The certificate of state registration of goods is an official paper certifying compliance of the device, material, device, product with hygienic and sanitary standards. These standards are established throughout the countries of the Customs Union. Let us further consider how the issuance of a certificate of state registration is carried out. 
Procedure introduction
State registration of goods is valid from July 1, 2010. Today, it replaces the sanitary-epidemiological examination. From the indicated moment, instead of hygienic certificate a certificate of state registration of products is issued. This document is valid in the territory of the Russian Federation, as well as countries of the Customs Union.
Product Overview
A certificate of state registration must be obtained for any product that is mentioned in the second section of the list of products subject to sanitary (mandatory) supervision in Russia. This list is regulated by the decision of the Customs Commission of May 28, 2010 No. 299. If there is no certificate of state registration, it will not be possible to obtain a declaration (certificate) of compliance. This, in turn, will prevent the distribution of products or products legally in Russia.
Types of goods
The certificate of state registration should be obtained at:
- Water (mineral, canteen, drinking, medicinal), packaged in bottles and other containers.
- Food products intended for sports, diet, baby food, as well as for nursing and pregnant women.
- Beer and alcoholic tonic drinks, packaged in containers.
- Organic products, dietary supplements.
- Enzyme preparations, flavorings, bacterial starter cultures.
- Products made using GMOs.
- Household chemicals.
- Hygiene products for the oral cavity, cosmetic products.
- Personal hygiene items.
- Chemical, biological substances and materials that pose a potential threat to human health or life, capable of polluting the environment, compounds that are present in a single international list of hazardous substances.
- Products that come into contact with food products during their use, except for technological equipment and utensils.
- Products for children under 3 years old.
- Systems, devices, equipment, units used in the preparation of water for domestic use and in public water supply systems.
Features of the procedure
Information on the goods presented is entered into a single register of certificates of state registration. The necessary paper can be obtained at organizations accredited by Rospotrebnadzor or Rosstandart, as well as in intermediary services (certification centers). The whole procedure includes several stages. Before the necessary information is entered into the register of certificates of state registration, the submitted documents are checked. In addition, product samples are tested in an independent laboratory. In some cases, inspection control of the production process may be provided. 
Required paper
To obtain a certificate you must present:
- Statement. It is drawn up in the prescribed form.
- Instances of technical documentation (GOST, specification, technical specifications and others).
- Copies of papers confirming the quality and safety of the goods.
- Test reports and sampling certificate.
- Details of the manufacturer (seller).
- Other documents if necessary.
Certificate of state registration of the apartment

Clearance procedure

If the object was acquired before 2002, documentation should be provided confirming that it is actually the property of the applicant. If necessary, the registration authority may request other securities. These include, for example, the BTI data sheet. State registration should also pay a state fee. Receipts of payment must be attached to the documents. The process takes place in a strictly established order:
- Reception from the applicant documentation.
- Registration of submitted papers.
- Legal verification of the submitted documentation, establishing the legality of the transaction.
- Identification of the lack of discrepancies and conflicting information when claiming the right to an immovable object.
- Making an appropriate entry in the registry.
After accepting the documentation, the applicant is assigned a date and time when he can come for the finished paper. The issuance of a certificate is the final stage of state registration. After receiving the paper, you must verify that the information specified is correct. In some cases, registrars make typos or enter data incorrectly.
