Kindergarten is useful and necessary for almost all kids, with rare exceptions. After all, this is not only reliable supervision and care during the day, but also fun games with peers and a developing learning environment.
Give a kindergarten!
For a mother to get a place in a kindergarten (which, as you know, there is always not enough for everyone) for her baby means “untying” her hands and finally getting a job. Streamline family life and feel "in the system." Take a new level of relationship with a growing baby.
But, among other things, a kindergarten is always an expense. In families with a small budget, parenting is a pretty tangible cost item. Not to mention the fact that there have always been and will be additional costs - tacit “voluntary-obligatory” fees for gifts and all kinds of events, contributions for stationery and group arrangement, fees for numerous additional classes and circles.
And if in the family grows not one baby, but two? Or more?

Until recently, many large families could not afford the luxury of giving all their kids to kindergarten, since not everyone could afford paying for preschool educational services. In addition, most often the salary in the house was brought only by the head of the family, and literally had to save on everything. But in recent years, their fate has improved - there is such a thing as compensation for kindergarten. What is it and what benefits can parents derive from it? Let's figure it out.
Positive changes in this matter have taken place since the decision by the Government of the country to reimburse families part of the cost of maintaining children in a preschool. We are talking about the Law of the Russian Federation No. 3266-1 "On Education" dated 10.07.1992 (Article 52.2). The document established that the payment does not apply to the costs of the development of educational programs by children. The costs of maintaining the property do not apply to the cost of services. That is, it turns out that the cost of kindergarten refers mainly to the cost of baby food.
Who is entitled to it?
Who is entitled to compensation for kindergarten? For those parents whose children are identified in municipal, state or even private preschool institutions - preschool institutions. It is important that the institution without fail could provide a license for the right to conduct educational activities.
The rules for calculating and issuing compensation are different everywhere, in each region this issue is resolved locally, taking into account the possibilities of the city budget and according to the priority policy of the authorities in the social sphere. In some cities (in particular, in Moscow), parents who immediately sent three children to the same kindergarten are completely exempted from paying for DOW services. It is clear that at the same time they are not entitled to compensation.
How and in what form can I get it? Compensation for kindergarten fees in the form of money is transferred to the account of the parent who signed the contract with the kindergarten to visit his child. Part of the money can be returned in case of timely, without delay, payment.
Who else is eligible for payment?
The recipients of the service, in addition to the parents, may well be the guardians of the children (their legal representatives). In this case, to assign such a payment, an agreement with the institution must be drawn up on their behalf.
Compensation for kindergarten is made by submitting an application. It is written by the parent or representative of the child who has entered into an agreement with the kindergarten. He will have to present a copy of his passport and personal bank account. You will also need photocopies of documents (i.e. birth certificates) of all children and a certificate of family composition.
How is the amount of compensation calculated?
Parental compensation for kindergarten, in the case of visiting his first or subsequent children, is not the same. The minimum amount of such compensation is regulated by a decree of the government of the Russian Federation. But this concerns the situation of the child not attending kindergarten, which we will consider below.
Regions, on the basis of these data, have the right to introduce their own conditions for receiving compensation, which cannot be worse than federal ones. The state determined the minimum amount as follows: parents receive 20% of the actual expenses incurred when it comes to the first child, 50% if the second, and 70% is allocated to the third and all others.
Moreover, when it comes to calculating the amounts for the second, third and subsequent children, only information about offsprings that have not yet reached the age of majority is taken into account. Full-time students up to 23 years old are also included here.
What is the specific figure?
How exactly is compensation paid for kindergarten? Its calculation directly depends on the amount paid by the parents for the maintenance of the baby. How to count it? All payment should be divided by the number of working days. Thus, the cost of one day of keeping a child in the garden is calculated.
After that, the obtained value is multiplied by the number of days the child actually visits the kindergarten. As a result, we have the size of the amount of the parental fee. And it is from this figure that 20, 50, 70% is taken and returned to mom or dad by transfer to a personal account. A bank account can be opened at any credit institution in the Russian Federation.
Should I pay tax?
In the past year and earlier, with compensation, they still deducted personal income tax in the amount of 13%. From 01.01.2015, a number of constituent entities of the Russian Federation this tax was abolished. For example, if the payment for the garden is accepted in the amount of 1,500 rubles. per month, the parent of the first child can be expected to return 300 rubles.
It would seem, not God knows what money. But count for yourself: if there are two or three preschool children in the family, and for each subsequent reimbursable amount increases, the total savings for the month can be very significant. And for a large family (most of which, as a rule, are not rich) - sometimes just saving.
The average fee for kindergarten is determined annually by the authorities (in Moscow - the Department of Education) on January 1 - for kindergartens working under the main pre-school education program.
Another type of compensation
The type of compensation described above is not the only one. In a number of subjects of the country in recent years, another type of state support for families with children has been adopted. It consists in paying certain amounts to parents when a child does not attend a child care institution (for example, due to lack of places). So what is this - compensation for failure to provide?
Kindergarten at some point is needed by any family where the baby grows. As you know, when a baby turns one and a half years old, they stop paying childcare allowance, and mom has to think about making money. But what if there is no place in the kindergarten for her crumbs? Compensation for kindergarten, the law on the payment of which in such cases was adopted by a number of regions, can at least partially solve the problem. Its average size is about 5000 rubles.
Options are possible?
This rule has been adopted by no means in all cities; it will be necessary to clarify specifically about your case in the social protection department.The right to such compensation can be used by mothers-students (full-time), and unemployed - after all, not having placed a child in kindergarten, they are deprived of the opportunity to go somewhere to work.
Sometimes many of them willingly stay at home with the baby, changing work for these "pennies", approximately comparable to the minimum wage. Especially if, before the decree, mother worked on a not too paid job, and she will have to return there. Or the chances of finding a job are minimal for a number of reasons. Or if the baby is often sick and does not adapt well to kindergarten conditions ... In general, then, willy-nilly, you have to wave your hand at all the advantages of preschool education and "sit" with him at home. And forget about work for the coming years.
Compensation for kindergarten: documents
Not a lot of “papers” will be required. This is a standard set, although somewhere they may request, for example, an extract from a bank account.
So, you bring the following documents to the kindergarten manager:
- a statement on behalf of one parent (or legal representative);
- the passport of this parent or other document capable of confirming the identity, as well as a photocopy of it;
- birth certificates of all children in the family, also with a photocopy;
- bank account number or a photocopy of the cover page of the passbook containing the details of the credit institution where the amount of compensation is to be transferred.
Clearance Payment
The procedure for the circulation, accrual and payment of compensation is regulated by the responsible authorities. Employees of the preschool educational institution should correctly draw up all documents, the filing of which involves compensation for kindergarten. The application is mandatory recorded in a special journal indicating the date of registration.
The DOU is certified with copies of the documents brought, the originals are returned to the owners. Lists of compensation recipients are compiled and sent to the official authorities - departments of education, social protection, healthcare of the subject of the Russian Federation.
If your right is lost
These instances will pay the parents compensation for the compensation paid to the children attending kindergartens within the budget allocated for this.
Quarterly, information about any changes in the composition of its recipients is submitted to the above bodies. The submitted information also contains data on the payment made for the reporting month and the accrued amounts of compensation funds.
If for any reason the parent receiving it loses this right, compensation for kindergarten ceases to be paid from the first day of the month that follows the month of the onset of these circumstances.
