"Children of war" is a special category of citizens who have reason to receive certain benefits from the state. For this reason, it makes sense to pay attention to the implementation of the initiative regarding payments to this group of pensioners.
Who can be attributed to the "children of war"
Before talking about specific benefits, it is worth deciding on which categories of citizens can apply for this status.
If we turn to regional legislation, we can find information that children of war are considered to be those citizens who were born within the following time period: from 1941 to 1945. At the same time, the fact of their permanent residence on the territory of the USSR during the Great Patriotic War is important. We are talking about the regional draft law "On the Children of War" developed by the Communist Party, which has not yet been approved.
Conditions for obtaining benefits in the regions
Obviously, each individual region has its own unique approach to such a question as payments to the "children of war." Moreover, not only benefits may differ, but also the conditions for their receipt. For example, in some areas it is sufficient to provide confirmation of the fact of birth during the war, while in other regions, benefits will be available subject to additional circumstances. This may be the loss of parents during the war or complete orphanage.
The amount of payments can also vary and range from 290 to 1,500 rubles. In the vast majority of areas that provided benefits, "children of war" are provided with free travel. There are also possible discounts on the purchase of medicines, prosthetics, payment of utilities.

One of the arguments of advocates of the need to introduce payments boils down to the fact that the number of citizens born in the pre-war and war years is rapidly decreasing. This means that potential costs for benefits are also reduced.
Alternative solution
In order to accelerate progress, public organizations taking the initiative to introduce a law on benefits to “children of war” suggest that the authorities compromise and equate this category of pensioners with home front workers.
This will greatly simplify the project implementation scheme at the legislative level and will allow children of war to receive the following benefits:
- cash payments;
- medical care and admission to public institutions out of turn;
- discount on utility bills;
- free travel in public transport (within the framework of your locality).
If this initiative is implemented, then everyone who falls into the category of "children of war" will be given special certificates.
"Children of War" in St. Petersburg - payments
As for St. Petersburg, on the basis of local legislation, those citizens who belong to the categories of federal or regional beneficiaries, and who were born between June 22, 1928 and September 3, 1945, are entitled to receive a monthly cash payment. Its size is 1500 rubles.
However, those payments cannot be calculated by those who are registered in St. Petersburg at the place of stay. Counting on benefits is not worth those who have left the Russian Federation.
