The legislation provides a list of capital construction projects. This category includes:

- Construction. It is a linear, planar or volumetric design. It may contain aboveground, ground and (or) underground parts. The construction consists of supporting, and in some cases, fencing elements. This design is intended for the movement of goods or people, temporary residence, storage of products, production activities.
Obtaining permission: general information
After carrying out repair work or reconstruction, it is necessary to obtain a document on the basis of which it is allowed to use the capital construction object. Determination of the readiness of a building or structure is carried out by the body that issued the permit for the construction. This procedure is carried out within 10 days from the date of application. Along with this, the regulatory body checks the availability and correctness of the necessary documentation. If state supervision is performed during the reconstruction or repair process, then no additional inspection of the structure or building is carried out. Based on the results of the events, the authorized authority issues a permit for commissioning the capital construction facility.
Resolution
Based on this document, commissioning of the capital construction facility is carried out. The permit certifies the completion of the construction, repair or reconstruction of the building in full according to the available documentation. This paper indicates the conformity of the erected, repaired or reconstructed construction of the design documentation and the urban development plan of the site. Based on the information contained in the permits, cadastral registration of capital construction objects is carried out. In this regard, the information in the document is indicated to the extent necessary for the registration of the structure. Permission Denied
The body making a negative decision on putting the facility into operation should provide a reasoned explanation and indicate the reasons. The latter may be:
- Lack of necessary documentation to obtain permission.
- Inconsistency of the parameters of the repaired or reconstructed structure / building. This provision does not apply to the design of individual housing.
- Non-compliance of the facility with the requirements of the urban development plan of the site or with the requirements contained in the building permit.
- Failure by the responsible person to transfer to the authorized body information on the area, number of floors and height of the planned structure / building, as well as engineering and technical support networks. The lack of copies of the results of surveys, sections of design documents or the planning scheme of the land plot indicating the location of the structure for placement in the information base for urban planning.
A permit is issued only after the provision of the indicated securities.
Act of Acceptance of a Capital Construction Facility
This document is drawn up on a standard form. At the top right is the Approved box. In this place the signature of the head of the architectural bureau. The acceptance certificate of the capital construction object in the text part contains the date of the audit, a list of members of the commission. It also contains the full name of the structure / building, which was subject to examination. The lower part of the document contains special columns. They are signed by all members of the commission who carried out the acceptance of the capital construction facility. Decision
In case of discrepancies, the commission sets the period during which they will be eliminated. At the end of this period, an inspection is again conducted. If the act on commissioning the facility is not signed by any of the inspectors, they draw up a motivated opinion indicating the reasons and confirming the facts of non-compliance. Frequent causes of failures, as practice shows, are insufficient safety of capital construction facilities.
If the customer does not agree with the decision, he has the right to appeal it in court. The Commission may inspect the structure / building until all non-conformities are resolved. If a positive decision is made, the documents are transferred to an authorized agency for permission. After that, official operation of capital construction facilities can be carried out.
