About the law
In Russia there is such a thing as a minimum wage. That is, the minimum wage. This is a statutory minimum, which regulates wages and determines the amount of temporary disability benefits. In addition, the minimum wage is used to determine the amount of fines, fees, taxes and other payments that are calculated in accordance with the law of Russia (depends on the minimum wage).
I must say that employers do not have the right to pay their employees such an amount that is less than the minimum wage. The only situation that allows this is when people work part-time or part-time. Then they can pay the amount of less than the minimum wage. There are no obstacles.
How the minimum wage varied
The minimum wage varied depending on various factors over time. And, looking at this “scatter” of amounts, it is hard to believe that all this happened in the period of 24 years.
So, until September 30, 1991, the minimum wage was 70 rubles. It must be remembered that then the money was a little different. Then, from October 1, 1991 to November 30 - 180 rubles. Then - 200, 342, 900, 2250, 4275, 7740, 14 620 ... the amounts grew, as if by leaps and bounds! And this is only for the next three years, from 1991 to 1994! Starting June 30, 1994, the minimum wage began to increase at an incredible rate. The amounts changed in this way: 20,500 rubles, 34,400, 43,700, 55,000, 57,750, 60,500 - these are indicators for the 1995th year alone! Further more. By June 30, 2000, the minimum wage increased to 83,490 rubles. However, then the crisis came, and the indicators returned to their original amounts. Salaries such as 132 rubles, 200, 300, 450, 600 ... became close again.
The minimum wage in 2011 was 4330 rubles. In 2012, the figure was slightly higher - 4,611. In 2013, people were paid a minimum of 5,205 rubles, in 2014 - 5,554. And, finally, 2015, the current time. Since January 1 of this year, a minimum of 5,965 rubles has been set. A small amount, given our prices and the current dollar rate. But, unfortunately, this is a true indicator.
How the minimum wage is determined
So, such an indicator as the minimum wage is determined by three parties. Firstly, the government of the subject. Secondly, by the federation of trade unions. Thirdly, by associations of employers (that is, a union of entrepreneurs and industrialists).
Initially, all the nuances are discussed, and then an agreement is concluded. After that, all employers join the agreement. All this is necessarily accompanied by the publication of the text of the agreement in the media. If within 30 calendar days the employers did not send a justified refusal, then it is automatically considered to be attached to the agreement. The minimum wage is considered mandatory for municipal institutions and state. Federal treasury, autonomous and budgetary institutions do not have to apply the minimum wage by region.
The indicator in the republics
For convenience and a more competent definition of such an indicator as the minimum wage, it was decided to establish its own minimum wage by region. So, it is worth talking about the republics.The lowest minimum wage in this, one might say, territorial segment is set in the Udmurt Republic. There the minimum wage is 5,207 rubles. The highest rate can boast of Yakutia, that is, the Republic of Sakha. There, the minimum wage (2015) is 12 515 rubles. In Crimea, which recently returned to Russia, the minimum wage is 5,965 rubles. As, in fact, in Mordovia, North Ossetia, Kalmykia, the Karachay-Cherkess Republic, Adygea, Altai, Buryatia, Dagestan and in many other places. After Yakutia, the Chechen Republic is in terms of salary. There, the minimum wage (2015) is 8,252 rubles. Also distinguished by good income Karelia with the Republic of Mari El. Minimum wage in the territories and regions of Russia

The Amur Region is the least well-off in this regard (5,535 rubles — even less than the minimum). Other subjects correspond to the established minimum wage indicator. Of course, there are some areas in which it is lower than the highest minimum, but higher than the established one (for example, Belgorod, Oryol or Tyumen), but basically everything is as it should be under the law. It was not without reason that an agreement was reached on a minimum wage of 5965 rubles.
Counties and cities of federal significance
And finally, a few words about what the minimum wage (2015) was established for districts and cities of federal significance. These subjects are not so many. The richest in terms of the minimum indicator is, of course, Moscow - the capital of Russia. And this is 16 500 rubles. The next largest “minimum wage” indicator is considered the Yamalo-Nenets Autonomous Okrug. There, people get a minimum of 12,431 p. Then - the Khanty-Mansiysk Autonomous Okrug. In these places, citizens receive about 10,250 rubles. The next is St. Petersburg. In the cultural capital, citizens are paid about 9,445 rubles (at least). And finally, the last three entities - the Nenets and Chukotka Autonomous Okrugs and the city of federal significance Sevastopol. In these places, people receive a minimum established by the state - 5 965 rubles per month.
