The flow of migrants to the Russian Federation is growing every year. And since 2014, the number of citizens who want to apply for a residence permit in Russia has increased several times. What is a residence permit?
In Russia, there is a special procedure for the status of foreign citizens, which involves official registration with the FMS. One of the steps towards Russian citizenship is a residence permit. This important document gives the right to live in the country for 5 years without updating the migration card and with the possibility of official employment, receiving a pension and applying for social benefits. In fact, a residence permit differs from citizenship only in the inability to vote in elections. However, without this document it is impossible to obtain a Russian passport in the future.

Inside the document, all the information about the person is indicated, including a photo and signature, which allows you to use it on a par with your country's passport.
How to get a residence permit in Russia for citizens of Ukraine?
It must be understood that a foreign citizen needs a basis for paperwork. Such may be the presence of close relatives or spouse in Russia, a contract for work or a positive decision on resettlement program. While the purchase of real estate or individual entrepreneurship are not reasons for issuing a residence permit.
To obtain a document, citizens of Ukraine need to personally contact the FMS department of the region where they plan to live. Indeed, in the future it will be impossible to change the region until obtaining Russian citizenship. The Inspector of the Federal Migration Service reviews the case and determines whether it is possible to obtain a temporary or permanent residence permit for a particular person.
The procedure for applying foreign citizens to the FMS
Obtaining a residence permit in Russia for citizens of Ukraine is not as easy as it might seem at first glance. After all, this long procedure requires passing through the following steps:
- Getting a migration card at the border with the Russian Federation.
- Registration at the place of stay within a week after crossing the border.
- If there are grounds, the issuance of a RVP.
- Obtaining a residence permit.
- Refusal of previous citizenship and obtaining a passport.
Thus, registration of a legal stay will require more than one year of collecting documents and communication with the inspectors of the FMS of Russia. A residence permit is only one step towards obtaining a passport.
Documents required to apply for a temporary residence permit
If there is a reason, the inspector of the FMSD issues to the foreign citizen a list of documents for the registration of the RVP. In this case, you must first register at the place of residence and obtain the consent of the owner of the apartment or house, who must personally appear in the migration service.
According to the data for 2015, the following documents are required from a citizen of Ukraine to apply for RVP:
- Passport with a notarized translation.
- Birth certificate. If the document was issued in Ukrainian, then a translation certified by a notary is also required.
- Relative’s passport and a document that identifies close kinship. This can be a birth certificate or marriage certificate.
- Certificate of native Russian. If a citizen studied on the territory of the Russian Federation, then a document on education.
- Medical certificates from a TB doctor, narcologist, dermatovenerologist and certificate from the AIDS center.
- A document confirming the availability of housing, and the passport of the owner.
- State duty (1,600 rubles) for issuing a RVP.
- 6 photos.
- Application form in duplicate.
After the documents have been accepted for RWP, the migration service is obliged to make a decision within 60 days. In case of a positive result, a stamp is placed in the passport, which allows you to stay in the country for 3 years. Moreover, every year a foreign citizen must provide the inspector with a notice of stay with confirmation of the official source of income.
Immediately after receiving the PRT, you should draw up a TIN, medical insurance and SNILS. These documents will allow you to fully work and reside in Russia.
Necessary documents for obtaining a residence permit
6 months after receiving the RVP, you can proceed to the next stage, which is also processed through the Federal Migration Service of Russia. A residence permit provides many more benefits, so most migrants seek to apply for it as soon as possible.
The package of documents for a residence permit is similar to the list that was presented above. However, it contains the following additional points:
- If you did not submit a certificate of education, but a certificate, then you need to retake the test. Medical certificates also require updating.
- The state duty for issuing a residence permit will be 3,500 rubles.
- A document that proves the existence of a livelihood should also be presented. This can be a receipt from the place of work or a certificate from the bank.
A residence permit in Russia is issued within six months from the date of submission of documents. With a positive decision, a citizen is issued a document that allows him to stay in the country for 5 years without a break.
What to do after applying for a residence permit?
Unfortunately, even after obtaining a residence permit, a foreign citizen will have to continue communication with the inspectors of the migration service. After all, every year you need to submit a notice of stay with proof of income. However, this does not mean at all that even housewives need to get a job. Indeed, in this case, you can take shape as a dependent. You can also take a 2NDFL certificate from the tax authority by paying tax. Such a document will also be a confirmation of legal stay.
When can I apply for citizenship?
A huge territory, the possibility of stable earnings and family ties - this is what attracts migrants to Russia. A residence permit, the documents for which it is quite easy to collect, is not yet the final stage. After all, registration of Russian citizenship awaits ahead.
If a foreign citizen is married, then you can apply after 3 years from the date indicated on the certificate. Those who were born on the territory of the former USSR, studied in Russia or recognized as a native speaker of Russian can also apply for a passport immediately after obtaining a residence permit. In other cases, you must live in the country for at least five years.
