fee for passing the exam itself - separately for the theoretical part and for the practical one. Each retake is also paid separately.
Three attempts are given for each participant, if after them the results are still negative, a repeated examination is scheduled at least a month later.
Training in driving schools also tends to increase their cost.This is partly due to amendments to the law, as well as to the fact that each educational institution must have at its disposal a land plot of at least 24 acres for conducting practical classes with students.
All amendments, according to the Government, should improve the overall picture on the roads and reduce the number of accidents that occur due to the fault of drivers who have poor knowledge of driving techniques.
Replacing Ukrainian rights with Russian in Crimea
We talked about how to change the rights in Moscow and other regions of the country in case of their loss, expiration or other cases. However, there is another special circumstance that requires the procedure for replacing a driver’s document for residents of a new region of the country - the Republic of Crimea, who received Russian citizenship.
So, for residents of the peninsula, an exchange of Ukrainian-type driver’s licenses for domestic is free of charge under the following conditions:
- if the person does not drive the vehicle by proxy, but is its owner;
- received citizenship of the Russian Federation;
- the car is removed from Ukrainian registration and registered in accordance with Russian regulations.
What will happen if you do not change the certificate on time
As you can see, in most cases, the procedure for changing a driver’s license, regardless of region and reason, is not so complicated, but you must not forget about the need to do this. In the absence of a document or its delay, penalties or other types of administrative penalties may be imposed, in particular, the evacuation of a car.
By the way, the issuance of a temporary document is practiced only in case of loss or theft, when there is a probability of finding it. But when the certificate changes after changing the data or the expiration date, it is issued immediately after submitting the application and providing the accompanying package of necessary copies and certificates. At the same time, changing the rights in Moscow with the existing infrastructure will not be difficult for residents of the capital.
