Pregnancy

Baby birth
The allowance for children under 16 can be divided into several parts, each of which requires a different package of documents. Moreover, payments vary greatly in amount.
A lump-sum payment at the birth of the baby, regardless of the length of work of the mother, is a fixed amount and equal to 14,497 rubles. Documents are submitted to the organization where the woman worked, or to the USZN. The following papers must be brought with you:
- passport of one of the parents to whose organization documents are submitted;
- a certificate from the registry office (issued on the basis of documents from the hospital) and a birth certificate;
- certificate that the second parent does not receive child benefits.
Up to 1.5 years
The child allowance of up to 16 years in the second stage is a monthly payment, which is issued up to the baby's 1.5-year-old age and is calculated as follows:
- for employees - 40% of the average salary for the last 2 years;
- for the unemployed - 2718 rubles for the first child and 5 436 rubles - for the second.

Benefits up to 3 years
The next period is a monthly allowance for a child under 16 years old. This stage lasts until the baby is 3 years old.
For this period, leave to care for the baby can continue, but compensation payments are 50 rubles. At the same time, a family member who is engaged in caring for a child can go to work if the baby was taken to kindergarten, or receive monthly benefits if this does not happen.

Monthly benefits
The fourth, but not the last stage of the payment of state support consists of monthly transfers to children established by the state, which determine the child allowance up to 16 years. The amount depends on the region, and the closer the subject is to Moscow, the higher it is. For example, in St. Petersburg payments are from 729 rubles, and in the Kemerovo region - from just 210.

Maternal capital
Do not forget about maternity capital, which in 2015 is 451,000 rubles, and by 2017 it will be indexed to 491,000 rubles. This amount actually consists of several parts. Two times from the moment a second child is born, a mother can receive 10,000 rubles each by submitting an application to a pension fund.
The remaining amount may be spent on improving housing conditions, paying for a child’s education (anyone, not just the one for whom “capital” was received), or for increasing a future pension for mom. Again, it is worth mentioning that, despite the name, the certificate can be received by the person who is the only parent for the child or adoptive parent.
Differences in Payments by Region
This difference in the amounts determined for any child allowance up to the age of 16 depends, first of all, on the level of the living wage, as well as on the regional authorities, which take responsibility for supporting motherhood and childhood.
If, for example, the promised allowance for not providing a place in a kindergarten on time is 5,300 rubles, then specifically in the Kemerovo region the governor's payment was (even before the program was approved in 2013 in this region) at the level of 2,000 rubles per child .
For all entities, they currently pay 100,000 rubles at the birth of the third baby and subsequent children, and an additional monthly allowance in the amount of 1,000 to 6,000 rubles (depending on the region) as a large family for each child.
Annual and monthly allowances up to 16 years old have types that differ in the subjects of the Russian Federation. For example, in the Leningrad Region there is a payment for children who suffer from celiac disease (celiac intolerance) in the amount of 7,795 rubles, which is issued to the hands once a year at the social welfare authorities when they are being treated.
There is also a certain compensation established by the Government of the Leningrad Region, paid at the same time at the birth of a child - 20,000 rubles. If two or more babies have appeared in the family, money is transferred to each of the children.
How to issue?
For one-time payments, you must contact the social security department or at the place of work of the parent, as well as in order to receive a monthly child allowance of up to 16 years.
The main payments that are made every month, based on the cost of living, are formed on the basis of copies of documents such as:
- baby's birth certificate (adoption document);
- passports of parents (or one of them);
- certificate of family composition;
- certificate of income of parents;
- certificate from the second parent that he does not receive benefits.
