In the Russian Federation, the initial military registration determined by federal law of 28.03. 1998 number 53 "On military duty and military service" (with the latest amendments and additions of July 13, 2015) and the "Regulation on military registration", approved on November 27, 2006.
Military registration in the Russian Federation
Military registration (VU) is a state system of registration and analysis of draft and mobilized citizens that are available in the country. It is divided into special and general. The first type of registration includes the registration of persons liable for military service, which are assigned to organizations, institutions and federal or local authorities during the war and during the mobilization period. And also at a special VU there are citizens who serve in the police department, the Fire Service, the structures of the penal system, state institutions for controlling the circulation of drugs and psychotropic substances in the ranks of ordinary or senior staff. All other persons liable for military service are members of a general educational institution.
The vital functions of the military registration system are provided by the Ministry of Defense of the Russian Federation, the Ministry of the Interior of the Russian Federation, the Foreign Intelligence Service, the FSB and executive authorities at the regional and local levels.
Unsuitable citizens
Citizens of the Russian Federation are obliged to be on VU, all except:
- women who do not have military registration specialties, such professions are fixed in the appendix to the Regulation on Higher Education;
- persons serving sentences in prisons;
- citizens undergoing military service;
- people who do not permanently reside in Russia.
Persons living outside the country who wish to serve in military conscription in military positions, which are replaced by soldiers and sailors, foremen and sergeants in the Armed Forces of the Russian Federation, other troops, military formations and institutions, can be assigned to military units in the list of the Headquarters of the Armed Forces Forces of the Russian Federation commissariats in Russia.
Obligations of citizens of the Russian Federation on military registration
Persons subject to higher education in the Russian Federation are required to:
- To be registered with the military commissariat at the place of residence, with local self-government in settlements where there are no commissariats, with the Russian Foreign Intelligence Service or with the FSBRF if the citizen is an officer or is in the reserve of these structures. To become ordinary citizens at the University of Higher Education, an initial registration is made at the age of 16.
- To be on call to the body that implements military registration at the appointed time, taking with him a military ID or certificate of a person to be called up for service, passport and driver’s license (if any).
- In the event of a discharge to the reserve, appear at the commissariat at the place of residence for placement on a military educational institution within 2 weeks from the date of deduction from the lists of citizens included in the personnel of the military unit.
- To inform the military registration authority about the change in marital status, place of work, position, education, place of residence within a district, city that does not have a district division or municipality, no later than 2 weeks from the moment they occur.
- To withdraw from the VU when moving to another place of residence or place of stay for a period of more than 3 months, when traveling abroad for a period of more than 6 months, and also to register on the territory of a new location no later than 2 weeks from the moment Arrival or return to Russia.
- Keep the military ID in good condition, and in case of loss within two weeks, ask the commissariat for its restoration.
Primary VU and initial statement on VU
The initial (primary) VU is made by structural units of the military commissariats, and in the absence of such, by local authorities.
Local authorities with the appropriate authority must annually submit to the Commissariat lists of males who are 16 years old, and before November 1, a list of citizens who will need initial military registration in the following year.
When conducting the primary WU, the competent authorities collect all the information necessary for the citizen, which is stored and processed in accordance with the procedure established by the legislation of the Russian Federation in the field of personal data protection, as well as the Regulation on WU.
Information is collected before the citizen arrives at the commissariat, as well as during the initial military registration. Documents VU must contain information:
- Name of citizen;
- Date of Birth;
- weight, height, chest circumference, abdomen, etc;
- place of stay or residence;
- place of work;
- education;
- marital status;
- knowledge of foreign languages;
- fitness for service due to health reasons;
- professional suitability for the study of military specialties and for military service;
- existing military registration and civilian specialties;
- available sports categories;
- the presence of criminal cases initiated or terminated;
- criminal record;
- walkthrough military fees;
- military service or alternative civilian;
- non-recruitment without legal grounds;
- the decision of a citizen on a special VU;
- being in a mobilization reserve.
Who produces the initial statement on WU
Initial registration with the military is carried out by the military commissariat through its regional (local) units at the places of residence of the draftees. As well as at the points of their stay in the event that a person has arrived at a location for a period of more than three months or is undergoing alternative civilian service there.
The initial military registration of male citizens is carried out by a commission created by a decision of a senior official of a country subject on the proposal of a military commissioner in a city district, municipality, region or on intracity territory of federal settlements.
Dates of initial accounting
In the case when citizens work or study, the leaders of the relevant organizations must ensure the possibility of timely appearance in the military commissariat on the agenda. And those persons who do not have a place of work (training) are obliged to personally arrive at the indicated time and place for initial registration with the relevant authorities upon receipt of the appropriate agenda.
The initial military registration is carried out in the period from January 1 to March 31 of the year in which the future defender of the motherland turns 17 years old. In a situation when a person belonging to the category of persons not fit for military registration changes his status (for example, a woman receives a military specialty or a stateless person receives it), the commissariat has the right to call this person for initial registration throughout the calendar year.
Commission composition
The initial military registration of citizens is carried out by a special commission, which includes:
- the chairman of the commission, who is an official from the relevant military commissariat;
- local level representative;
- psychological selection professional;
- Secretary
- specialist doctors (surgeon, psychiatrist, neurologist, therapist, optometrist, ENT specialist, dentist and other specialists, if necessary).
Obligations of the Registration Commission
The duties of the commission, with the help of which the initial registration is made, are:
- organization medical examination people to identify their suitability for military service for health reasons;
- conducting procedures for professional psychological sampling of citizens to identify their suitability for training in military specialties;
- adoption of a decision on military registration.
During the medical examination, specialists study all the documents provided by the businessman regarding his state of health, conduct an independent examination of the citizen, including his physical development.
Commission decision
The initial military registration of citizens ends with the issuance and announcement of the decision of the commission, which is made by the chairman or secretary, together with explanations to the entrepreneur of his duties in this area.
A verdict may be as follows:
- put a citizen on military records;
- send a decision for consideration by the draft board on the enrollment in the reserve of a person who is recognized to be of limited serviceability;
- send a decision to the draft board for exemption from the performance of military duties of a person who is deemed unfit for military service.
The initial registration on military records allows the state to possess information about the number of citizens fit for military service, to correctly distribute them among existing military units. It also allows citizens to be informed in advance about their status in this area and, in case of disagreement with the commission’s decision, to protest it in advance by contacting a complaint no later than 3 months after the verdict is issued by the commission to a higher division of the commissariat, the prosecutor’s office or the district court.
