Cash support is one of the areas of ongoing events. It is the payment of a monthly child allowance.
Types of Child Benefits
By paying child support, the state assists in the maintenance and upbringing of children, because by virtue of their age they cannot participate in social production.
The phrase "child allowance" covers several payment options related to the birth of a child. Currently, the following types exist:
- one-time;
- monthly.
One of the parents (either father or mother) has the right to receive benefits for each born, adopted under guardianship and adopted child, living together with them, until the child reaches the age of sixteen.
What are the monthly childcare benefits?
These rules and conditions for the approval of child benefits take into account a wide range of recipients, in accordance with which the right to receive and the required amount of a specific type of material assistance is established:
- A monthly child allowance of up to 1.5 years is paid to all citizens of our country who have applied for it.
- A monthly allowance of 1.5 to 3 years is paid to parents with many children.
- A monthly allowance for caring for a child under 16 is assigned to citizens included in the category of low-income families.
Where to go?
The procedure for processing child allowances is slightly different for non-working citizens and officially employed.
Employed citizens with a set of necessary documents must contact the accounting department or human resources department at their place of work. Not so long ago, a new procedure for processing payments was introduced in some regions of our country, according to which, if you want to apply for a monthly allowance for children, you should contact the FSS department.
For non-working mothers or fathers, child allowances are issued at the social security department in the community.
The payment of monthly benefits during the parental leave by the employer or social security agencies comes from the FSS, that is, from paid tax contributions. They are only intermediaries and have no damage to the budget of their organizations.
Documents for issuing financial assistance for caring for a child under one and a half years old for working parents
If the mother worked before the pregnancy, the amount of the monthly child allowance directly depends on her salary. As a general rule, the size of payments is 40% of the average earnings. At the same time, there is a minimum amount less than which they cannot be charged.
Regardless of the salary, the amount of the monthly child allowance cannot exceed 17,990 rubles. If a parent takes care of two or more children at the same time whose age does not exceed 1.5 years, the benefits are added up. But according to the law, their total amount cannot exceed 100% of earnings.
Money is accrued to working citizens at the place of work, all necessary documents for the monthly child allowance should be submitted there:
- a statement of the need for exemption from childcare;
- an application for benefits, which should be written in the name of the general director or head of the organization, the document must be transferred to the accounting department or human resources department;
- passport of the parent applying and photocopy;
- birth certificates of all children + photocopies (necessary to determine the size of the allowance);
- a paper confirming that the second parent did not receive any payments due (if the second parent works, then this document is taken at the personnel department at the place of work, if not, at the social security institution).
Documents for monthly child benefits up to 1.5 years for non-working parents
If the child’s parents do not work anywhere or study at a university full-time, then you must apply for social security benefits. To save your time and nerves, before visiting this body, you must collect the following documents in advance:
- passports of parents + their photocopies;
- birth certificate and photocopy;
- a work book and a copy of it (in case parents haven’t worked before, you must provide a diploma or certificate of graduation);
- certificate of family composition it should contain information about all family members living in the same area declared in the home book;
- certificate from the labor exchange;
- certificate confirming that the second parent did not draw up benefits.
After all the monthly certificates for the child allowance are collected, you can safely go to the social security department and apply for its issuance.
Established deadlines for processing benefits
The legislation sets the time limits for citizens to apply for child benefits. To apply for a childcare allowance up to one and a half years, a period of six months is set from the day the child reaches this age, respectively, until the child reaches two years of age.
Employees of the social welfare department are required to draw up a monthly child allowance and transfer funds to your account within ten days.
Benefits up to 16 years: who should
The main condition for registration of this allowance is the acquisition of low-income status by the family. Cash assistance is paid until the child reaches the age of 16. If at that time the child is studying at school, then payments are extended until the end of the educational process in a general educational institution, but no later than before coming of age.
With regular filing of certificates with the relevant authorities, single mothers have the right to receive material assistance for children under 18 years of age. The payment can be extended up to 24 years if the child is studying in the correspondence department or is a graduate student of the university. The amount of subsidies is regulated by local authorities, therefore, in each region it may be different.
Documents for registration of benefits up to 16 years
To accrue benefits to the social security authorities, a set of documents is required. Namely:
- application for benefits;
- passports of parents + photocopies;
- paper confirming the amount of income for the last 3 months;
- child's birth certificate or passport + photocopy;
- a certificate from the educational institution is required for children over 16 years old;
- certificate of family composition.
This type of benefit is a regional payment and differs in size in different entities. What is the amount of monthly child allowance paid in 2015? At the moment, the average amount of payments is 300 rubles. After all documents have been submitted, a transfer should be made to your account within ten days.
Benefit payment conditions
The right to a monthly child allowance for a child does not depend on the employment of parents and guardians. Until 2001, almost any family had the opportunity to apply for benefits up to 14 years old, regardless of their income.They were paid at the place of work of one of the parents, and not for those working at the social welfare institution. Recently, everything has changed. Only citizens are entitled to receive state payments, size per capita income which does not exceed the size cost of living in the region of their residence.
Currently, children's monthly allowance is determined and paid regardless of whether pensions, alimony and other state subsidies and compensations are transferred to the child. It can be assigned along with the maternity payment that a woman receives in connection with the birth of a child or with a care allowance until the baby reaches the age of one and a half years.
The legislation provides for several cases in which the funds for the child are not intended, and the payment of the previously issued allowance is terminated:
- transition of the child to full state maintenance;
- if the guardians of the child already receive financial assistance for its maintenance;
- deprivation of parental rights in relation to the child for whom the subsidy is issued.
Monthly benefits up to three years for a third and subsequent children
In accordance with the presidential decree, since 2013 in many regions the introduction of a new monthly allowance for a child aged 1.5 to 3 years for large families has begun.
To receive monthly financial assistance for the third and subsequent children, families must meet the following conditions:
- applicants must live in a region included in the list of low birth rates in the country;
- the child for whom the benefits are planned to be issued must be born from the beginning of 2013;
- the family must have low-income status, that is, the average earnings for each family member should not exceed the living wage of the region of residence.
Who is eligible for increased payments?
For some citizens, an increased amount of benefits is established. So, for example, money increased by 100% is paid for children of single mothers, and 50% for children whose parents are hiding from paying child support. Children of parents on military service are entitled to receive additional payments.
For registration of increased child allowances for mothers whose former spouses evade child support, in addition to the main package of documents, you must provide:
- ATS notification that the location of the wanted debtor within a month has not been established;
- if the debtor is serving a sentence, sent to undergo a forensic examination, is under compulsory treatment or under arrest, a certificate from the relevant institution must be submitted confirming the whereabouts of the debtor;
- a certificate from the court about the reason for non-enforcement of the court order;
- a paper from the migration registration service, evidencing the father’s departure for permanent residence abroad, as well as a document confirming the failure to comply with the decision of higher justice to recover child support when the debtor lives abroad - in the state with which our country has concluded a legal aid agreement.
Monthly child allowance for single mothers
An increased amount of cash payments is assigned and paid in case of:
- if the birth certificate does not contain a note about the father or if the entry was made according to the mother (upon marriage, she retains all the rights of a single mother);
- if the child is adopted by a single woman.
If the paternity of the child is recognized in the established manner, or if the child is adopted by the single mother, the payment of increased cash subsidies will cease.
Allowance for wives of military personnel
The wives of servicemen called up for military service, in addition to the basic payments for child care, are entitled to a special additional monthly allowance.
If the baby was born during the period of the father’s military service, then cash assistance is paid from the day he is born. If the child was born earlier than the father’s call for military service, then payments are assigned from the first day the service begins. The reason for the termination of transfers of this money is the achievement of a child of three years of age and the dismissal of his father from the military conscription service.
The monthly child allowance is regularly transferred by the social welfare institution. For 2015, its size is 9,839.48 rubles. excluding district coefficient. When applying for the assignment of benefits, it is necessary to provide the parent's passport, birth certificate of the child + a photocopy of him, a certificate from the military unit to confirm the term of service.
