Since ancient times, people have been wondering who lives like. They strive to show the virtues of their lives and prove that their homeland is the best. Competitions are held all over the world, and annually ratings of cities and living conditions in them are compiled. Similar studies are also being conducted in Russia. Competitions are held for an objective assessment of the standard of living and an objective rating. All this is done in order to find out in which city of Russia it is better to live.
The best city to stay
Not so long ago, a project was launched to study the quality of life of the population. Sociologists of the Financial University under the Government of Russia are conducting research in thirty-eight settlements to make a rating of the best cities based on living standards. For a qualitative assessment, it was decided to assign points calculated using coefficients. In this case, three approaches are taken to summarize.
Where do they get more, treat and learn better?
The first approach implies that the quality of life is, first and foremost, a high level of well-being of citizens with equal access to education and to receive high-quality medical services. Accordingly, to form the first coefficient, the following are measured:
- level of material security;
- the provision of medical services that meet modern standards;
- equal access to education, a real opportunity to get this education, and not just a document.
The calculations were made taking into account the data of Rosstat, which can be viewed on the official website. A large number of surveys were also conducted to obtain information on points of interest locally. Each indicator of the three studied is assigned an index, its weight is determined, and then the total value for the city is derived from the average of the three indices.
Factors Affecting Assessment
For example, the level of well-being was determined by indicators such as:
- average monthly salary;
- the possibility of acquiring a new car.
By a large margin, Moscow is undoubtedly the leader here, the income of its residents is incomparably greater than that of outsiders in Barnaul, Sevastopol and Volgograd. After Moscow are Vladivostok, Krasnoyarsk and Yekaterinburg.
Medical services were evaluated:
- in relation to the number of deaths to the number of pensioners;
- by how satisfied residents are with the quality of services;
- by the number of low-income people using paid services.
Moscow comes first in all cities, followed by the second capital, St. Petersburg, then Naberezhnye Chelny and Tyumen. The anti-leaders are Togliatti, Irkutsk, Grozny and Sevastopol.
Accessibility of education and its level were evaluated by the following factors:
- the number of children provided with places in kindergartens;
- employee salary level educational institutions in relation to the average salary in the city;
- the number of residents confident in a good level of education in their city.
In first place for this indicator was the city of St. Petersburg, followed by Tomsk, Tyumen and Chelyabinsk. The list is closed by Lipetsk, Naberezhnye Chelny, Tolyatti and Makhachkala.
According to calculations, using the first approach, we can conclude that the best city to live in Russia is Moscow, the rest are arranged in the following order:

Where are the best houses, roads and parks?
For the second approach, factors were selected that affect the convenience of life in a city.How well it is landscaped, what quality of roads and pedestrian paths, how often housing is repaired, and in what condition is the housing stock. All these are important issues in our lives. For an effective assessment, these factors were also divided into three groups. Housing, land improvement and roads.
The calculations were carried out similarly to the previous approach, based on objective and subjective indicators.
Housing and utilities in cities and work to improve the quality of housing stock was evaluated by:
- the amount of dilapidated and emergency housing;
- satisfaction of residents with the services provided by the housing and communal services, and the condition of the houses.
Here in the first positions were: Naberezhnye Chelny, Grozny, Tyumen and Moscow. The least quality of housing stock and low level of housing services were in Samara, Saratov, Sevastopol and Makhachkala.
Only the voices of the surveyed residents influenced the assessment of urban amenities. The largest number of satisfied people were in Grozny, Kazan, Tyumen and Naberezhnye Chelny. The most unsatisfied residents were in Togliatti, Omsk, Volgograd and Makhachkala.
According to the proverb, the biggest trouble in Russia is roads. This criterion was estimated by the number of transport routes that did not meet the standards, and by the number of residents satisfied with the road facilities of their city. The first places in the ranking were occupied by the cities of Tyumen, Naberezhnye Chelny, Novokuznetsk and Grozny. The last places were Omsk, Perm, Ryazan and Yaroslavl.
Summing up the research on the second approach, we can make a rating:

Where are everyone going?
The best cities of Russia have always been attractive to residents of our country. The possibility of development and career growth, a higher standard of living and access to education and medicine are what motivates people to change their place of residence. The indicators of population migration clearly show where they want to go to live in order to become better.
The third study evaluated the indicators of the balance of migration in relation to the number of residents, the number of citizens wishing to leave their city, and satisfaction with their life.

Voting for the best city is a nationwide election of the most symbolic and recognizable place in our country. The aim of this project is to increase the interest of the population in the cultural values of their small homeland and the whole country as a whole. And the city that will become the winner of the vote will undoubtedly receive an incentive for even greater economic growth and improvement of all spheres of life.
The cities on the list are the centers of the constituent entities of the Russian Federation, the total number of applicants for victory is 83. The winner receives the title "Best City of Russia".
Vote for your city is very simple, just go to the site and press the button. No registration required. But there is a limit in the number of votes from one IP address (computer, phone, tablet), it is possible to vote no more than once a day. This, of course, will not allow fraudsters to strongly influence the result, but experts do not expect especially objective results.

What are the best cities of Russia, and where it is more comfortable to live, can also be suggested by the annual competition among all cities and municipalities.
This is the most objective comparison, because it covers the entire geography of our country and focuses on a large number of criteria. The repeated winner of the competition was the city of Saransk, as many as eight times. The cities of Khabarovsk and Novorossiysk won seven times. Tyumen, mentioned in the previous ranking as the winner, won five times in the contest “The Most Comfortable City in Russia”, as did Almetyevsk and Leninogorsk.
The aim of the competition is to stimulate municipal authorities. According to the organizer, local authorities should strive to improve the quality of life of the population. As a result of the competition, the cities and towns that have succeeded most in this by reforming the housing sector, reducing losses and bringing the budget and the business sector to modern economic realities will be identified.
Which cities are participating?
Over the whole time, more than 4000 cities and urban-type settlements participated in the competition, held throughout the country. For convenience, categorization is accepted.
The first includes city-administrative centers, as in the voting “City of Russia”.
In the second category, settlements compete, where the number of inhabitants exceeds one hundred thousand people.
The third category consists of cities with a population of less than one hundred thousand people.
During the first month of the year, bidders submit a report on the work carried out by a specially formed commission, and during February, the commission makes a decision and draws up a rating.
Criteria by which achievements are evaluated
The best cities of Russia are evaluated by the following criteria:
- implement programs in the best way and in full social and economic development;
- perform specified volumes of construction and overhaul of the housing stock;
- have a positive trend in the improvement of residential buildings;
- overhaul road surfaces and lay new roads, sidewalks and storm sewers;
- ensure road safety and an appropriate level of transport service;
- greening and ennobling the territory of the city;
- take measures to cultivate the population and preserve the historical, cultural and natural heritage;
- replace the dilapidated engineering structures and keep them in good condition;
- reduce the number of unfinished square meters of housing under construction.
The competition also evaluates:
- provision of car garages and parking lots;
- the appearance of the city, compliance with the general style of new buildings;
- completeness of the architectural composition of the facades;
- maintaining cleanliness in the city;
- level of ecology and its maintenance.
Prizes to the winners
Participants in the first, second and third prize places will be awarded commemorative diplomas and cash awards. The funds received as a bonus are spent on the development of the municipal economy (90%) and on bonuses to employees of enterprises that have shown good results, which influenced the level of improvement. Participation in the competition, in fact, takes all of Russia.
