Who needs a compulsory health insurance policy

The law clearly indicates who is required to have MHI policy. These are primarily citizens of the Russian Federation. Insurance is compulsory for those who will use medical services. These are those who permanently or temporarily live in our country - foreigners, stateless persons, and those who are granted asylum, that is, refugees.

How long is the compulsory health insurance policy

For all who permanently reside in Russia (and these are citizens of the state and persons holding a residence permit), the policy does not have a validity period. Whereas persons staying in the country temporarily receive a certificate with a validity period. The policy is valid until the expiration date of the temporary residence permit or other document provided.

Where to get compulsory health insurance

Currently, 58 insurance companies are registered in the CHI system. It can be either large organizations operating throughout the country, or small firms serving only a specific region.

Insurance companies can attract customers in various ways, however, it should be understood that the program and insurance rules are the same for everyone, and the choice of an insurer does not affect the receipt of medical care. You can submit the necessary documents and pick up the finished compulsory health insurance policy at the points of issue indicated by the selected insurance organization.

Any person who has reached the age of majority can choose a QS from the official list (persons under the age of 18 can do this only if they are recognized as legally capable). Service for young children is carried out by the insurer of the mother or other legal representatives. After the state registration of the child, parents or legal representatives of the minor can choose a QS.

What documents need to be provided

What set of documents is needed to receive insurance policy compulsory health insurance? Before answering this question, we note that in the absence of a passport, you must provide a document that replaces it.

Representatives of children under 14 years must provide:

  • birth certificate of a child;
  • passport of the mother, father or representative of the child;
  • SNILS.

From citizens of the Russian Federation over 14 years of age are required:

  • passport:
  • SNILS.

Refugees must bring a refugee certificate to obtain a policy.

Foreign citizens, stateless persons who live in Russia constantly provide:

  • passport;
  • residence;
  • SNILS.

Foreign citizens, stateless persons who live in Russia temporarily bring:

  • SNILS.

Representatives of the insured must have:

  • passport;
  • power of attorney.

Types of policy

The new compulsory health insurance policy was introduced in 2011, and it can be obtained in three forms, which will be discussed below. Prior to issuing the policy, the insured person receives a temporary certificate.

1. Temporary certificate:

  • confirms the registration of insurance;
  • valid only 30 business days;
  • issued upon applying for a policy;
  • can be presented in medical facilities.

  • the front side contains the data of the insured person, policy number and barcode;
  • on the reverse side are the name and contacts of the insurance company;

3. Compulsory health insurance policy - a sample in the form of a plastic card:

  • on the front side is the number of the policy, and there is a chip that stores the necessary information, including the name of the insurance company;
  • on the back the data of the insured person, his photo and sample signature are indicated;
  • can be issued to persons over 14 years of age (to receive it you will need to take a picture and give a sample signature, which is possible only with a personal appeal to the issuing center).

4. The MHI policy can be included in the Universal Electronic Card.

How to use the policy

It is advisable to carry a compulsory health insurance policy with you at all times. If for some reason this is inconvenient, it is better to take a photocopy from it, or at least write down the name of the insurance company and the number of the certificate, consisting of 16 digits. In case of a trip to another region, the document must be taken with you.

When applying for medical care, you must present a policy. If this is not done, then the medical institution does not have the right to provide any kind of medical assistance, except emergency (life saving). Emergency care in the case of acute conditions that do not threaten the patient’s life is not provided without a compulsory medical insurance.

CHI policy replacement

When replacing a passport, changing a name, updated data must be entered into the mandatory medical insurance policy. A new document with a different number is issued. To do this, you need to contact the point of issuance of compulsory medical insurance and submit documents:

  • passport;
  • SNILS (if the data in it is still old, bring a marriage certificate or other document confirming the change of name).

The procedure for issuing an insurance policy is the same as for the initial receipt, with the issuance of a temporary certificate.

When changing your place of residence, you must notify the insurance company that serves you within a month and make changes to the policy. If there is no representative office of your company at the new place of residence, you need to change it.

When contacting the OMC issuing office, you need:

  • passport;
  • SNILS;
  • MHI policy.

If you are using an old model of the policy, then you need to replace it. The insured person receives a temporary certificate, and later a new type of document. If the policy is a modern model, then it is marked, and changes are made to the electronic registry. The policy number remains the same.
